No Blank Cheque?

The PAP has said that the NCMP scheme will ensure that they don’t have the blank cheque that Jamus Lim talked about. Hmmm…let’s consider the facts and have some fun with maths in doing it.

There are now a maximum of 12 NCMPs under the NCMP scheme. There will be 93 fully elected seats in the next Parliament.

So in the event of an Opposition wipe-out (which nearly happened in 2001 and again in 2015 and could well happen in 2020), there will be 93 PAP seats and, at most, 12 Opposition NCMP seats. That means the PAP would have 88.6% of voting, elected Parliamentary seats,…a lucky number! Let’s round it down to 88%, as that’s such a lucky number.

So with 88% of seats (excluding the 9 NMPs), the PAP would not have a blank cheque? Really?

If ALL the NMPs vote against the government on Bills where NMPs can vote (and a scenario where ALL NMPs vote against the government is incredibly unlikely), in the event of an Opposition wipe-out, and assuming there are 12 NCMPs, the PAP would still have 81.6% of the votes on Bills.

[By the way, please do your own calculations and share in the Comments section below if, in your opinion, my maths is incorrect.]

What can the government not do with 88.6% or even 81.6% of seats?

The answer: it can do virtually anything.

One particularly interesting thing they CAN do with well over 80% of seats is unilaterally change the Constitution – the rules of the electoral game and the framework that determines how governments are formed.

They can make a change to the Constitution with over 80% of seats. They don’t need to call a referendum. They can just do it. Just like that.

That’s what they did in 2016 with the Constitution Amendment Bill, which the Workers’ Party voted against. They can do it again after this GE. And again. And again. And again. For as long as voters give the PAP an overwhelming, crushing, hyper-dominant majority of fully elected seats in Parliament.

I can understand why the PAP might want an Opposition wipe-out. It gives them enormous power to have well over 80% of voting seats in Parliament. I wouldn’t agree that it’s good for Singapore. It’s not. But I can understand why they would want that.

Ultimately you, the voters, decide.

Should you give this enormous power to the PAP….or, indeed, to any one Party in Singapore?

Or should you make your vote count?

    What the PAP doesn’t want should be given to them in spades. After all they have given us so much pain and suffering over the decades with overpriced BTOs and a high cost of living so why not make them suffer for all we have suffered, right?

    Don’t bother wasting your time with the NCMP scheme lah. If it’s as good as the PAP touts it then why don’t we get PAP to fill those 12 seats and the rest of the 93 seats be filled by the various opposition parties instead? It’s good what! PAP say one mah!

    So come on, this is our only chance to send PAP a clear signal that their ministers are good for nothing. They won’t be sacked for losing 1.5 million patient records or failing yearly AGO audits or even overcrowding in dorms so the only option left is to vote them all out.

    The PAP knows their much vaunted 4G aren’t as good as they have been made out to be. They still have the thinking that a minister is some big shot so will be difficult to vote out. Seems like they have forgoteen 2011 when 2 monkeys were kicked out AT ONE GO.

    It will be interesting should a couple of GRCs change hands. We say goodbye to a few pieces of deadwood masquerading as ministers and we get in more opposition MPs in parliament at the same time. Let’s do it fellow Singaporeans!

    Today our stakes are high because all 93 seats are being contested. If PAP is to be voted out overnight, the consequences will be enormous. The investments will stop coming in or get pulled out.
    Once there is panic in our system, just imagine what the consequences will be.
    Singaporeans must realise that a good political system needs years to build and skills to make the country work. The same cannot be depicted elsewhere, otherwise a poor country can just copy the system of a better managed country to work for their own.
    Likewise, you might Be doing well academically, but you may not necessarily be able to make a country work. Or else the poor countries in the world can engage all the PhDs in Economy to solve their economic problems.
    For Singapore, our only economic pillar cannot be broken. It will spell disaster for us.

    It is a very long time since Punggol North develop and the bus terminal at Punggol North beside waterway point still has no direct bus directly to Woodlands, why? Everytime to go Woodlands from Punggol North bus terminal, one has take bus to Sengkang terminal and from there take bus 965 to Woodlands wasting all Punggol North people time. Shouldn’t bus 965 from sengkang terminal cross over to Punggol North bus terminal before travelling to Woodlands to ferry the Punggol North massive populations too? What is Punggol Pasir Ris MP doing all these years without solving much needed problems?

    WP has been around since 1957.
    If WP truly believes in not giving the PAP a blank cheque, why after so many years, WP is still not able to take replace PAP.
    Why do WP still want to contest less than 2/3 of the seats?

    Elections is about winning and form the next govt. I don’t see WP aiming this direction. Why?

    WP has only a few seats in parliament, have WP ever push through any policy in the house? I rest my case.

    I am disappointed with SG Elections, always the same formula. Vote for the opposition, vote for WP, yadi yadi da…. That is why PAP has a blank cheque in every election and will continue to have a blank cheque in GE2020.. Unless WP or any alternative party are brave and contest all seats with aim to form the govt be it 3 or 4 corner fights. Nothing is going to change.

    Regardless of what I say, I will still vote for the workers’ party.

PAP is using it to distract voters especially those at Bukit Batok SMC and to smear Dr Chee Soon Juan running at this SMC against PAP MP Murali Pillai. The FACT that Murali’s son is in jail is not a distraction. It is relevant and very important. Why? If Murali cannot look after his own family (and keep them out of trouble) how can he look after Bukit Batok residents?

    Bukit Batok voters should “help” their MP Murali by voting for Dr Chee so Murali loses and will have more time to spend with his family to solve their problems.

