When estate management was still under HDB

When I was young living in AMK before the Town Council Act came into effect and estate management was still under HDB, I always see a local cleaning lady working very hard every morning.

She basically used a mob, cloth and a pill of water to clean the whole lift, from the inner lift walls to the external lift doors and mob the lift lobby!

She would then use a broom to sweep the floors from the top to the ground floor, very thoroughly!

I admired the level of her dedication in her work and the efforts she put in to keep our flats and estate clean.

After the Town Council Act came into force, I hardly see such cleaning workers anymore.

Rubbish could possibly stay at the staircase for days and weeks without being cleared and I hardly see any cleaner cleaning the lifts, lest as thorough as the cleaning lady in the 1980s.

This morning, I saw a foreign worker WALKING pass my door with a broom in hand but WITHOUT sweeping the floor at all!

But they would use the power spray to spray water every week along my corridor. How much water are used for unnecessary cleaning every week?

This is the problem of Out Sourcing cleaning jobs to contractors who in turn subcontract the job out. After contractors and subcontractors creaming off layers of profit, that’s very limited money left to employ enough good and responsible workers to do the job.

I miss my professional and dedicated cleaning lady of yesteryears and I believe she and those who are like her would have been better paid when the levers of middlemen were cut off.

AMK town has turned into one of the dirtiest estates in Singapore with biggest rats roaming around. No thanks to politically motivated Town Council Act with its subcontractors.

    Totally agreed. MPs running town councils are the most highly paid
    estate managers without the necessary estate management skill sets.
    MPs should be using their expertise and knowledge to serve Singaporeans in Parliament
    which is their rightful place.

    Not only in AMK. I use to walk pass Robinson Road almost daily, I saw a Styrofoam cup on the same floor, started from a full cup to being flattened and finally broken up by passer-by. That area seem like no cleaners for months!

    I thought there was a department set up several years back because of a “satay stick”. I remember it was supposed to be called a Co-ordinating Department! What happens to it now?

Since the foreign workers took over, on a few occasions, I have seen dirts accumulated on the steps; the railings were dusty, and rubbish piled up outside the lift area. It could be that since HDB upgraded and installed elevators on every floor, few people use the staircase; no one complain and so the cleaners get away with it. To be fair, it all depends on the workers. Some foreign workers are conscientious; others need to be closely supervised. This could also happen in Opposition TC if there is no close supervision.

    Response: yeah, heard of this so-called GREAT Co-ordinating OUTFIT that was started in 2015 and was called Ministry for Economic and Social Puki Policies. Botak Tharman was the 1$t one appointed to squat there followed by the Incumbent Heng Sweet Cake! Anyway, we shouldn’t expect anything from Sweet Cake as to date he STILL BUSY FARKING OR FARKING BUSY TRYING TO KICKSTART HIS MASTERPIECE EAST COAST PLAN.     I bumped onto our Estates Officer from the branch office daily, at times twice a day – for sure every morning we greet each other, and once in a while late afternoon saw him walking around making checks too.

    I can vouch GMS say is true. Not “if”.
    If possible, if a PAP MP or Minister IS NOT SLEEPING on his job nowadays, he can POFMA Goh MS, one.
    Two, I m sure if the same PAP Monster or MP is deligent Tto TEKKAN Goh MS for lying, he can chooses to too, check on all previous years of estate maintenance logs by previous Branch Offices.

    I have a need for answers, on fires occurring in so many flats when reports claimed twas due to charging on of PMDs.

    Anyone access to these fires investigative reports?

    My suspicion – could it be due to old, worn and torn wirings of these flats? How old are these HDB flats tt were on fire?
    When, if any, replacements or rewirings done on old flats – is there any system of wire replacements in place, by any Town Councils?

    SG is so small,it is a TOWN by itself,why need so many TOWNS’ COUNCILLOR$ that cannot REAL ECONOMY OF LARGE SCALE???

    And,GMS is right,GOVT’S OUTSOURCE CONtractor$ are not carrying their WORKS WITH FULL INTEGRITY.

