2018年对于新加坡是成果累累的一年。我国经济稳健增长了3.3%,接近2017年的水平,也超出我们的预期。我们预计2019年将实现1.5%至3.5%的经济增长,但全球经济存在重大不确定性,包括贸易冲突加剧、金融市场波动频频,和经济可能放缓的迹象。 国际舞台上的新加坡 对外方面,2018年是丰富多彩的。我们的外交官和官员代表我国不停地在国际舞台上奔波。6月,美国总统特朗普和朝鲜领导人金正恩之间的历史性峰会在新加坡举行。新加坡这一年也是亚细安轮值主席国。我们以“坚韧团结·创新求变”为主题,推展了务实的项目以增进区域稳定和一体化。我们也加强网络安全合作,并组成亚细安智慧城市网络,创建与伙伴合作的新平台。 但地缘政治总有潮起潮落。中美关系继续让人担忧。这些紧张局势将给世界制造问题,使得各国更难同时与中美为友。如果各国被迫选边站,开放互通的全球秩序将进一步分裂,伤及所有人。 在邻近的区域,我们也一直经营着与邻国的关系。我国与印度尼西亚的关系向来积极,有显著的双向合作与投资。马来西亚在5月大选后成立了新政府。我国希望与马来西亚维持具建设性的伙伴关系,也期待双方的新一代领导人能彼此培养出良好的工作关系。尽管如此,我们之间近日浮现几个课题。在两个因历史、经济、文化和亲情而紧密相连的邻居之间,这种情况时不时发生是无可避免的。 马来西亚想要延后新隆高铁项目时,新加坡与马方合作调整以配合其需求。最近新的争端则较难化解,包括因我国领海遭挑衅性入侵而引发的海洋边界争议,以及有关实里达机场仪表降陆系统(ILS)程序的空域纠纷。马来西亚也想要修改柔佛水价,这是个近来重现的老课题,而新加坡对此立场非常明确。 我们会冷静并具建设性地处理这些事宜。无论多么困难,新马都必须在处理具体问题的同时维护整体关系。要做到这点,须本着平等和相互尊重的精神,并遵守国际承诺和法治。较年长国人应该记得,双边关系过去经历困难时,我国都是这样应对的。每一次我们都能够团结一心,冷静但坚定地站稳立场。我有信心,这一次国人也将紧密合作,维系与马来西亚的稳定关系,新一代也将学习如何在与邻国和平友好相处的同时,集体捍卫我国至关重要的利益。 国内情况 对内方面,我们正在进步。在许多国家,社会承受着压力,人们对于工资停滞、生活不见改善,以及政治制度失灵感到愤怒和沮丧。法国“黄背心”示威只不过是这种焦虑情绪的最新表现。无论是英国脱欧,或是美国和德国温和派政治领袖的支持率大幅滑落,类似不满情绪也在其他地方爆发。 做为高度开放的社会,新加坡也面临类似压力。但我们比多数国家应对得更好,因为我们一直与国人密切合作以改善所有人的生活。我国经济有所增长、失业率维持在低水平,各阶层的收入也提高。我们创造好工作,并通过教育制度和技能创前程(SkillsFuture),为人民做好准备胜任新工作。关键在于,政府关注人们的担忧,并与国人一同努力为所有人创造更美好的明天。 我国正在改进医疗、教育、住屋和公共交通。我们确保优质的医疗服务是负担得起且便捷的,并在全岛兴建更多综合诊疗所和医院。最新的盛港综合医院和社区医院,已在8月开始接收病人。社保援助计划(CHAS)和终身护保计划(CareShield...
