环顾新加坡众多政党,在选举前,都不见任何政党提出政策倡议。抱着开放的心态,我研究一下新加坡民主党的主张。 过去五年以来,新加坡一直是全球生活指数最高昂的地方,就此,民主党在今年三月,提出十点蓝图去减低生活成本。尽管李显龙总理及其团队,在上届大选不断地安抚国民,但生活成本仍然上涨,让政府在过去三年从中获得近200亿的盈余。 减低生活成本十点蓝图中,大都不是新构想。新加坡民主党秘书长徐顺全博士,其实早在2015年大选已经提出。有些国民会质疑为何这些政策并没有执行,有指,这归咎于新加坡民主党在国会内并没议席,以致难以推动改变,结果新加坡的生活成本持续上扬,难以逆转。 一如所料,主流媒体甚少跟进报导此议题。就如网上的其他话题,较关心的意见大致分两派:亲人民行动党的,及亲反对党的。本文仅聚焦分析反对蓝图倡议观点,并逐点回应。 例如,减低生活成本十点蓝图中一项是,削减内阁部长的薪资,节省下来的将用作为贫苦大众提供经济援助。有评论担心,削减部长的薪资后,会影响政府效率。 上述评论假定了,我国管治人才就只能靠钱一个要素去推动。显然,这并不是事实。实际上,很多有能之士更不屑于现时着重利用薪酬去吸引、激励的做法。反之,他们更认为现时制度,只能吸引到一些为利是图、却欠缺其他优秀领袖要素(如同情心)的人进入政府。 此外,亦如前公务员首长严崇涛所言,丰厚的薪酬抑制了内阁官员质疑现有政策中的漏洞,会因此而变得「唯党是从」,并享受荣华富贵。 明确来说,新加坡民主党所提出的减薪,最后合计,还是跟相近经济体领袖的薪金看齐,削减后的薪酬,仍然非常可观。 另一项新加坡民主党建议的是,豁免日常用品的销售税销售税,同时间,增加对奢侈品的课税。部分评论显然并不知悉世界各国亦奉行类似政策,而且在推行上亦不困难。 最低工资亦是另一个问题。有评论指,出由于最低工资只保障外地劳工,其实不然,仍然有很大部份的国民未能获得足以支付生活所需的薪资。 新加坡民主党亦提出,恢复对高价豪宅(价值2000万新币及以上)征收遗产税。...
