Insttitutionalised care under the Destitute Persons Act

The suggestion in Parliament yesterday by my learned friend MP Murali Pillai to amend the Destitute Person’s Act to remove the “residency requirement” to allow for “institutionalised care” as that will provide “a better opportunity to resolve the underlying issues” is noble in intent but is in my humble opinion entirely misconceived as unnecessary to achieve the objective intended.

First of all let me just say that I have had several intractable issues with the Destitute Person’s Act but that’s for another day.

However the residency threshold is a tender little mercy built into the Act which I certainly have no quarrel with and that safeguard against “INSTITUTIONALISED CARE” should not be removed.

This means that if the destitute person has a known home or residence somewhere you cannot take him away and lock him up somewhere to provide “institutionalised care”.

May I most politely suggest that the authorities certainly don’t need to incarcerate a vagrant rough sleeper to avail themselves of “a better opportunity to resolve the underlying issues”.

Please lah. There is no need to amend the Act to take away this safeguard. That’s draconian.

All you need is to take down the particulars of such a person and care enough to establish a welfare team to investigate and resolve those “underlying issues”.

It seems to me that the Government appears more worried about the embarrassment of a rich country like Singapore being littered with rough sleepers all over the shop then they really care about the welfare of the poor and destitute.

“What will the visitors to Singapore say⁉️”, seems to be the preoccupation. Let’s round up these stray rough sleepers and “institutionalise” them immediately is the mantra.

“Underlying issues” ? Like they really care. Sudah lah. That’s all political wayang. If you really care then get down to it and just help the fella.

    Maybe SHOULD OPEN ISTANA AFTER ‘OFFICIAL HOURS’ TO ALLOW DESTITUTES TO STAY O/N WITH BLANKETS AND COFFEE SUPPLIED BY THE PEOPLE’S PRESIDENT HERSELF?

    AFTERALL,ISTANA IS NOT OCCUPIED BY THOSE WHO ARE SUPPOSED TO STAY THERE?

    I think this MP will be replaced after so many “incidents” in BB town.
    Moreover, SDP has gained more popularity in BB recently.

    With Dr Chee taking solid positive and caring steps for the welfare of BB residents, I guess the current 4G Leadership might replace him in the coming GE.

    Of course, he may decide to voluntarily hang his gloves due to his full time job as a Lawyer, which is keeping him away from his MP role as a part time MP. This is my guess only.

    PAP’s intention in putting Murali, an Indian, in Bukit Batok during the by-election was for him to fail, as a guinea pig. It was to prove that Singaporeans were racist, voting based on race.

    Unfortunately for PAP, Murali was elected. Failing on that, the constitution had to change to reserve the presidency for a Malay, to stop Dr.Tan C B from the presidency. Otherwise, it was not necessary to change the constitution. Just give the excuse that Singapore need a minority race, without any specific minority race, to be the head of state.

    Murali, being an MP, was due to the fact that Bukit Batok has many voters of foreign original. These new citizens are not interested on what would happen to Singapore.
