No conflict of Interest for Auditor-General to be Minister’s Wife

Speaking in Parliament on Thursday (28 Feb), Minister-in-Charge of the Civil Service Chan Chun Sing said there was no conflict of interest if the spouse of a minister were to be appointed as the Auditor General.

The Minister was responding to an earlier Parliamentary question filled by Worker’s Party MP Sylvia Lim at the Committee of Supply debate for the Prime Minister’s office.

The latter had asked the Prime Minister to “confirm that the current appointee is the spouse of a Senior Minister of State” without bringing up any names.

The current Auditor General Goh Soon Poh – who took over the role earlier this month – is the wife of Senior Minister of State for Defence Heng Chee How.

Miss Lim had argued that Parliament and the public is “all familiar with the annual audit reports of the AGO. They often contain embarrassing finding and may uncover misconduct. The AGO reports are a key measure by the government towards accountability and a prudent use of public funds”.

She thus asked “Did the Prime Minister consider how appointing the spouse of a Senior Minister of State will affect the public perception of the independence of the AGO?”

Minister Chan said that “the key considerations when identifying candidates include their ability to do the job well, their qualifications and experience, track record, integrity and sense of public service”.

He added that Goh had 30 years of public sector experience and had been the deputy secretary for two of the largest ministries – Education and Home Affairs – and would be “familiar with governance matters related to finance, procurement and human resources”.

In addition, the Auditor-General is appointed by the President on the advice of the Prime Minister and Chairman of the PSC. The President will also consult the Council of Presidential Advisers, which provides “an additional level of scrutiny and advice”.

Interestingly, this is not the only high-flying couple in Singapore. Regular contributor to alternative sites Augustine Low earlier noted:

- Josephine Teo’s huband Teo Eng Cheong is CEO of Surbana Jurong
- Tin Pei Ling’s spouse Ng How Yue is the Permanent Secretary for the Law Ministry and Second Permanent Secretary for the Health Ministry
- Grace Fu’s husband Ivan Lee is the CEO of BLC Solutions, a spin off company of the Agency for Science, Technology and Research

    The Attorney General was the Clown personal lawyer and friend as well. Just how did he get that job?

    This is becoming a nest of parasites feeding off the people each trying to protect the behinds of the other.

    So it is plain to see that people no longer believe in meritocracy because they know this is what goes on under that name.

    There is nothing that the PAP does and will do in the future will change–just
    more excuses and rationale.

    Time to VTO the whole lot—then we need to cleanse the place of all signs of the PAP and their parasites. This will take most of the time during the first term of office of the opposition parties. So there is common ground among all the opposition parties to re-focus Singapore for all Singaporeans. Only when this is step is completed can the actual work of development begins.

After stepping down from the Army without any private and commercial working experience, his mega-fast rising career is catapulted into politics and Coverment service. 1$t by sneaking in as a MP via the crap GRC system by becoming one of the MPs in Tanjung Pagar GRC under his uncle Lee Kayu! Next he hopped over to the PMO office as a Minister, followed by becoming the Indian Chief at NTUC. Over a short time, finally he is installed as the Minister at MTI and also the 2IC under future PeeM cum Seatwarmer Heng Sweet Cake! And here, he got the cheek to say that there is NO CONFLICT OF INTEREST in ALL those appointments mentioned by WP S Lim! Holee shits.

    MP Sylvia Lim was right. I for one is wondering whether the previous Auditor General had reached retirement age or not and his replacement was in response to the many years of rather embarrassing Reports.

    Having someone who was involved in the the various ministries found to have shortcomings to head the Auditor General Office does not seem a good thing to me.
    Not when that someone was of PS status.

    TOP PUBLIC SERVICE POSITIONS – under the regime of meritocracy claims – must be opened to foreign talent competition.

    Don’t seem to have any top CEO public position filled by foreigners (the best in the world-class material) till now. These are highly paid positions said to be even higher-paid then some of our Ministers!

    ARE THERE ANY EXCLUSIVE PRESERVE in our tax-funded institutions – other than Chip Goodyear – so quickly departed in controversial (SILENT) circumstances of even his exit package, if any?

