Active Mobility Enforcement Officer seen taking down errant PMD rider using “Kungfu kick”

In a video that has been widely circulated via Whatsapp, an Active Mobility Enforcement Officer was captured on video taking down an errant PMD rider using a “Kungfu kick”.

In the short video, purportedly taken at Bedok Reservoir Road on Tuesday (10 Dec), a PMD rider could be seen approaching the junction at high speeds and the officer had dashed across the junction.

As the PMD rider appeared to continue at high speeds and allegedly tried to evade arrest, the officer then decided to use a “Kungfu kick” on the PMD rider, who then crashed and fell onto the pavement.

According to subsequent eyewitness accounts, the rider was subsequently taken to hospital by an ambulance.

Social media responses were mixed, with some criticising the actions of the rider while others felt that the enforcement officer should not have behaved in such a manner.

One netizen applauded the officer for his actions, as the PMD rider was clearly “trying to run away”. In such circumstances, the netizen felt that the PMD rider “will not bother about his surroundings which might end up knocking down someone else” given the speed at which he was traveling.

Another commentator said: “Falling off a PMD at that speed with no helmet could have resulted in a fatality… We all know we have a problem with the PMD riders, but this is not the way”.

A third said that he was “very disappointed to see our first world country police officer using very unprofessional [means]. If this type of encouragement… some police officer may start to abuse of right of enforcement given to them”.

    As to critics mentioned, what is the “way” to stop the mayhem the PMD riding at high speed would cause?

    The PMD rider deserves any harm befalling him for riding at such high speed without helmets.

    Everybody is responsible for their mental and physical health.

    If this pmd rider not interested in wearing helmet and speeding irresponsibly. Ending up in a incident ( not because of the kick ) where he die or injured, his ass luck. The law has been anounce, posters flyers at hdb void or near lift have been put up to educate and tv commercials shown as well. Want to blame who.

    As for officer’s kick though doing his job but a bad example. I agreed it wrong to handle this way whether its due to frustration nor perhaps he’s a fan of bruce lee or donnie yen. Later repeat show on tv , bruce lee movie. After so many years, still enjoy to see his fighting scene.

    no wear helmet is dangerous lar ? so no helmet and riding at high speed, then someone can actively cause harm (not accidental hor ?) to alleged culprit lar since he deserves it hor ? so does it mean to say enforcement officers can cause harm to potential culprits before he causes speculated harm to others (which may or may not happen at all) ? wow pian, you think this is about apprehending hardcore criminals – e.g ‘murder suspects’ or ‘armed robbers’ huh ?

    and since there is already a precedence that the incident has caused someone to be hospitalized (or to hospital) ?, will the enforcement officers get into trouble (being liable) for doing similar kicking in the future as there is now a reasonable cause not to do so & to foresee the consequences (serious injuries) given such precedence ?

    The Officer, his first action was to kick rather than to actually ask or signal the rider to stop as can be visually seen in the video. This cannot be acceptable.

    The second Officer seen in the further distance away could react if the rider failed to stop upon being warned by the first. At least it would give the rider sufficient time to react and stop.

    The rider should sue and make a report to the Police for the abuse, regardless.

    PAPi should automatically take action on the Officer.

    Are you trying to kill the PMD rider ? Will you be responsible if he get killed ?

    He did not commit s very serious crime such as murder, armed robbery or rape.

    He may be a young boy who is mischievous and trying to escape.

    Then why don’t use the same Kung Fu kick to arrest people who litter or molest ?
    Why don’t have a road block where he cannot escape ?

    1. Many are made without job due to these irresponsible actions
    2. PMDs are NOT suppose to be on the road. If an accident happens
    who pays for injury, inconvenience and damage to property ?
    3. This Rider is obviously going WAY beyond legal speed which poses
    dangers to innocent public if he lost control and crash into
    publics.
    4. It is clear that he is trying to beat a RED Light.
    What if a student, old folk and pram pushing parent crossing ?
    5. No denying he is trying to evade the law.
    One cannot be that stupid to do that in Singapore ?

    Thus, its a classic example of placing an excellent tool/equipment on someone’s hands without proper prior Education, Proper Enforcement and Sensible Policies.

