解放軍演習,還是中美聯合軍演? 這麼說感覺很奇怪,但其實從裴洛西離台後中共和美國的表現來看,並不奇怪。 如果比較96飛彈危機和這次中共軍演,最大的不同除了背景和演習區域、軍力比較差距,我認為最大的不同,是96年飛彈危機時,美國派遣了獨立號、尼米茲號兩個航空母艦戰鬥群來巡弋,甚至穿過了台灣海峽。此舉直接使中共原先想拿下我們外島示威的希望落空。背後原因,當然就是以當時美國和中共的軍力對比,在美國介入下,中共是沒有任何勝算的。 但這次中共軍演,讓美國畫的海峽中線從此成為具文,演習區直接在中華民國領海內。如果以緊張程度來看,是超過96飛彈危機的。但相對於此,直到現在,美國的雷根號航空母艦戰鬥群還只是在東部外海很遠的地方巡弋,看不出有在演習期間進入台灣海峽的打算。 在這樣的比較下,可以清楚看出來,96年飛彈危機美國的策略,就是秀肌肉逼中共收手。事實上,中共也確實收手了;但這一次在外圍巡弋,美國不再「秀肌肉逼中共收手」,意味的就是兩方軍事差距的拉近,已經不會讓美國抱持「即使擦槍走火也必勝」的把握了。 前兩天有個新聞,說美國表示美國軍艦會在未來幾周進入台灣海峽。這個訊息,戰略意圖就更明顯了。「未來幾周」的時間點,中共的演習很大機率早就結束了。此時在進入台海的意義是什麼?恫嚇解放軍嗎?人家演習早就結束了,要恫嚇誰?表示對台灣的支持嗎?背景同前,如果要展現支持,應該是演習期間來吧,怎會演習結束後了才來。 所以從更宏觀的角度來看,這與其說是中共的軍演,不如說是「中美聯合軍演」。解放軍現在演練的,就是從封鎖、資訊戰、第一波飛彈攻擊、海空聯合作戰再到登陸戰。 而很顯然,在這個過程的前段,美軍是不會插手的。所謂的「未來數周會進入台海」,要演練的就是在解放軍侵台後的如何「收尾」。如果那時候台灣守住了,則可能有限度地給台灣一些軍事支持;如果台灣那時候已經投降了,那美軍就是來看是否能夠創造失去台灣後最好的條件,如此而已。 最後下一個結論:我認為要觀察美國在台海戰爭時是不是會出兵保台,此時就是最好的觀察點。如果他們在此時派航空母艦戰鬥群或其他軍艦到台海巡弋,我就可以相信美國「可能」會在台海戰爭打響的第一時間,以軍事力量支援台灣,否則就是要台灣「自求多福」,能撐多久是多久。   *...
