Update to ‘Uncaring Doctor In Hougang Polyclinic’

The reader ‘Armadillo’ who submitted Uncaring Doctor In Hougang Polyclinic to TR Emeritus on 19th August has informed us that Hougang Polyclinic has on 20th August contacted him and made the necessary arrangement for him to collect his medication.

We reproduce his update in full below:

The head of Hougang PolyClinic, Dr Kong called me today 20 August as he is extremely concerned that I am deprived of the needed medication.

As the body is acting weirdly, I dropped down at 4.00 pm today to see him.

Dr Kong explained;

1.0 For Normal blood test there is a capped but for thyroid it may not be included in the cap. we arrived at doing the blood test 3 months later and for reduced costing, I limited to thyroid test only this time around. I agreed on annual blood test if no other anomalies developed.

2.0 Dr Kong said he will not charge me the consultation fee for today. Happily as I go only to discover that the previous doctor had charged me for a service un-rendered. I paid and collected my medication.

I want to thank Dr Kong for taking action to see me [without queue] today and issued me the needed medication.

But especially I want to thank TR EMERITUS for helping me post this up. I believe it expedited the process of receiving attention and help.

I will continue to pursue this matter to better improve the society that we all live in. I encourage all others to use the TR EMERITUS platform to speak up. It’s like a megaphone and loudspeaker. [But I believe they filtered case by case].

Guy has been subject to six monthly blood tests and he then was not willing to go for one, after six months. In the end he’s prepared to go for one in three months time. Why not when the doctor asked him to go for test before prescribing medicine. he can’t be that poor. He also seems to have a lot of medicine in reserve. And as he’s not feeling well despite taking the medication, he doesn’t want to take test to make sure medicine works.

    Not strange, many people just don’t understand and jump to blame the poor chap. But one day will be your turn to understand.

    Clearly, the blood test in next 3 months add up to a year [9 + 3]. That’s means annually. Since Specialist had said the chap sickness has been stabilized.

    Firstly you need to understand the difference between young training doctor and specialist doctor. Some are young and Bo Chap and don’t care, don’t even bother to explain what blood test he wanted and act like a machine follow the book from past severe data. Anything different from the book, his brain will be jammed.

    Secondly, some patients perception is – Poly is Pharmacy for taking medicine and when something is wrong / not right with them, they are straight back to the specialist for close care, not stayed with young doctor in Poly Clinic calling for unnecessary blood tests wasting their money [blood test can be expensive depending what is analysed]

    Thirdly you need to understand the difference of perception of sickness by young KIA SI Bo Chap Doctor and those of the experienced or specialist experts. Some think that the thyroid is a hormone and the hormone serves all parts of the vital organs [from the book]. Kia Si doctor wants all vital organs markers to be blood tested, liver, kidney, cholesterols etc…. based on the patient severe past records [probably this also helps them to learn] at patient expense?. Experts only monitor minimum essential marker and send him back to specialist when needed. That’s why you can see, 1 of them release the medicine and the other one dare not release to safeguard himself even sacrificing the patient health.

    The patient is right to choose what best fit for him. I think he had identified the Bo Chaps and is determined “don’t waste my money”.

    Now you understand the problem.

    That’s why, one day you will agree. PolyClinic is for General sickness, for young doctor, training ground. PolyClinic is Pharmacy. Don’t blame some of us for thinking like that.

    No doubt there are cases like the one you highlighted but these are most probably extreme cases where they have no medical insurance (RMB 200 a year), which covers almost everything once the patient is warded.

    Assuming if the hospitalization and operation costs 100k, with medical insurance (available to all PRC citizen and some foreigners), the patient would only need to fork out about 40% to 60% (depending on the hospital).

    Even if the patient is unable to fork out the minimum 40k, there are many local self-help groups and social assistance groups one can turn to. The patient can even turn to the government for help.

    There are tons of cases where the patient receives donation within hours of an appeal appearing online (normally done by newspaper agencies or social groups) with amounts in excess of the medical fees needed.

    Once a deserving case has been highlighted, the hospitals would normally waive a lot of fees and specialist doctors would be arranged to tender to the patient FOC.

    So China is not really that bad compared to Sinkapore.

    In my case for example, I have their local medical insurance (医保) which covers 60% of hospitalization and then I bought a 3rd party Accident and Medical insurance plan which covers everything up to 6 million RMB (medical costs must be above RMB 10k) at RMB 2000 a year. Basically, it means that if I am warded (for any of the 100s listed illness or due to an accident) and requires an operation costing 100k, I only need to fork out less than RMB 1000 for the hospital entrance fee and both insurance will take care of the rest.

    For RMB 2200 a year, its really a steal compared to the latest SGD 600+ BS from CPF Board with very limited coverage, would you agree?

    If u tell me HK cheap , i totally accepted. My HK good friend concurred but at the same time he ( currently working in sg ) ; also feedback the HK quality and service screw up one. And that was 10 years ago ( nothing to do with current protest ).

    Tech: Actually, the report is not entirely true in today’s context. Since Chairman Xi, there have been massive and speedy reforms especially catering to the poor. Of all, medical care is now very affordable to common folks with the state medical insurance covering almost all the essential medical needs and soon-to-be dental services as well. Does Medishit from CPF covers dental?

    With regard to ‘licensed’ undergrads, there used to be a time when such licenses can be bought (as long as you know somebody), but no longer possible under Xi. In fact, their medical council have been clamping down on unqualified doctors and many have been charged or have had their license removed.

    My understanding is that the current policy is under graduate CANNOT practise medicine.

    Unlicensed doctors (undergrad) are not allowed to practise medicine in China, so most of them ply their trade in rural areas, tending to farmers and their families. Licensed ones (at least a medical graduate) are mostly employed in city hospitals.

    Those in the city always go to the polyclinics and hospitals where the doctors are monitored and qualified. There are, but I have so far not seen any private clinics operating in the city in a few province I have visited.