    On the issue of jobs, just remember that PAP brought in a large number of foreign workers. They took jobs away from Singaporeans and depressed local wages. PAP gave the jobs of thousands of Singaporeans to foreigners. Make PAP pay for this betrayal by throwing it out of Parliament.

    Response : Basically you are right that WP is half hearted at pushing through policy in the Parliament. Those WP in Parliament do not want to rock their own boat. Government pay them well at $16000 MP pay and Selvia Lim and How Weng Fan can run the town council till think $33 millions improper payment without needing to go to jail. Yet can continue to receive $16000 MP pay every month. And Punggol East can has think about $22 millions missing fund in which Teo Chee Hean stated that Pasir Punggol Town Council has passed to WP in Cash and those $22 millions are unaccountable for. And the whole law run by beast Kasisviswanathan Shanmugam do not even need to question both WP Lee Li Lian and Teo Chee Hean who the $22 million in Cash is passed on to. In this modern world, where all business huge sum is either transfer by bank or by cheque, who will still use huge cash to pass over the other party? Kasisviswanathan Shanmugam no need to investigate and answer out meh? And beast Teo Ser Luck, ex mayor of Punggol North, an accountant, don’t even need to check where are the missing funds gone to.Eventually everything try to justified out as no missing funds in the first place.     When you guys criticising our government, first ask yourself what you have do for Singaporeans?

    We get our HDB house from PAP, not opposition party.
    We get our jobs and salary because of PAP, not opposition party.
    We travel bus, taxi and mrt provide by PAP, not by opposition party.
    Our kids study in schools build by PAP, not by opposition party.

    From independent to now, what has opposition party give Singaporeans? Nothing! Just only talk!

    I don’t know why people can’t enjoy peaceful and happy life already exist so long, every few years must come out give troubles to government. PAP is already Singapore representative government elect by Singaporeans in lawfully election, why the opposition parties can’t just accepting the fact? Every few years they must come out and disturbing the peace we enjoy and trying overthrow PAP which is Singapore authorized, legal, representative, respective government! Is wasting taxpayers money and make citizens life hard to queue everywhere vote again, again and again!     It does not mean that OPPOs cannot do what PAP does, nor does it mean that only PAP can do it. How you know they cannot do what PAP does? What makes you so certain?

    I not sure what peace or supposed happiness you are talking about? Perhaps you are talking about the koyok Straits Times that tells you what is (obviously never the full truth) happening in SG? The world is always chaotic, and happiness is a subjective concept to begin with, so it hold no sway in the rational scheme of things.

    Ai ya you want one party state just go China or North Korea, they will be more than happy that you want their style la. Don’t try besmirching OPPOs as disruptive or troublemaker when you are not seeing the declining quality of the incumbent and the many wasted opportunities for true growth over the 50 years.

    If Singapore has no intention to have 10 millions or not even 6.9 millions populations, then it is time to stop the new estate Tengah from building further. Stop all those BTO projects there. Singapore need the Tengah estate for food grow and food productions rather than rely on Malaysia or other countries for food import. The site opposite Potong Pasir think called Bidafari or something like, is already developed and has lots of new BTO built already. Now just continue to finish up the remaining of Punggol North shore and the digital commercial site of Punggol should have more than enough flats for most people. Punggol North shore development is really slow. Punggol new estate is already almost 20 years or so, now is filled with tons of people but yet there is still no hawker centre in sight. Punggol don’t even has a $2 chicken rice stall and food is not cheap. The cheapest chicken rice stall think is $3/$3.30.What is that beast MP Puthucheary doing in the estate. Totally useless. If you walk around Punggol even during this period of dengue, one still see tons of fallen leaves all over Punggol North shore hardly swept. Mosquitoes keep biting people when one walk around the street. One can see grasses are pretty long in parts of Punggol. When everybody pays town council S&CC fees promptly, so people should ask Pasir Ris Punggol Town Council as to who has taken and keep the S&CC fees. Isn’t the S&CC fees paid every month to maintain the Punggol North area well, seem like it is an estate that everybody pays S&CC fees, but S&CC fees is hardly spent to maintain Punggol area well! Every night, I have to closed off part of the window to block off outside mosquitoes. When S11 @Punggol Dormitory has a couple of thousands foreign workers available, why is Punggol North shore forever has tons of fallen leaves not swept. So, what is the point of housing thousands of foreign workers in [email protected] dormitories when such workers are not utilized effectively? And why Josephine Teo Li Min failed her position duty as think second Minister of Home Affairs by failing to hauled out the owner of [email protected] Dormitories to be charged to be send to jail for corona virus disease problem? Why? Isn’t everything need to be Law by law? LHL, Josephine Teo Li Min is a perverted beast, also fit to be a Minister? TOC previously reported police station has camera inside the male toilet for what? To capture male urinating? Pui.

    1. for our children and grandchildren will they ensure a transparent system
    for places in schools ie ensure no hidden priority for their associates
    in RCs CCCS etc
    2. for all our young adults places in JCs and universities are reserved for
    them instead of enrolling foreign students. Also no more grants to foreign
    students
    3. for the adults their jobs are not threatened by foreign PMETs
    4. ensure that use of reserves is exclusively for Singaporeans during this
    pandemic. Why so much to SMEs whilst scrapping GST is so difficult? Why no
    property rebate for all households? Helping corporations also mean foreign
    shareholders.
    Once again congrats to the WP and electorate. We trust WP parliamentarians would look into the above.
