作者:王如晨《第一财经日报》 27/10/09 金融危机以来的产业变局正促使“人才战”升温。最新的一个例证是,新加坡政府专程来中国招揽半导体等行业的人才。 CBN记者获悉,新加坡经济发展局 (Economic Development Board) 与人力部的联盟组织“联系新加坡”近日正在以上海为核心的华东高校宣讲,为该国半导体、数码、动漫等行业进行推广,招募人力。一位参加了推广活动的上海某著名通信芯片公司工程师称,应募者众。 这不由让人想起2004年的一幕。那年,也是新加坡来中国“挖人”,仅中芯一家就被挖走160人,包括80名熟练工程师和80名一般操作员工。中芯总裁张汝京事后直陈,这对中芯国际来说是一个失败。 猎头名叫新加坡 “联系新加坡”的主要职责是,吸引国际人才到新加坡工作、投资及生活。它在亚洲、欧洲、北美都设有办事处,在中国聘有北京、上海两个区域主任。 在前日的一场宣讲会上,该机构带来两名在新加坡工作的中国人。一名来自英飞凌公司,另一名来自高通公司。他们现身说法,大讲在新加坡工作、生活如何美好。 英飞凌系统与固件开发经理许冰涛说,他15年前便去了新加坡,此前任职IBM中国。他坦陈,在IBM,他当初拿2000多元,当年已是高薪,但新加坡方面大约开出了6倍的数字。 不过,他说,吸引他的还有新加坡华人社会下的中西文化氛围、全球视野,以及有利于孩子教育的双语体制等。 “这个多元化社会确实很吸引我,当然我也喜欢尝试新东西,这是一个好玩的国家。”新加坡高通测试工程师高强则如此表示。他刚去两年。 据“联系新加坡”中国区域主任柯志声介绍,目前几乎所有著名半导体企业都在新加坡设立了研发中心,大约有40家。而且,还有联电、英特尔、特许等14家半导体工厂、20家封装测试工厂。许冰涛表示,从产业群聚效应看,全球还没有哪个区域能像新加坡这样完整而紧密。 留在中国的理由 面对国际同行的正面竞争,张汝京们当然不甘心做新加坡半导体企业的“培训机构”。 中芯CFO吴曼宁坦陈,过去几年,公司确有员工流失,去年英特尔还挖走不少人。但最新的趋势是,他们正从新加坡及其他地方“陆续回来”。 她说,中芯目前开出的薪水确实不是行业最高,新员工对此确实敏感,但成熟员工、中高层人才的心理并不一样。“高薪越来越不是唯一(的决定因素),它不太可能一直持续。”吴曼宁说,公司一年来提高了研发的投入,对于人力培养也制定了相关的措施。 中芯逻辑产品研发主管俎永熙表示,在一个成长型公司获得成就感才最重要。他说,即将迎来10周年的中芯,已是中国半导体产业发展的主力。 吴曼宁与俎永熙都是中芯成立之初进来的。他们认为新加坡同行来中国招募,效应已大不如前。背后原因是,中国正成为全球半导体产业转移的中心,市场、研发、生产环节都正处于布局高峰期,对人才的吸纳力度更大。 “我们也有软实力。”俎永熙说,过去几年,中国地方政府在住房、员工子女入学及其他补贴上均有优惠政策。 半导体调研机构isuppli高级分析师顾文军则认为,中国半导体产业还没有走出“两头在外”模式,长远看,新加坡的动作,反而是中国的机会,半导体人才应该走出去,然后“反哺”中国。 来源:凤凰网财经  Read More →
