Response of the Singapore government on comment regarding Vietnam’s invasion of Cambodia

In his Shangri La Dialogue Speech on 31st May, Prime Minister Lee Hsien Loong mentioned that Vietnam invaded Cambodia, thus posing a serious threat to its non-communist neighbors during what he termed the Indochina wars as part of the wider Cold War going on in the late 70s.

He brought it up again in his condolence letter and Facebook page post regarding the death of former Thai Premier General Prem Tinsulanonda when he talked of the then five countries of ASEAN coming together decisively to resolutely oppose Vietnam’s invasion of Cambodia.

He also noted:

This effective collective resistance prevented a military invasion and regime change from being legitimized, and protected the security of other Southeast Asian countries

The Cambodian response has been quick and clear. In the Khmer Times journalist Leap Chanthavy had the following to say when referring to PM Lee’s statements: –

What is striking is his view in denouncing the regime change that toppled the Khmer Rouge and denying the legitimacy of the new Cambodian government that saved lives of the remaining four million Cambodians with support from the Vietnamese forces.

This is nothing but being disrespectful to the Khmer Rouge victims and those who sacrificed their lives in deposing the genocidal regime of Khmer Rouge.

Yesterday, it was reported that Cambodia’s Defence Minister Tea Banh has reached out to our Defense Minister Mr Ng Eng Hen asking PM Lee to change his remarks.

He said “We cannot accept what he said. We have already clarified that Vietnamese volunteer troops came to liberate our people,” Gen Banh said. “We still consider that they came to save our people’s lives. It has been enormously meaningful for us.”

With Mr Lee’s letter as a screenshot posted on his Facebook on Friday, CPP lawmaker Hun Many said that people should not forget the atrocities and crimes committed by the Khmer Rouge.

Whether it was a realist geopolitical or national interest perspective of the moment, one should not overlook nor forget the atrocities and crimes against humanity, especially the genocide committed by the Khmer Rouge regime.

By the same token, the world should not forget how much Cambodians suffered then. Within the time span of 3 years 8 months and 20 days and because the world turned the blind eyes on us “Khmer” that close to 3 million innocent victims died at the hands of the Khmer Rouge,

So far, we have heard no response from PM Lee or the Ministry of Foreign Affairs on this.

Not only were these remarks by our PM insensitive and uncalled, it also highlights what, I consider was, a dark moment in our history where we sided with Pol Pot* regardless of the evil he was committing for our own regional political purposes.

Not only did we recognize and support Pol Pot’s regime diplomatically and with state visits for his key people during his reign of terror, we funded them and supported them in their attempt to resist local and Vietnamese liberation after he was finally overthrown. We tried to block humanitarian aid and the legitimization of the replacement government under Heng Samrin and to my knowledge have never yet denounced the atrocities that were committed during that time.

Others in the world have recognized their errors in any support they may have given Pol Pot during these times. While there are still some academics debates on the numbers of deaths nobody now denies the genocide that happened in Cambodia and many have gone on to publicly denounce it in one form or another, but we have said nothing.

I have been to one of the Genocide Museums and it is a horrifying experience.

Aside from the mass of human remains you see you are also up close with conditions that people were held and tortured under and surrounded by so many graphic descriptions of what happened. You can even meet one of the few who survived internment there and it is hard to internalize what they went through as their fellow inmates were screaming and dying and they could have been the next victim at any moment.

You also find out that the Vietnamese are seen as liberating heroes to many of the people who lived through those terrible times.

Now I can understand if it is difficult for the PM and his government to acknowledge any wrongdoing by their predecessors but you would have thought that they would have had the diplomatic sense to stay silent on the matter and not to drag this sorry episode up again for whatever misguided reason they felt justified in doing so.

In a way our position is akin to supporting Hitler and the Holocaust that he perpetrated and which nobody in the world could say is an acceptable position so how is it any less wrong because it was an Asian Holocaust?

I hope we can take the necessary steps to acknowledge the error, apologize to our ASEAN neighbor and make the revision in the published statements as soon as possible.

At the very least put this questionable past behind us and think twice before we make such insensitive statements in the future.

In times of change, we need to be viewed with a certain standing and have all the friends we can get and this diplomatic mess really does nothing to help that or instill confidence for how we will find our place in the changing geopolitical landscape ahead.

