How laws are passed in the US and China

In the US, the laws have to be passed by the House of Representatives and the Senate. If the House and Senate are controlled by different political parties, it may be difficult to get any law passed as in recent years, the two political parties have been polarized. This is called gridlock.

China has a different system. It has a parliament, called the National People’s Congress, where laws are passed. As the NPC comprise of nearly 3,000 members, they elect a standing committee (14 members) which meets frequently to discuss the issues and present the recommendations to the full NPC for voting.

China has another body called the China People Political Consultative Conference. It comprises of over 2,000 members who are elected from various organizations within the country. They representative the various social and business organizations such as agriculture, labor, woman, minorities, business community.

The consultative conference is a useful organization for the real issues affecting the ordinary people to be channeled to the government for laws to be formulated. This is a consultative body that does not have any legal power.

The system in China allows laws to be passed to address real challenges affecting the people.

It is clear that China has an effective system to govern the country. This accounts for the rapid progress of China during the past three decades.

    Sometimes, u must wonder, how the hell this guy is considered an elite? Well, he is, as defined by PAP’ s meritocracy. He epitomises the bloody myth.

    China’ s growth is situated in a particular context. Domestically it was Deng who started the process, but externally it was within a US structured economic system.

    The progress was primarily using China as a global manufacturing hub. It also entailed an economic structure that is mercantile; high savings, robust infrastrutures, low consumption, an education system that is “industrial” liked.

    But as George Yeo said, China is entering a creative phase, strong momentum, but this goes against the economic-political structure that supported China’s rise.

    So, here, we differentiate what is economic growth vs economic development for a clearer understanding of China’s next phase.

    The economic development of urbanization, high domestic consumption etc must necessary challenge existing policies that were geared for mass production.

    The author is seeing China as a static, linear polity. Far from it, the dynamics, internally and externally are never more explosive.

    The Ant IPO issue is a harbinger of things to come, the values of a creative economy vs a strait- jacketed polity.

    I know of an NUS sponsored Chinese student of the law faculty who hails from Heilongjiang province near the Siberian border. He is happily married with a Singaporean lady and has settled down here for more than two decades and he shared his story with me: apparently when his father – who was a CCP official – first received the scholarship offer to his son years ago they were pleasantly surprised, but of course they were also tentative because his English proficiency was far from what is required for a linguistically challenging law curriculum. However, despite the young man’s apprehensions the father insisted that he should go and find his way out no matter how hard it was going to be, because the father said that in the communist party rising up the ranks means one has to fall in line with the official stance and also one has to be ready to offer presents to the superior ranks (and suck up to them I suppose).

    The first 2 decades of growth was BECAUSE OF THE DEVELOPMENT CYCLE – the spending boom on housing and infrastructure – COMMON STEPS THAT WE SAW IN THE 5 ASIAN TIGER ECONOMIES before Deng Xiao Ping’s famous utterance of – never mind the cat is black or white as long as it catches the mice.

    In Deng’s reform pursuit – communism or capitalism, it doesn’t matter as long as it bring the economic wealth,

    Neither US nor China system is good. Effective is not good indicator of how a nation is run. The rich, powerful and elite feast on the poor in both nations. The poverty gaps in both nations are not good. Poor people in China and US are suffering in misery, see for yourself when you visit the poor farming areas. Even in cities, people are suffering and living paycheck to paycheck. US and China are only great for rich, powerful and elite but it is hell for common people. Rich, powerful and elite control the resources, accumulate lots of money, block access to money and does not share to common people. When one accumulate large amount of money, it brings misery to people who does not have or have little to survive. They are not different from the devils, creating suffering of people. The nations become so is no different from taken over by e*** or Satan. When nation talks about effective and no value of good and e***, what use is it. Nations is about values and values of economic justice and good are very important.

    Friend, you got how laws are passed in China upside down. The CCP is strictly top-down machinery. The NPC makes the decision and passed the law. Then gets all the representatives yes men from the People Political Consultative Conference to align with the CCP decision, sometimes not even the CCP but Emperor Xi’s decision. The PPCC does the rubber stamping.

    Case in point, that was how speedy HK National Security was passed in Bejing. You think the NPC would be bothered with the People’s feedback regarding the CCP decision to change the HK election law to ensure only patriots are elected to HK LEGCO including the Chief Executive of HK.

    The political culture has never been a bottom up system. Everybody knows that but not you. If has been the Wuhan doctor that first warn of the Wuhan virus could not have been vilified and crucified and send to jail by the China’s top leader,so unjustly. The PPCC is there just to say what the Emperor wants to hear. Criticism, dissent, differing views has no place in Beijing parliament. All must sing from the same song sheet.

    Isn’t possible that they quit rather than demoted or retired? It’s only in Singapore where the pay is so obscenely high that no one ever quit. In UK, it’s common for MPs and Ministers to quit.

    Different stages of society, economy, will need new diversity of platforms. Xi’s corruption drive is both a necessity and self- serving.