    The AGC n now AGO r headed by the PAPplps who is a personal lawyer of LHL n wife of a Senior Minister but r ruled by PAP own set of laws to have no conflict of interests despite the relationship. Laws of the Land are legal which say otherwise. This is a blatant arrogance of PAP to defy the Judicial System to legalize the illegals. It is nothing but a clear belittling of the Chief Justice n the entire bench n judicial system not less than a crook to tell the legal enforce to FO. Even the Law Society who accept the compliant of the AGO on the illegality of LKY who engaged his daughter in laws to witness his will which is personal and not a public matter.     Difficult cases are where adjudication is really needed, and such cases are where arguments on both sides are finely balanced, and apparently reasonable case can be decided for both sides. Here are where the final, fair decision would call for non predisposed, intuitive sense of fair-play. As an experienced retired Perm Sec had admitted, “Even should a millions of dollars Minister decided to speak up against his boss PM, his wife would stop him (and succeed!)”. Might this be why in almost all cases of government suing opposition persons, reasoned judgements were given in favour of government? So, Minister Chan should think again, giving due weight to this human factor in considering the “clash of interest” issue.

    a) this call will be delayed until after the cancerous, heart attacked multimillion/billionaires are summoned to face the God of Hell n/or until the multimillions self gratification is wiped clean from the political arena n/or until the Constitution is reset criminalizing self gratifying sanction by Parliament and without the endorsement of the citizenry via National referendum n the legal implication of conflict of interest is reset. A final condition is important is that the Constitution amendment must be legalized only by the unanimous approval of the citizenry thru a National Referendum is important self guard of the Constitution from irresponsible, greedy n self gratifying power

    b) this will only happen when the state fund is completely emptied n needs refilling thru self glorifying, self gratifying process coupled by highly sophisticated negative investment skill with ulterior motives. However if the citizenry wises up n begin putting on their thinking caps n not being nose led by fakes n wayang to remain status quo as far as absolute control of the Parliament is concerned then they would demand for true justice the re installmlent should be dated back to the time when it was repealed.to ensure no one is legally exempted or as if this law has not been tempered in the same spirit as the conflict of interests being self gratifyingly vandalized to the advantage of the affected.

    The unanimous conclusion is this will never be reset as the stake is too high for the past but also for the present. As long as the conflict of interests r not legally reset to its original implication n LHL;LWL allegation of compliancy is addressed in the true sense of justice. The pivot is dead on the bench n the entire judicial system plus the internal security elements.

    If what you say is true, then I must really question if such important appointments are really made on the basis of merit and qualification or based on who you know or who your spouse is.

    In the past pioneer n merdeka generations eras, the civil service was careful not to allow conflict of interests in the office. eg if an officer married a colleague in the same office , one of them will have to be transferred out to avoid any potential conflict of interest . It was the golden rule of thumb that was practised by govt until that knuckleduster now dead leeder started to break this golden rule himself by appointing himself n DIL to the top posts in Sg soverign wealth funds GIC and TH so that they can run the SWFs like they belong to their ah kong or wat with having to be accountable n transparent.
    From then on more n more parachuting their own relatives and close friends to top posts in GLCs n govt bodies. When there are Nepotism and cronyismn conflict of interest is not a dirty word.

    this is bcos all parliamentary questions in sg parleement must be submitted beforehand. So the ministers would have seen the questions and get his underlings to prepare the answers for his approval before the date of parliament sitting.
    Q asked by pap mp are even more staged as often they were directed to ask the questions by their master so that they can give their motherhood answers

    Honourable Chief Justice, would you very generously enlightened whether the Ministers n Government are above Laws n they can define laws as they fancy like Conflict of Interest is dependent on success in the alleged career or simply like Chun sing said there is no conflict then there is no conflict because he said so.
    In Law classes, such blatant defiance n belittling of the Court n Bench constitute Contempt of the Judiciary n the verdict called for stiffer sentence for one who should set example of respect of judiciary rather than demeaning it!
    Homourable Chief Justice, Do have the kindness to enlighten Singaporeans who were demean but have no where to turn to seek justice except at the Polling Station but then the State Fund funded little carrot have intoxicated n blown away cos thhere is no one to stop the poisoned apple!
