Civil Servants, unelected can carry this?

Holier than thou! The pm in his parliamentary debate said and I quote, ‘It is a big decision, S$5 billion of supplementary budget. Civil servants, unelected can carry this?’

Let me explain. In the Civil Service, financial prudence comes in many parts and this is embedded in their in-house Instruction Manual.

It consists of many roles such as accounting officer, authorizing officer, approving officer and certifying officer.

It is the civil servants who carry out the lifting work in their various finance roles as their work is also subject to scrutiny by both internal and external auditors from the Auditor-General’s Office.

At other times, public auditors are also invited to scrutinise financial records such as KPMG, for example on the finances of Aljunied Hougang Town Council.

Political appointees have no financial role, safe to say merely ‘approving’ the use of the $5 billion.

If the pm is talking about decision making, it is the civil servants who are making the decision behind the scene, collating, presenting, advising where the draw down and transfer of money comes from.

So is the prime minister trying to draw wools over people’s eyes when he said, ‘It is a big decision, S$5 billion of supplementary budget.
Civil servants, unelected can carry this?’

Put it another way, can political appointees manage $5 billion without Civil Servants!

    So far it seems, PM Lee was right to think SG are dumbest. Ask the 61% what do they think about these;

    Increase GST to help the poor.
    Foreigners create good jobs for Singaporeans.
    GRC ensure minority race representation in Parliament.
    Select an Indian to be a Malay President.
    GE2020 in the pandemic to give him a longer runway. After the GE, everyone went on hibernation.

    If anyone believes in these, don’t you think it is dumbest?

    The former Civil Service Tzar Philip Yeo said he would find loopholes in the rulebooks to get his way through.
    So did another former top civil servant Liew Mun Leong.
    That is why the national stadium, MRT lines, etc over run their budgets, not by millions $, but hundreds of million $.
    No check and balance.
    Achieve result, everything is forgiven.
    That is PAP’s style.
    Pay my people well to achieve what I want, raise GST if not enough revenue.

    The family of Lim Oon Kuin (OK Lim), founder of troubled Singapore oil trading firm Hin Leong, may be allowed to keep as much as $75 million worth of their assets, according to price reporting agency General Index, as the company’s creditors sue them for $3.5 billion.

    The family may be allowed to retain 5% of their assets, estimated at up to $1.5 billion, General Index reported Wednesday, citing market sources.

    Earlier this week Singapore newspaper the Straits Times reported that PricewaterhouseCoopers (PWC), the firm appointed by a court as Hin Leong’s interim judicial managers, is suing OK Lim and his two children for $3.5 billion.

    PWC accuses the family of  “deliberately concealing [Hin LEONG'S] losses and portraying it as a profitable company when it was in fact massively insolvent, “the newspaper said.

    OK Lim is out on $3 million bail, the newspaper reported, after being arrested earlier this month and charged with fraud.

    The charge related to a gas oil trade with China Aviation Oil(Singapore) Corporation Ltd, with police alleging a forged document was used to secure more than $56 million of trade financing.

    Hin Leong is the parent company of one of Singapore largest marine fuel suppliers, Ocean Bunkering.

    Response : $3.5 billion should be in US Dollar. CNA even reported it at US $3.85 billion. How come Lim Oon Kuin and his two children no need to go totally bankrupt and judicial con people court still allow them to retain $75 million in assets? Like that can meh? Law allows? How huge is $75 millions in assets and $75 millions may be US dollar some more. Pui! Rich people owe huge billions no need to go bankrupt meh. Lim OK and his two childrens commit fraud (as reported out) too, also no need to be charged to go to jail meh? Pui!

    Everyone should wonder why Olivia Lum no need to go fully bankrupt till now and how many millions will the con people judicial court management award and allow Olivia Lum to keep in assets?

    So is it that the rest of these rich people billions debts going to use public funds in a roundabout way to help them pay off their own rich people debts??? Pui! Keep $75 millions assets , still can be boss. Private property no need to force sale by proper law meh? Pui!

    Need to do more for those who suffer under this Covid crisis but has not much help from the various support scheme.
    Civil servant are trained to follow policy blindly and are good implementer of Policy laid down.
    Sad that they are not train to think and make decision for exception cases based on desired outcome .Not much help to those in real need when they are only rule followers.
    Result many are left to walk alone ,contrary to DPM Heng promise of not leaving any Singaporean left behind in this crisis of a life time.
    No wonder Singapore is now in such a situation because our people are not trained to be flexible and think out of the box to solve problem.
    Text book solution and past SOP is not going to effective in this fast and unpredictable environment,especially in ensuring our people can cope with the new skills required.
    New mindset is the key…starting with our civil servant.

    Need to look at those policy that is not relevant in this Covid crisis.
    The support outcome should be to help our Citizen tide over this crisis.
    Some of the criteria for various assistance scheme does not make sense but no one seem to be interested to look into it.
    Our civil servant mindset need to change…not just rule followers but be a problem solver for the Citizen.
    Need to ensure that our Citizen are not left in the lurch because of poor policy.Every Citizen matters,especially our PG and MG.