 * Saloth Sar (better known as Pol Pot; January 25, 1925 – April 15, 1998) was the leader of Cambodia between 1975 and 1979.He was the leader of a group called the Khmer Rouge, a group of peasant revolutionaries who turned Cambodia into a military dictatorship officially called Democratic Kampuchea. Between 1.7 and 2.2 million Cambodians were killed by his regime. Pol Pot was thrown out of power in January, 1979, when the Vietnamese Communists liberated Kampuchea.

    This rings very true. Realize you could be wrong and not know the whole truth should be humbling for PM Lee. Another serious presumption underlying the exchange of accurate information which must be addressed.

    The Vietnamese have gone past the the killing fields and moved on. The Vietnam War or as it called here the American War was an illegal war and an endless string of war crimes and crimes against humanity committed by the US. As I recall, the Viet Cong were not entirely free from atrocity and savagery. There were ample reason to be ‘against them Vietcong.’

    This fifth column of North Vietnam, and the North’s regulars were responsible for some significant portion of the civilian deaths in Vietnam. But trying to resist a totalitarian takeover of the south did not excuse US and S Vietnamese forces taking out their frustrations on unarmed villagers, who themselves might have been forced to shield the enemy troops at gunpoint, perhaps after having watched their leaders shot. So it is in a civil war. In hindsight getting involved in it was unwise, as even a Communist Vietnam posed no threat to the United States.

    Vietnam poses no threat to other nations either — there is Thailand, there is Malaysia, there is Laos, and now, there is Cambodia — yes the Viets toppled a genocidal regime, installed a government, then withdrew. Other officers led units that avoided such wholesale slaughter.

    The essence of the problem is that our Government long ago recognized it could get a lot more traction by playing to and exacerbating latent emotions of fear, paranoia, and especially on non-existential threats. They relegated their sacred duty of leading the nation out of a state of semi-consciousness and into an age of greater enlightenment, one in which a majority of Singaporeans, while they continue to live in our septic tank of political stagnation, at the very least agree on foundational facts.
    But, the fact is, the truth is out there for those who value it.

    Few years back i had an opportunity to visit Cambodia Phnom Penh Choeung Ek Genicidal Center. Having known before hand what i was expecting, i still felt the chill behind my spine when staring into emptiness at the photo on the faces of deaths and the stacked skulls. Many were so young, and yet …. it was so unspoken tragedy and bring tears if you need to describe.

    After which when i returned to SG, I read up more in detail about what had happened in its history and the downfall to realize in HORROR that we SG had a hand in the/our dark history in supporting the Khmer Rouge regime

    Today, everything is easy. Just go google (or google map) and heaps of graphical reality.

    I am totally speechless at this carelessness in digging out our dirty history. Lest to say Cambodia will forget.

    The Vietnam War was sparked by the refusal of ‘pro-democracy’ America to allow elections for a unified Vietnam mandated by the Geneva peace agreement – because the US knew the Vietnamese people would chose Ho Chi Minh, who wasn’t their choice.

    The 1956 elections that Diem cancelled and which the US agreed to. The elections were to be whether people in the south wanted to have an independent country (separate from “North” Vietnam) or unify with the north as one country under Ho Chi Minh. The reasons for the cancellation was that according to President Eisenhower’s memoirs, all intelligence available to the US government was that in a free and fair election, Ho Chi Minh and the plan to unify the country would have won over 80% of the vote. And that’s why the South Vietnamese government cancelled the election: they were a fraudulent government and this would be shown to the world.

    And while Burns and Novick made the point, in the first episode, that Ho Chi Minh would have won the election, they did not draw the essential implication: had the vote been held and gone the way expected, there would have been NO American invasion of Vietnam, with all of what that entailed. (And the nonsense that Ho was afraid of a free election is just that.)

    Had the US lived up to their stated ideals about democracy and freedom–ideals never stood up for by the US government in the post-World War II period (and which are STILL not being stood up for by either the Democrats or Republicans today)–the world and the US would be in so much better shape.

One recurrent theme throughout the series was the ‘our leaders’ continued to make decisions based on political consequences not what was necessarily right, wrong, prudent or good political strategy.

    This article brought out more about what was happening in North Vietnam than I was aware of. The commonalities – the instinct to resort to SUPPRESSION of opposing views – is universal. I can see parallels today in Singapore’s attitude not only to “dissenters” but to any personal criticism at all.

