CPF Board Writes to SDP to Seek Contacts of Retirees; SDP Responds: We Hopes This is Not Just a PR Because of Impending GE

The CPF Board wrote to the SDP asking for the contact details of the two individuals whom Dr Chee Soon Juan cited in his FB post on 13 October 2019 regarding their inability to get back their CPF savings.

Below is Dr Chee’s reply. Following this is the initial correspondence between the CPF Board and SDP.

Dear Mr Ee,

I refer to your email dated 24 October 2019 which followed the unsigned email of 22 October 2019.

You want to know the contact details of the two persons I cited in my Facebook post on 13 October 2019 who had told me about their inability to withdraw their CPF savings despite the circumstances in which they find themselves.

You seem to have missed the point. They came to the SDP precisely because they had approached CPF to return them their savings but were turned away.

It, therefore, strains credulity that you now want to contact them to “look into the matter”.

Nevertheless, I hope that this is a genuine effort on your part to assist these Singaporeans with their difficulties rather than conduct a public-relations exercise to assuage the people’s anger over the retention of their CPF savings because of the looming general elections.

I also hope that it is not lost on you that it is immoral to withhold retirees’ savings which they worked a lifetime to accumulate and on which they now depend for their survival.

It is wholly unnecessary for me to say this but it serves as a reminder: a worker’s CPF savings comes from his/her hard-earned wages and, as such, belongsto him/her and him/her alone. Going back on your original undertaking to return our savings at 55 is an egregious and unacceptable breach of trust.

I cite former deputy prime minister (the late) Dr Toh Chin Chye who said in Parliament:

Mr Speaker, I think fundamental principles are being breached. The fundamental principle is this. The CPF is really a fixed deposit or a loan to Government, which can be redeemed at a fixed date when the contributor is 55 years old. If I were to put this sum of money in a commercial bank and, on the due date I go to the bank to withdraw the money, the manager says, ‘I am sorry, Dr Toh, you will have to come next year’, there will be a run on the bank! It is as simple as this, that the CPF has lost its credibility, the management of it. To be sure, the persons whom I highlighted in my FB post are only two among the hundreds of thousands of Singaporeans who want their savings returned. They are neither asking for sympathy nor seeking handouts; they just want back what rightfully belongs to them.

If you are genuinely interested in looking into this matter, then may I suggest that you meet with these two individuals as well as all others who are seeking to have their CPF savings returned.

My colleagues and I in the SDP stand ready to contact these persons and facilitate such a meeting should you agree to one. As this matter is of intense public interest, please be informed that our correspondence will be made public.

Dear Dr Chee

It has been brought to our attention that you have made a Facebook post on 13 October, in which you alleged that (a) one CPF member had $247k in his CPF but was unable to withdraw his CPF for retirement, and (b) another CPF member was ill and unable to work but was unsuccessful in withdrawing his CPF.

Every year, we address close to two million requests and queries either in person or through the phone, e-mail and written correspondence. The fastest way for members to reach us for assistance is to visit our five service centres conveniently located across the island, phone our call centre or write in to us.

If you wish to help the two CPF members you cited, please let us know their contact details so that we may look into the matter. We look forward to receiving the details soon.

    Of course this is a wayang, CPF does not like to be embarrassed when the problem of people not being able to use their CPF is highlighted on social media. This is just damange control. There are still thousands out there who would like to use their CPF but the ridiculous Minimum Sum ensures that this will not happen.

    The CPF people have not been doing their fudiciary duties for our CPF money. All important financial decisions are made by the PM or other ministers, who, please note, are not part of the CPF Board.

    Examples:
    Where to invest (big zero decision by CPF Board).
    How much return to get (big zero decision by CPF Board).
    When to return money back to members (big zero decision by CPF Board).

    The CPF Board has a lot to answer to Singaporeans.

    If a bank were to say “sorry, you will have to come next year”, there’ll be a run on the bank.

    But when our CPF refused to give back our money at the age as promised, nothing happens!

    Bold and powerful CPF did not even say “come back next year”. CPF simply says we can’t take out our money at 55 now! Not even next year, not even the year after next, not even the year after next next!

    Wow! And singaporeans are still letting them keep our money without protests! Not even voting out the G which refused to return our own money as initially promised! Not even thinking of voting for oppositions to fight for us! Only quietly kpkb amongst each other. Hmm….. where else on earth to find dumb and timid people like singaporeans?

