Rather than invoke POFMA, wouldn’t it be better if MOM can come out and clarify?

In the recent POFMA episode directed at SDP, the government claims there are factual errors on the SDP’s part as it states that the number of local PMET’s has been increasing not decreasing. But let’s drill down a little into that blanket surface claim.

As of end 2018, Singapore demographic data states that there was a population of 5,638,676, of which there were 3,471,936 citizens and 522,347 (or just over 13%) Permanent Residents. To start with, that made nearly 38.5% of our population foreign (it is worse now) – one of the highest in the world, which on its own brings with many societal and cultural pressures. But today I wish to explore the question of Professionals, Managers, Executives and Technicians (PMET’s).

A recent Channel News Asia article on Singapore’s population on 26th Sept gave figures for how many PR’s and New citizenships were given over the last few years. You can also find some of the data on Singstats and around other publications although there is no one definitive source. Now to be a PR you must have worked here for at least 6 months already under an employment pass or S-Pass and to be a citizen you must have been a PR for at least 2 years.

There are a few other categories but essentially you must have been working here, and thus in the foreign PMET workforce or the PR PMET workforce before you became a citizen (work permit holders almost never get PR or citizenship). What we do know is typically 80 to 85% of all foreigners here are in the workforce with their dependents and families only making up around 15 to 20%

In the ministry of manpower figures, the domestic/resident/local workforce (these terms seem interchangeable in many different graphs and tables) consists of citizens and PR’s but local PMET employment that was given for 2019 stood at 1,299,800 but how did it grow to that level.

We know the overall numbers of Employment Pass Holders has been growing annually. But we also know that a percentage of them move from Pass holder to PR each year. We also know the number of PR holders has been increasing but that a percentage of those have become Citizens each year. In addition, those that become PR holder and subsequently citizens come almost exclusively from the PMET category (with the exceptions of few investors and business owners).

The maths is a little convoluted but basically, the number of working PMETs reclassified each year outnumbers the increase in the number of PMET jobs created which suggest that all the increase is attributed to foreigners becoming first PR and then Citizen while the percentage of Native Singaporeans in this category has been steadily falling. It’s like a conveyor belt for importing and reclassifying everyone while masking locally born Singaporeans slowly getting replaced by foreigners.

For example, in 2019 local PMET grew by 45,800 to 1,299,800 however in the same year 32,710 PR’s were granted and 22,250 New Citizenships were given. With 83.31% of the foreign workforce that year being workers it suggests that at least 46,037 foreign PMET’s were reclassified as either PR or Citizen and so cover more than the total increase in Local PMETs as stated by the Ministry of Manpower.

Of course, this could all be cleared up if we could see definitive figure for all the categories rather than cherry-picked stats to meet a narrative but I don’t hold out hopes for this level of transparency because all the evidence suggests that the number of local-born PMETs in actuality has been falling for a considerable period and some serious questions should then be asked that may be too awkward to answer.

One that springs to mind is exactly what are our immigration and employment policies trying to achieve? Is this more of Lee Kuan Yew’s eugenics thinking in action as the PAP tries to engineer its “perfect workforce” at the expense of the citizens who were born and grew up here?

Maybe the government and the MOM, in particular, can answer us without having to revert to POFMA to state their position and answer our questions?

    MOM ARGUMENTS ARE HIGHLY QUESTIONABLE -without welfare payments and records, it is IMPOSSIBLE to present the true unemployment picture in aggregate let along part division of local PMET retrenched as a proportion of local PMET employed derived from labor survey.

    First there is migration of foreign PMET into local PMET category once they become citizen or PR.

    Secondly, when a retrenched PMET is re-employed part time as bar tender or retail sales assistant or engaged in petty trading of computer repair self-employed at subsistence level, he or she is STILL A PMET but under employed yet maybe classified as “employed” in labor market survey. Who knows this so-called employed PMET is still “employed” next month?

    AS MORE AND MORE LOCAL PMETs get retrenched and joined this pool of ever expanding “employed” PMETs without a PMET job, naturally THERE WILL BE FEWER AND FEWER LOCAL PMET LEFT OR AVAILABLE TO BE RETRENCHED.

    With fewer and fewer local PMETs still working in truly PMET jobs, the ratio of retrenched local PMETs must fall relative to the fictitious BUT EVER EXPANDING local PMET.

    This makes for pretty statistics but how to know that it is ALL LIES??

    Do not allow them majority seats any more. Only with opposition parties in parliament would we be able to have all facts and figures to show us the truth.     If these detailed figures can be released without a lot of senior servants and millisters going out of a job, there wouldn’t be a need for POFMA in the first place. lol

    The whole purpose of POFMA is millisters say wat is wat, no questions asked or can be asked.

    It is my opinion that POFMA is errected to protect a bigger falsehood from minor falsehoods, that come about as the ultimate result of probing questions into unavailable data, confusing data and contradictory information published for public consumption only.

    Ministries have the data and statistics that the public don’t have. So it is unfair and unjust to evoke such a law.

  • Local PMETs - PR Included ?:

    Increase in Local PMETs employment – Does it include the PMETS who are PR or new citizens ? MOM please don’t hide the fact that the increase comes from more on the PR side (newly arrived FT).

    Go to Changi Airport or take MRT from Airport, you can see many FT especially from India with luggage coming to Singapore everyday. These are groups of young Indian males unlikely to be tourists WTF.

    You can use the law, but citizens know the truth and will response to you during the GE just like Brexit or Donald Trump win, this time it will be PAPexit.

    Fake news from the govt is being protected by POFMA. Dumb Singaporeans don’t get it and are being fooled. CECA is killing Singaporeans and our families. Civil servants have been fooled after voting for PAP all these years as their children are unable to secure jobs. It’s a classic betrayal by the Men in White. Singaporeans need to wake up now or never.

    • Population: 5,638,676 – Can this be fake news ? There is no independent way to verify this data from PAP-controlled MOM for accuracy or independent validation. Given the current number of FT and their extended families from their kampong, this figure may be far less than reported officially by MOM.

    • No breakdown of “Residents” – MOM and Govt agencies conveniently use this word besides “domestic”, “local workforce” to fool and confuse our citizens. Is fake news cleverly embedded within these words to suit the Govt by hiding the real information ?

    Please what is POFMA. As many I’ve spoken do not know or not sure what it is. Includes me too.

    Easy. Let me explain. For example; if you say the president is an Indian not a Malay. A Minister can POFMA (verb) you. A Minister can instruct POFMA Office to direct you to change that the President is a Malay. If you refuse to comply you will be fined and/or jailed.

    Only a Minister is empowered to POFMA, not even the court.

    The main issue is there is still a significant number of local PMETs unemployed or underemployed.
    Serious effect on the family wellbeing when the main breadwinner do not have a well-paying job.
    Need to do something about it.
