Jamus Lim on ‘free riders’

A free rider, as defined in economics, is an individual (or group) that reaps the benefits of the actions of others, without paying the cost (or underpaying for it). It is a form of market failure, and characterizes nonexcludable goods (those whose use cannot be restricted).

‪In his opening address to the 14th Parliament, PM Lee spoke of a number of issues. Many points he made were thoughtful, and drew on his deep experience in government, and as Prime Minister. I appreciated his insight and candor. PM Lee also suggested (and I paraphrase) that the argument that voting for the opposition because others will still return the PAP to power is what the economist will associate with being a free rider.

In his response, LO Pritam Singh rejected this claim, pointing out that the voters in wards that voted for the WP were reflecting a genuine desire for an alternative voice, and were not free riding off anyone. He also suggested that there were aspects of politics where the WP even experienced higher costs, such as the lack of access to grassroots functions operated under the auspices of the PA/RC.

‪Setting aside the fact that the #workersparty would not have formed government even if it did win every single contested seat (and the PAP would have formed it, assuming no other opposition gains), the free rider claim is worth exploring from an economist’s view.‬

Parliament seats are excludable: when a PAP MP is elected, the opposition is necessarily prevented from accessing it. Moreover, in Aljunied, Hougang, and Sengkang, the votes were potentially costly: it required trust in our candidates, that we would be good town councilors and MPs. Yet voters were willing to do so. This does not strike me as consistent with free riding. Moreover, our sense—having spoken to voters in the aftermath—is that they did not vote tactically (for the WP, hoping that the PAP would still form government).

If anything, they overcame their fear of the untested, and voted for the WP regardless.

What is true is that they voted with their hearts, and with the conviction that some alternative voices were needed. Sure, they did so with some reassurance that the PAP would likely continue to form government. But it certainly wasn’t because they were looking for a free ride.

    More opposition in parliament will ensure that PAP has to answer a lot more uncomfortable questions than they would like! We want to see less of PAP as the years go by since we are fed up of them liao. So let us all work together and give PAP way below 61% in the next GE!

    I respect the former Hougang, the current Aljunied and Sengkang GRC voters.
    They took a huge risk to vote in WP MPs despite the numerous threats, delayed upgrading of flats, of lifts, and even the loss of their MPs through prosecution and lawsuit.

    It may be true that there are “kiasi’ Singaporeans who voted for the opposition to have their voice heard and represented in the parliament, however not wanting to rock the boat.     Newmont Mining, US mining giant, revealed that the chances of a sizeable gold deposit of just 4 million oz or bigger is 1 in 10,000 prospects drilled. That is the probability of success is 0.0001 of just 1 percent!!

    Temasek Holdings brief foray into the natural resources space at the top of the commodities super cycle in 2012/2013 is a lot less than flattering. Its funding of Cobre Panama copper-gold deposit with C$500m in convertible bond showed how overly optimistic they were on the development costs of this project. Inmet was taken over by First Quantum Minerals and the final development costs after costs overrun was a cool C$10 BILLION.

    TH ALSO INVESTED INTO CHESAPEAKE ENERGY – a pioneer giant into the US shale gas sector. It filed for bankruptcy this year.

    Pavillion Energy, TH subsidiary spend US$1.29 billion in Tanzanian off shore gas discovery for 20% stake. Ophir Energy was operator. Ophir could not handle the risks of development, farmed it out to BG Group which also found this big project too risky to undertake. Final investment decision was due in 2019 BUT TILL NOW GONE COLD AND SILENT. BG Group is taken over by Royal Dutch Shell – they also DIAM DIAM DIAM.

    Our Ministry of Finance as controlling entity of TH must know from these experiences that natural resources is not a cake or a walk in the park, but the bigger the discovery, THE HARDER TO BRING IT INTO PRODUCTION!

    Oh BTW, GIC invested hundred of millions in Australian-listed Paladin Energy, a uranium miner mostly between $2 to over 80c per share – it lost money like running fire hose water spray. The bondholders of Paladin confiscated over 90% of the shares in restructuring (of debt forgiving). GIC’s holding of Paladin is reduced to pittance and now trading at 16c per share.

    I see our sovereign wealth funds cutting off their tails and fleeing from investment in natural resources.

    How come HSK/Gan XH DON’T SEEMS TO KNOW or tell peasants the correct picture of dangers/risks of natural resources economics?

    PAPpypolitics is always CUNNINGLY evasive of its 10 million population targeting and its intent on nuclear energy. Remember it recently denied of its 6.9 million population target by 2030 but told Hyflux CEO to prepare for water/utilities supply to cater for 8 million way back in 2011.