    Ah sibei cheeky here, got say like no say.

    After some certain period of investigation by LTA, SPF and Certis, then the PMD rider will be charged for multiple offences and LTA would likely say it was within the rule of engagement because the PMD rider had attempted to avoid stopping and therefore minimal force had to be used.

    Anyone want to bet otherwise?

    Unlike a roadblock where police can give chase in car or motor-bike; this case is PMD can escape very fast and into narrow alley ways where pedestrians, children usually walks.     Lets be fair to this Officer. Nothwithstanding what the guidelines are, this officer put his life at risks trying to stop this pmd offender in order to make our roads safe for everyone. It makes sense to note the despription if the offender is out of reach but this pmd offender is so close and speeding dangerously towards the direction of the Officer, it does not makes sense not to stop him and let him make a fool of the Officer’s presence. If this pmd offender got away and the video goes viral, every pmd offender will want to do the same. This should be a warning to other would be pmd offenders who want to challenge traffic rules and enforcement officers. No injuries would have happened to the pmd offender had been law abiding.

    I suggest people should not comment blindly without getting the FACTS.

    The video recording shows the PMD guy riding his e-scooter at the extreme right lane at high speed, even though the traffic light was red ahead.

    When he saw the LTA officer running across the road to intercept him, he turned his e-scooter to the left most lane and it was at the stop line that he was kicked and almost immediately fell off his e-scooter.

    The PMD guy knew that the LTA was apprehending him but tried to escape by increasing his speed and running against the red light.

    It is the irresponsibility and recklessness and law breaking behaviour of such PMD riders which cause public ire and call to ban such PMD which affects those genuinely in need to earn a living and parents who send their children to school.

    Shame on those who thumb me down earlier.

    While I do not disagree with your take on the PMD rider avoiding arrest and his irresponsible behaviour, my issue is with the way the officer stopped the PMD rider who even if guilty, will be a minor offence. The officer’s use of force is IMHO excessive and unwarranted, and could have resulted in serious injury to the PMD rider. What if he had fallen onto the center of the road and a car couldn’t stop in time?

    It is indeed sad that gone are the days where law enforcement officers are well trained and not hastily recruited from some streets in Johor (so that Temasick can profit from lucrative government projects loaning these poorly trained so-called law enforcer to government agencies?). I hate to imagine what if that Certis/Cisco officer had been armed with a revolver.

    LTA can argue it was within “the established rules of engagement” had that happened and this then can excuse a precious life lost for a petty offence?

    I am never an advocate of violence regardless of who is dishing it out. It should only be considered as a very last resort when no other measures are applicable or available.

    LTA has given PMD riders up to end of December 2019 to get a warning if they are caught riding a PMD illegally. So why want to kick and injure or kill the rider now ? It is not mueder, or armed robbery or some terrorism act.

    This goes back to the problem of more than 2/3 of pariahment relinquishing responsiblities on rules and law making, giving away this power to the administrators and enforcers of those rules and laws. (In this case, LTA in experimenting rules and Cisco APO in their own engagement rules)

    And in term, the memer of pariahment only become the chief in-charge of administrating respective cleaning services in their own cosy holes.

    This is a fundamental root problem of this nation. And the root of these root problems is a whole bunch of idiots at the balloting box who falls into the trap of “one strong party is needed for a tiny country”. Period.

    Which ‘almost’ means, the officer broke the law?, broke the standard protocol? and is suspended from duty and under investigation. This makes your comment entirely silly, by itself a rash brainless comment, endangering others.

    You are attempting to predict the future and put a judgement to a course yet to happen.

    While i really dislike those “lawless” speeding PMDs and in this case seems trying to get away with it. This fly kick at a high speeding offender was unnecessarily and potentially creating bigger risks.

    Since we have so many cameras on the road, why not spend huge amount of money to go through those camera and track his whereabouts to arrest him at home?

    The Cisco ATO should be taken to task. Cisco must be fined. LTA must be reprimanded.

    MPs can continue to sleep.

    Agreed. At that split second of time, if the enforcement does not do anything then more likelihood the rider will have the chance to escape. At least he does not use throw stones or gunshot at him.