    During the times when all HDB estates were under the helm of HDB management, there were at least 4 workers looking after the cleanliness of the estates!! And lift breakdowns were promptly attended to with one or two phone calls. The interior of lift cars were cleansed everyday!!
    Now, under TC, there are only one or two workers in charge of a few blocks of flats and the estates look so untidy and dirty!! The lift cars interior have never been cleaned and after the lift maintenance men have done their job, grease stains can be seen all over the stainless steel panels!!
    The so called once a month common corridor washing is another hogwash act!!
    The worker just spray the water using the jet along the corridor without using any detergent and bloom to sweep!!
    The fogging to the rubbish chutes carried out periodically is another half hearted effort!! After fogging, dead cockroaches can be seen lying all over the places, and no immediate follow up actions to clean up the mess!!
    Sometimes the cleaner will sweep up the mess at about evening time,4 to 5 hours after the fogging was done!!
    If these are the slipshod works carried out by the TC, it’s high time HDB step in to rectify the situation!!

    Last week 2 HDB guys came knocking…saying theyre checking on the homes’ circuit breaker..
    I asked the reason..One replied its a safety check..
    Didnt take long just few mins ..

    The nocturnal presence of rats, roaches and lizards, especially on the lower floors is becoming truly enigmatic.

    How often is the fumigation of chutes is really a BIG QUESTION MARK. And when the fumigating is taking place are the ground floor rubbish chutes fully sealed with masking tapes? This is to prevent roaches and lizarrs from escaping the sudden bizzarrs.

    Perhaps, one might encounter beautiful monalizards on a bright lit corridor ceiling. Kudos to TCs for such a rare scenario.

    Another possible reason for poor maintenance of cleanliness in the HDB neighbourhood could be due to contractors not putting enough workers/cleaners on the ground. If there are not enough cleaners, they will do a hurried and poor job. Are the TC Managers checking on contractors to make sure they supply adequate number of cleaners to perform a thorough job. The residents sure don’t want to see their estates dirty and run-down, like what happened to the foreign workers’ dorms because somebody didn’t do a good job of checking on the operators.

    Agree that estate mgmt shld be returned to HDB. I think using estate mgmt under TCs is just political and favour the Parti Against People. And I think there is no need for the MPs to get involved in running TCs. MPs shld be shld spend more times on bread and butter issues affecting the citizens’ lives.

    In the past, Coordinating Minister really meant coordinating all the ministries and agencies. But under MaiHum, “Coordinating Minister” seems more like PLP minister, hence the more PLP, the more secure MaiHum feels. LOL.

Did you all notice recently the rubbish collection truck by Sembcorp has changed to new ones operated by electrical and not petrol type.Spend another big sum of money buying new electrical rubbish collection truck ! No wonder all electricity bill has to increase so that everybody paid again in a round about way for those electrical rubbish truck electricity usage ! No ????

    It is ridiculous that the levy (tax) imposed on the employer for each foreign worker is more than what the workers are paid. This is excessive. Like this, employers will want to cut cost by hiring less workers which explains why estate cleanliness might not be properly maintained because of too few workers on the ground. If Estate Managers get too cozy with the boss of the cleaning company, it is not hard to guess the outcome. The problem starts at the top of the food chain.

    I stayed in Bedok North flats and many common corridors and stair case landings are filled with Chairs, Cupboards, Flower Pots, Tables and many unwanted items which is a fire risk as well as obstacles for escape routes if a fire happens.

    It seems the Supervisors of the Town Council are sleeping on the jobs and collecting high pay without doing any checking.

    Its time to let HDB do the cleaning and checking.

    HDB and Environment Ministry would do a better job with estate maintenance and free the MPs to walk the ground, meet often with the residents, hold town hall meeings to get feedbacks from them, answer their questions, represent their voices in Parliament, propose and pass legislations that work for and not against the people. MPs have to be full-time on the job. They are not volunteers but paid a salary. And it should be called that, not an “allowance.” (Is it still true that “allowances” are not subject to CPF contributions?) Voters should expect no less from MPs as any full-time public servant drawing an income. If they are unwilling to give up their other careers to be full-time MPs, then don’t give them your vote or call for their resignations. If they think $16K? a month to be a full-time MP is too little, then quit.

    Don’t know what the f*^k the so called coordinating clowns are doing??For a satay stick, they were formed. Just what are their functions, only they themselves know, same same as those so called Mayors!!
    So much complaints have been aired in the forum pages and in the net about the birds nuisance, yet NEA have not done anything to get rid of the birds in the hawker centers!! Maybe they are waiting for another bird flu to surface before they wake up!!
