Trust In Government Is Eroding

I could not agree more with Mr Viswa Sadasivan (ST forum, 5th Feb 2019) that confidence in the government is waning.

Like the writer said, there are too many incidents that have occured that the goverment does not seem to address well. There is a lack of urgency in handling situations and no accountability from the highest level. We hear sorry too often. The repetitiveness of just saying sorry seems to indicate a lack of sincerity. Instead the government needs to show the people how investigations lead to corrections in procedures and the handling of errors.

The government has always championed quality in its highest echelons and maintained that only the best make its ranks. Are we seeing that today? With so many lapses and lack of accountabilty people are losing faith as evidenced by the numerous negative comments online. From my personal experiences and also the lack of response to letters published in the press, it is obvious that there is a general passivity running in the civil service and government organizations.

With elections looming, it would bode well for the government to heed the calls to take more responsibility and to have foresight in anticipating issues. Our civil service also needs to buck up in responding to complaints and handing out contracts. Let us not regress to the third world status that our pioneer ministers had worked so hard to achieve. The time to act is now.

    To avoid having accountability become an election issue the Defense Minister and/or Health Minister will “retire” before the likely GE this year. They have made their pile and will be able to live comfortably. The Defense Minister, a doctor, can also explain not running because he wants to return to the private sector and resume making big bucks.

    Complacency does not just vanish overnight Sundram Muthiah. Remember some hero said they are deaf to all criticism some years back?

    All these military deaths one after another in quick succession, what does that tell you already? It tells you that there is a heck care not my problem attitude rampant in Mindeath that’s what! No use saying sorry since the same shit has happened so often in so short a time, all it does is strengthen the negative perception of the SAF. Same goes for Singhealth too.

    So we will all see just how much support PAP gets this time round. If the elections are in August or September I’m sure something else will have happened before that. Perhaps another fumble by Singhealth, third time’s a charm you know? Or maybe yet another failed AGO audit?

All these incidents obviously exposed to all citizens the systematic rot & decay in our govt sector/ministries/agencies… Too much ‘YES’ people working in govt…with own interest to protect own status quo & comforty zone. Juzt continue to say YES, kiss boss asses, keep polish their shoes…. this govt thinks it can continue to steer SG ahead with its outdated past ‘success’ formulas…. well this govt is dead wrong!!
    Now their soft vulnerable undrbellies are critically exposed…. hack.. those top govt people are still collectin high income$$ (highest in the world)…

    The failures will continue and more will come.
    The reason is very simple, because incompetent people are put into jobs they have no experience in. Army generals are placed into civilian jobs not based on merit, as they have no relevant creditials or direct experience yet able to sidestep and get the top jobs. This is not meritocracy.
    No one will wish to be operated on by an inexperienced doctor, in this case much worse, a non-doctor. When career becomes limiting for capable ambitious souls, they leave for green pastures, common sense will dictate that no one would want to be the padding for incapable self entitled upstarts. What you see in these institutions is an over representations of unmotivated and unenthusiastic workers who just follow the rules.

    Incompetent leader will not be able to differentiate the wheat and the chaff, make sound judgements or decisions, propagating the problem downstream by employing incapable people down the line.
    As such, nature takes its course, those who talked good and sounded good got the trust and promotion, frustrated good people will leave, sycophancy and cronism flourishes. Just take a good look at classic case, SMRT. Few businesses in real world could wayang their way to boom, just look at NOL, Charted Semi and many other GLCs that were sold yet later able to be made good by their new owners.

    Budget chief : I am going to prepare a comprehensive agenda. Anyone has requests ?

    Defence chief : My army chiefs are still having accidents. People are calling for me to step down though I am thick skinned enough to tell them my army organization cannot be sued. Do you have a budget to continue feeding my whole family ?

    Transport chief : I need a higher budget for me to visit the hospital next time because I am stressed out trying to catch up with the train performance levels of other countries. I used up my $8 for heart bypass already.

    Housing chief : Many of the old housings are no longer sellable. The market for these housings is very quiet. I need budget to spruce up my image and the buildings before I spin another story for me to hold on to my appointment.

    Budget chief : Ok, I hear you guys but let me see how much more we have. We have huge sovereign fund losses and that means if everyone stops contributing CPF today, we will not be able to pay the citizens down to the last dollar if we don’t delay the drawdowns.
    I need to hire a team of glib spokesmen to fend off scrutinies while making the citizens’ money as illiquid as possible. I also need extra money to feed chiefs who have made blunders but not sacked by my boss.

    BRIGINSHAW LAW application seemingly thriving in public institutions is eroding public trusts, confidence and respects in them.

    Media sources reported that crematorium workers in Mandai got into hot soup for receiving Ang Pow voluntarily given by grieving families (for no gratuitous outcome expected, hope for either now or in the future.) It was given to all lowly-paid workers, cross-cultural out of shared pain, compassion, good-luck wishes and deep appreciation. To receive compassion, one needs to give compassion – you can’t receive anything with CLOSED PALMS.

    Politicians gave ang pow regularly but selectively. How many of this gift-giving is genuinely and entirely altruistic of those down and out or was these a vote lolly bait instead, I cannot fathom. How come the receivers and givers of these politically-tainted ang pow not prosecuted for corruption beats my sanity of comprehension of law?

    Briginshaw law says the legal outcome of law application does not matter on its merit of right or wrong of finding of fact and of law applicable which should have applied accordingly, but instead – the legal outcome depends on “WHO” is the applicant pursuing his/her claim in civil proceeding or “WHO” IS IN THE WITNESS BOX AS THE DEFENDANT in criminal proceedings.

    If you are not the right pedigree, you LOST.

    I have compelling apprehension that the public mind, rightly or wrongly, will think Briginshaw law rules in our public institutions i.e. it is ruled by law of the deciding power and authority, not the rule of law.

    IT IS ALL VERY SAD when we tout ourselves as ONE NATION ONE PEOPLE (or is this another page of FAKE NEWS?)- they should leave the crematorium workers alone because in funeral wake, ang pows are given sometimes to those in the funeral services. In the deepest moment of private pain, someone respectfully and diligently provided assistance to the departed even if lowly paid and they didn’t beg for it.

    I don’t think he will be stepping down. Even if he did, he will still hanging around with title like MM, just like one doing nothing ESM Goh. This is to ensure his wife will still be in Tasmasick.

    Stepping down or not will still be depending on the the result of this coming GE. If PAP can get 70% again, he will be staying as PM. Only when PAP get less than 55%, he will step down and pass the mess to the next PM.
