New 5-year work pass for top earners

I refer to the report, “New 5-year work pass for top earners, shorter time to hire foreigners among move to draw talent: MOM” (TODAY, Aug 29).

I am glad to learn that the 2021 Global Talent Competitiveness Index (GTCI) report shows Switzerland, Singapore and the United States continue their strong lead in talent competitiveness.

It is a positive and right move that MOM will introduce a new work pass — called the Overseas Networks and Expertise (One) Pass — to attract top foreign talent with valuable networks and deep skills and expertise.

Undeniably, in this 21 century of economic globalisation, the crux of the business competition is highly focused upon the competition of talent.

In due course, it gives no cause for much criticism that Singapore needs to open its gate to attract top talent from the world for the objective of consistently strengthening economic competitiveness.

However, we should deeply dissect, identify and focus upon those sectors which critically require or thirst for talent, instead of casting the net widely.

This can be likened to certain blocks of HDB flats are earmarked for Selective En-Block Redevelopment Scheme (SERs) over time due to specific development requirements. In short, it is not meant for all HDB flats.

The key question which lingers in mind is, how to ensure pragmatic, smooth and due transition, transfer of expertise, skills and technology from the holders of One Pass to our locals over a “targeted” or the specified span of time is relatively significant.

Next, how does MOM ensure the processes of assessment, selection and interviewing of One Pass candidates are being stringently executed or seamless, so that the incompetent candidates will not be able to capitalise upon this situation is another aspect of careful consideration.

Therefore, the needy verification of authenticity for the potential candidates’ CV, such as working experience, academic documents and character references are critically important.

Further, MOM should seriously consider implementing penalty for One Pass Holders who terminate or revoke their Passes prematurely- For example, within the 5 year’s period.

These are the pertinent questions which need to be thoroughly pondered, reviewed and addressed by the MOM.

    Give PR/citizenship paper. Immediate transfer of whatever you want from foreigner to local, even core.

    It should be the various corporate entities and institutions that should cast their nets for global talent when there is a need. It makes no sense for the govt. to issue 5 year term pass to GT to come to Singapore based on their income of US$30,000/- Once again, this method of trying to attract GT is going to bring in undesirables like NR’s daughter. Globalization means GT need not be based in Singapore so this is a dress up once again for something else that the govt. is covering.We will have to bear the consequences of their actions.We actually need an Opposition armed with a broom to clean out the rubbish the PAP is accruing.

    The UNACCOUNTABILITY TRAIT under the PAP Administration for decades and decades is WHY AND HOW COME PAP managed education system, touted high class, world class Uni education CANNOT and UNABLE to produce true local SGpn talents. WTF.

    Is the PAP capable to bring success to SG going fwd next 10~30 years ONLY AND MUST rely on foreigners?

    Using money ALONE THAT THE PAP dig from tax payers CANNOT BE the criteria to compete PERMANENTLY for global talents in the first place.

    Good able talents with wisdom DO NOT SEE SG as a long time choice cz these are the people who are talents is bcz of their independence of thoughts, ideas, clamor for unbridled political controls which is that’s why they flourish.

    SGpns are CHEATED AND CORRUPTED BY PAP’s false premises that we must welcome foreigners. This is effking lies bcz most of what we can see talents mostly are from ONE CERTAIN COUNTRY ONLY.

    All this new pass does is announce to the foreigners that there is yet another way in for them to make money. It’s all glossed up to make it look like only people who are really good will be issued this pass. In reality, it will be given freely to all who meet PAP’s minimum requirement. And I’m sure you all know just how low the bar is for PAP’s minimum requirement.

    Do you remember in the first place how they just let in any foreigner and led to soooooo many complaints about them not being able to either speak english at all or not being able to speak it properly? Or how about those who don’t even know anything about the job they are doing? Smooth talkers anyone? People who talk loads and give all kinds of excuses to hide the fact that they aren’t doing their jobs but which is clear as day to others who can see through their smokescreen? Or mass numbers of aliens in certain industries, them hiring their own kind, retrenching locals and only mixing amongst themselves? And all this happening before this new Onepiss of a pass has even been issued!

    All PAP is doing is wayang. It has failed before (calling the GE 2 years back using the lamest excuse of needing a strong mandate to see through the Covid crisis) and will fail again because the PAP of today has a lousy leader and ministers together with MPs who have no ideas of bringing the country forward without a mass influx of foreigners. So they have to come up with new wayangs now and then to try and get more of these people onto the island to work but can’t do it in such an obvious way so they have had to resort to methods like this to make it seem like they only want a specific type of foreigner.

    Just wait for more nonsense to come from them, they will again announce something with a very good reason to hide their true intention. Unfortunately for them in this day and age people are a lot smarter and can easily see what their real intention is and will not hesitate to expose them.

    Response: I agree with Mr Teo on the stringent execution of interviewing process.
    Based on the case brought up by @Singaporean R Free Rider, just wondering:
    1) if Mr Chin without related experience and qualification still can pass 38 interviews, does this mean that the processes are questionable?
    2) if his positions were interviewed by high rank officers, do these interviewers posed a concern?
    3) assuming if he passed all the tough assessment by interviewers, does this show that talent no need degree?

If the nation has to recruit such rubbish applicants, who will check and clear them of their quality and citizen-beneficial contributions? Must be their own people again.     How come PAP has such a Low caliber grassroots member?

    Our working population infested with many Low caliber, though cheap, workers some of whom hold fake degree and CV, now even grassroots volunteer standards drop. It’s going make us less competitive.

    Once the US-China trade war ended, many companies moving out of Singapore to the high quality and competitive economies such as north east Asia and some to Australia.