    The war proved that the world’s greatest bragging super power could not bombard a peasant people into submission. In that sense it was one of the most exhilarating events that ever happened in history.

    Our leaders should learnt from the lessons in history about real atrocities and benevolence. And reflect upon themselves.

    I think that PAP may well regret this years down the road. If and when Vietnam starts to open up and SIngapore misses out on the opportunity is when it’s payback time.

    But you are correct on the damage control bit as evidenced below.

    The fight against French control started in earnest after WW1 when efforts by Vietnam to oust colonial powers, form its own country, were ignored by the US, other Allies, in setting the treaty ending WW1. Thereafter a number of efforts were made by Vietnam to obtain US backing for the end of colonial control, all of which were rebuffed.

    It was only after the US and other Allied powers after WW2 insisted that the French be reinstalled as the colonial power that Vietnam turned to communist powers for support to become an independent country. The idea that the war was against communism ignores the complete history and simply ignores the fact that US own refusals created the division of Vietnam, lead to communism for North Vietnam and the eventual civil war.

    新加坡惨了,这么小,人这么少!不但如此,这么少的人之中的30%又时常说,有事情的时候,他们不会为新加坡战斗,他们会跑得快快远远的,有些甚至还说他们会拿起枪干子瞄凖那些准备为新加坡战斗的人哩!!

    真的要谢谢你阿mike的点醒,新加坡其实是危如裸卵的!虽然有国际法,有卵用?拳头大就是真理,就是理由!!

    但是又很奇怪leh,每当新加坡国防部说要增强国防力量的时候,那30%又会拼命的在那边kpkb的反对,说钱不应该花在国防上,没有用!真不知道那30%的目的是什么,脑袋瓜是不是被人催眠了,还是他们是有心人士藏在新加坡的镜子??

    就为杜二參个人的浅见,就如阿mike的提醒,因为国际法是个屁而已,新加坡不单要买最好的战机,F22,F35都要,而且是越多越好。最好是有核武。君不见那金三胖子有了核武,就连特朗普也不敢动他,愿意和他坐下来soft talk!葛大飞,萨达姆因为没有核武,都被人家送去见上帝了!

    Sanctimonious nonsense. Invasion of sovereign countries and interjection into civil wars supporting corrupt regimes is a USA specialty.

    The United States government concocted the war in Viet Nam, Lao and Cambodia. The set-up was the Gulf of Tonkin incident but strategically it was part of the attempt to surround China. Having lost the war before Saigon fell, the USA led by Nixon and Kissinger abandoned that strategy and made ‘peace’ with China. Result: millions of casualties, a wrecked environment in ‘Indochina’, maimed and psychotic American veterans who valiantly fought out of sense of patriotism, and a United States tortured criminal behavior of its President (Watergate). The decision to bomb and poison Cambodia only makes sense if one accepts that the invasion of Viet Nam was itself legal and sanctioned by the US legislative branch. Which it was not.

    There was a tacit bargain between the Cambodian government and the Vietnamese Communists: Cambodia would allow the Vietnamese to use Cambodian territory in their struggle for South Vietnam, and the Vietnamese would not try to make Cambodia a Communist country. If the United States attacked Vietnamese Communist base areas along the border between Cambodia and South Vietnam, this would force the Vietnamese to spread their forces more widely, deeper into Cambodia, and thus make it more difficult for them to avoid involvement in Cambodian politics.

    The bargain came under increasing strain in 1969, and completely broke down early in 1970. Soon after the bargain collapsed, Nixon launched his famous incursion into Cambodia. This timing strengthens my suspicion that a desire not to disrupt the bargain may to some extent have been a restraint on US policy in earlier years.

    A result that can entirely be blamed on the good old USA, which, of course, unlike other countries (except Singapore), has never, ever done anything wrong. Ever.

    Small fries exist b’cos bigger fries allow them to. Neutral countries don’t join sides, b’cos they believe they are a poison shrimp – more trouble eating then leaving them alone.

    But if you keep threatening small fries because it’s small, or convince a neutral country they can be taken over by force.

    You will end up having the small fries choosing to integrate into the bigger fries, neutral countries will start forming ally.

    YOU DO NOT WANT THAT.
