Compensation for NSFs who have died should be more than the current $5,000

There were several deaths of NSF during training. Are the deaths excessive, relative to the number of soldiers that are trained?

Were they caused by negligence of the officers who were responsible for the training? Is there a culture of disregard for the safety of the trainees?

Some people think that each death is one too many. I do not share this view. Accidents do happen. We cannot be over cautious to the extent of hampering the training or operations.

Who should be responsible for the deaths?

a) The officers directly supervising the training?
b) The military commanders higher up the chain?
c) The ministers in the defense ministry?

A committee of inquiry is being held for the recent death. But this involves only one event. Should we have a committee of inquiry to look into the bigger issue – is there disregard for the safety of the NSF?

All these questions will take a long time to reach an answer. And the answer will still be inconclusive. It is a difficult issue.

There is one action that can be taken that will address most of the complaints.

The government should give an adequate compensation for each NSF or NS reservists who is injured or dies while under compulsory service. What is adequate?

I carried out a vote in the wisdom of the crowd. The majority consider the compensation to be $1 million. I think that this is too much. I prefer a lower compensation. I prefer a sum of $300,000 for death, and a proportionate amount according to the degree of injury or disability.

This would represent 10 years of earning based on $2,500 a month. Financial compensation is not a good consolation for the loss of a loved one. But it is better than $5,000, right?

I know that this sum is not adequate to replace the potential earning of a person who could enter into a highly paid occupation. But it should be based on the average of all NSF and not on the potential of each individual person.

Even when adequate compensation is provided, we should still expect the Singapore Armed Forces to ensure that all necessary safety precautions are taken and that negligent training officers should be held to account. But we should avoid extreme cautious measures that hamper the training.

I now come back to the question – should the high military commanders and the ministers be held to account?

It is difficult to make this judgment based on inadequate information. A committee of inquiry should be formed to address this question. The public can make their judgment based on the findings of this COI.

At this time, I will leave it to the defense minister to decide, in his own conscience, whether he should stay in the office. But I expect him to take action now to get the government to pay an adequate compensation.

I have suggested a sum of $300,000. Maybe he can justify a different figure?

    The point is heavy weighted “LIABILITY” that will transformed itself to more careful and responsible treatment of the training resulting in the proper monitoring, control and management into it. No liability or meaningless liability will transpired into negligent of care for others life. How did the PAP reasoned themselves for high pay? Mind you, Not that “death” during training will happened ever so often to be concern with the huge payout. The point is towards “ZERO DEATH” during training.

    I did say $10M per training death. If the PAP cannot promise “ZERO DEATH” during “training” then they better pack up and go.

    The sg son was brot up lovingly n caringly all his years of growing up ..then FORCED to join NS.

    Oh btw, for compensation cases, serious permanent disability usually has higher payout than death.

    E.g. The navy regular that lost both legs & an arm in an accident? His surgeries & rehabilitation / physiotherapy by itself already cost $1M, luckily paid by Mindef. And I believe he is getting a lifetime pension, although not very much.

    Those who served NS would know how cock-up systems inside. This is a true story from one of my friends.

    He was a VM (Vehicle Mechanic) posted to a combat company in the East. Within the company, aside from a two men VM, there were 2 Transport NCOs.

    VM duties include daily maintenance of Jeeps, Saloon Cars, Land Rovers and 3-Tonners. Transport NCO in charge of issuing vehicles to soldiers for outdoor training.

    One day, 3-Tonner came back driver reported to VM its brake was ineffective. As it was late in the evening, VM immediate recorded on vehicle log-book “Off Road” to be repaired the next morning and placed a “Off Road” notice on the driver seat. Next morning, 3-Tonner was not in the camp. VM asked where was the vehicle. Transport NCO told him he had already issued it out for training. VM ask did he noticed the signboard informing the vehicle was “Off Road”. He said he knew. Yet he issued it out.

    In Taiwan, one Unimog rowed down from a mountain during training. All SG NSmen including the CO (also NSman) also died. I attended their military funeral in Mandai, very discreetly conducted then. Then (the Old Hack times), such news never get into the Shit Times. There wasn’t any COI called. Wonder how he could sleep peacefully every night. You are either For You (the people) or F You type. You decide what type he was.

    Do you trust them and putting your sons’ life in danger? You must be mad. Surely someone knew how cockup were things inside, therefore he got his son 12 years deferments. And served in aircon office.