    EVERYTHIING ON MATTERS OF MONEY in LEE-jiapore, IT SEEMS TO ME, has GONE FARKING CRAZY of law application. CPFB takes our life-time savings and refused to return as and when the “fixed deposit” falls due. It even decides on what rate of return to pay us, as if it is A LICENSED BANK.

    Where is its banking licence, may I ask?

    Where is the fiduciary obligation to pay us the real market rate of achieved return if the money is just invested on behalf instead of pretending itself to be our unlicenced “banker”?

    Banks have changed their leopard skin too. Depositors no longer enjoy the safety security of safe money return. They smilingly fed unsuspecting consumers with debit card which allowed for fraudulent transactions by thieves or dishonest merchants directly from our savings deposit account without even a PIN number protection. While all these is easy happening, is the banker aware or indifferent to the plight of its customers?

    OR HAVE SOME BANKS ALSO BIN THEIR FIDUCIARY OBLIGATIONS, utterly disregarding their banking licence.

    How different is CPFB and some banks from AH LONG?

    last week, out of the blue, came across pap mouthpiece on CPF. the Cb said she happily topped up her RA to S$240k+ for better retirement money after 65.

    so stupid. she might be fine physically today at 55. but one never knows what happens at 64.9 or even can live past 60. she might have forgotten that the interests earned in RA go into the pool, not to her estate.

    if she had just put in the min S$80k, and put into the bank the remaining S$160k+, interests earned from the S$160k+ small as they are belong to her estate. A bird in hand is worth two in the bush but unfortunately her sheep brain can’t compute or refuses to compute.

    she can live past 64.9? very hard to say.

    we have national sportsman very fit suddenly brain bleed and died before 60. VERY FIT. but can’t live past 60. so for the Cb from states times to think she can live past 64.9 to start collecting even a cent from her RA might be a far fetched dream.

    20 yrs ago my father had 2 strokes and heart bypass surgery..
    after recovering altho still frail he went to cpf board with the help of his friend to req for his cpf monies back in full as he had some plans b4 he died, he thought.
    my father a very independent and hardworking man, refused to accept any money from his children..
    guess what? after going back n forth the cpf office , his request was denied.
    even tho his flat was all paid up and had family to care for him ..he wouldnt have been a burden to the state.
    instead cpf just kept releasing his payout of $300 per month..
    which made my father really angry n became sicker till death 7yrs later.
    he didnt even get to hold his hardearned money in his hands..that was all he wanted..

This meeting will be very beneficial to thousands of senior citizens waiting to withdraw their OWN money. You should give senior citizens a choice either to withdraw or retain accordingly to their wishes. We hope you have a heart for the thousands of senior citizens.

    But ultimately it is the voters to decide if they want their lifes to continue to be controlled by Ah Loong and Ho Jinx at the next GE.

    It is very clearly written in law (The CPF Act) that CPF Board is the TRUSTEE, not bank or banker.

    This makes a very clear difference.

    But like you say, CPF Board pretends to be a bank, and compares the returns with bank deposits!

    Please, with the balance of $400 billion in the CPF money, CPF Board can buy many many DBS banks, OCBC bank, Citibank, America Bank and so on. So CPF Board must return profits better than DBS Bank profits, not bank deposit rates.

    The correct comparison is with other BIG investment funds or pension funds, such as the Norway Pension Fund, which returns 8% or more long term annually. Or compare with TemasekH which claims 10% long term returns.

    We have been heavily cheated or short-changed.

    don’t think cpfb will agree to the meeting arranged by SDP and interview the appellants with CSJ or his reps present .
    What they might do is to arrange for the appellants to come to their HQ office and then ushered them into interview room and refused sdp rep from entering the room with them using the excuse SDp is 3rd party or not their MPs or whatever.
    So SDP ask appellant in advance if they would give you permission to be in the meeting .

    It is a matter of wanting to do RIGHT or not.

    When a person dies, the death is registered.

    Any CPF worker tasked with the duty shall know who has died and who has not. To say don’t know who is who is as good as trying to keep someone’s else money for long long.

    If there is no nomination, straight away can issue per court order to the surviving ones, no need to keep until S$200m still BS about unclaimed money. Why keep someone’s else money until died still cannot use?
