Gilbert Goh assisting police in an investigations into anti-CECA event at Hong Lim Park

In a Facebook post on Friday (6 Dec), social activist Gilbert Goh said that he was at the Cantonment Police Complex assisting police in an investigations into an anti-CECA event organised by him held at Hong Lim park, a month ago.

Sparked by a viral video of a resident arguing with a security guard at the Eight Riversuites condominium, Goh’s event on 3rd November reportedly attracted over 1,000 attendees.

Eight speakers spoke on various topics, which included the CECA, the government’s plan to increase Singapore’s population, and mandatory national service.

While Goh did not provide any details as to why he was assisting the police, Netizens are speculating that he could have contravened Singapore’s strict racial harmony laws given the nature of the event.

Responding to TRE’s query, Goh said that it was due to the presence of a foreign tourist who had asked a question at the event, since no foreign participation is allowed.*

Goh was not aware that he was a foreign tourist and realised it only after the police told him so during the investigation. According to Goh, he had genuinely thought that he was a Permanent Residence.

Considering that foreigners are arriving by boatloads and PRs are given away like toilet paper to Tom, Dick and Harry, would you agree that Goh’s mistaken identity is understandable and a genuine oversight?

 

* Recent amendments to the Public Order Act (POA) back in 2017 essentially prohibits any foreigner from taking part or observing any gathering of sort in Singapore.

More precisely, the new rule of the POA states that “[organisers] must ensure that only citizens of Singapore or permanent residents of Singapore participate in the assembly or procession”.

The punishment for violating this rule is a fine of up to S$10,000.

    It would be unreasonable to expect Gilbert to know the background and nationality of every person present at HLP protests since they are public gatherings. Foreigners visiting the country should be warned before landing at Changi Airport that they are not allowed to participate in local politics/protests (just like the Warning against bringing drugs into the country!) . The onus is then on them. The police should arrest and expelled that person. But how do you stop foreign residents from attending a public gathering, especially when the topic touches on them? Don’t they have as much right as legal residents to be present, to listen and to respond? This is where the spark is ignited, but who brought this on the country in the first place?

    If a foreigner joins a gathering at Hong Lim Park, how do you know whether he or she is a foreigner especially if he or she looks like a Singaporean among the big crowd ?

    The same goes go for an election rally by PAP or Oppo party especially in an open ground like Hong Lim Park. A foreigner working in Singapore may just be curious and join the crowd in an Open field just to listen to LHL or Oppo leader party speaking. Are you going to arrest the LHL as he is the speaker.

    The only way is to fence up Hong Lim Park and have an entrance and exit where people can come and go and have policemen such as Cisco to check everybody IC when they come in.

    This is more reasonable than just call up the speaker for an interrogation.

    He merely came in to ask for direction during the Q&A, but which is irrelevant to the subject of anti-CECA event held.

    The organizer has not been empowered by law to stop anybody. Application for the event was filed and the empowered authority has been duly informed of the event to do their duties.
