Third world education facilities produce First world talents in demand?

It was reported that the Andhra Pradesh government has changed their school’s policy to use English as medium of instruction. This is good news for Indian parents as only 33% have access to English study in the state, compared with 80% of children in private schools who are exposed to English.

The state allotted 330 billion rupees (S$6.3b) for education this year – a huge 16% of the annual budget. Of this, 120 billion rupees is earmarked for English learning. It does appear that this Indian state has the finance and determination to do what it takes to uplift the education sector for the benefit of the children.

This is also the state which entered into an agreement with Singapore to build Amaravati City, a new capital for Andhra Pradesh. With a change of state government, the new government decided to terminate the project suddenly. As a result, Amaravati Development Partners (formed by Singapore firms and Amaravati Development Corporation, an Andhra Pradesh government entity) will undergo voluntary liquidation.

Minister-in-charge of Trade Relations S. Iswaran simply said the new government had “other priorities” for the state. (Compare the difference in response when Malaysia under the new government of Dr Mahathir announced his decision to cancel the HSR project.)

It is important to note that in India, most government schools teach English as second language while in private schools, English is the preferred medium of instruction.

Naturally, we would expect the quality and command of English of Indian students to be poorer than our local students who learn English as the first language from primary school level.

Language aside, the general school facilities and resources in Indian government schools are not comparable to Singapore government schools, and Indian teachers and students often work and study under adverse conditions.

I have often wondered how Indian government schools, despite their inadequate and commonly antiquated education facilities and resources, can produce talents in demand by a first world country like Singapore. There must be something unique (almost magical) about the Indian government schools, their education administration and education Ministry, Ministers and their officials.

It is a fact that Singapore’s education institutions like NUS, NTU, SMU and others are highly ranked and accepted in the commercial world and academia. Similarly, our government schools and junior colleges have good and modern facilities and teachers are all qualified in their professions.

The New Delhi government has an agreement with Singapore to train their teachers in batches of 200 to 400 from 2017/ 2018. The training is conducted by NIE International (NIEI), the consultancy and training private arm of Singapore’s National Institute of Education (NIE) which is part of NTU.

The Straits Times earlier reported (10 Aug 2018): “Singapore-trained teachers lead way in Delhi govt schools,” The Singapore exposure provides new exposures for Indian teachers which is part of the state’s efforts to overhaul its schools pedagogy. Again, the New Delhi state set aside 26% of the state’s budget for education, the highest of any Indian state.

Again, Singapore signed a memorandum of understanding with the Assam state government to set up a skills training Centre in its capital, Guwahati, to train up 400 students annually. This will be the third such Singapore-linked Centre in India. Minister for Foreign Affairs Vivian Balakrishnan said: “Singapore is happy to contribute to India’s development…” (Straits Times; 2 Nov 2017).

In tertiary education sector, The Times Higher Education (THE) World University Rankings 2020 does not feature any Indian institution among the top 300.

In the Singapore Medical Council list of approved medical schools for Singapore students to study abroad, only two Indian medical schools are listed – out of a total of 77 approved medical schools.

In 2019, Singapore received a host of global awards relating to Talents and Human Development:

- Singapore retains top spot in Asia Pacific index for talent competitiveness;
- Singapore top again in Asia-Pacific on global talent index;
- Singapore top in Asia, 2nd-best globally at attracting talent: INSEAD;
- Singapore joins top 10 list for world talent rankings; and
- Singapore keeps ninth spot on UN human development index

Prof Tommy Koh said Singapore is “talent deficit.” Why? I don’t agree.

In the recent Parliament session, Minister Chan Chun Sing fought tooth and nail with WP Leader Pritam Singh over some unemployment data of Singaporean PMETs and with his best effort, defended PAP government Narrative that Singapore need foreign talents in the Labour market “to benefit Singaporeans” because there is a trade-off involved as “the government attracts investments and seeks to create better-paying jobs for Singaporeans

But where is the Singaporean talent that our local universities and polytechnics have been producing and why are they no match to the foreign talents that Minister Chan Chun Sing is so strongly protecting?

Has Singapore been winning all these talent awards with foreign human resource and local human resource has been neglected? Have Singaporean PMETs been made sacrificial lambs in the quest for top global talent awards?

Without looking at the numbers of unemployed Singaporean PMETs, why is there so much angst and disquiet among those who have lost their jobs and are doing gig jobs to earn living expenses? Invariably, their fingers are pointing at the imported foreign ‘talents’ (or workers).

How much of the Indian talents are “real” talents that Singapore cannot survive without them? How can India produce the first world talent when Singapore cannot despite our good education facilities and model?

Has the PAP government failed in drawing up a proper national manpower plan a decade ago to prepare and train our bright young citizens with the anticipated new skills that investors require today?

Minister Chan Chun Sing’s assurances in Parliament that government “ is on the side of Singaporeans” and “this government will always have your back,” are meaningless and won’t help the unemployed PMETs at all as they have already lost their well-paid jobs to foreigners. Drop all these empty PAP government Narratives.

Lastly, if a Third World country like India can produce First World talents which Singapore must have to survive, why can’t First World Singapore produce the talent investors require (though not in the same numbers)?

It is only when the PAP government is really taking serious actions (rather than their ‘fanciful talks’) to control the inflow of foreign talents especially from India can our well-skilled and educated Singaporeans remain in employment without fear of unfair competition.

    “Talk is cheap”. Where is the proof? If what CCS says is true then he should provide proof and also explain why thousands of Singaporeans PMETs lost their job and remained jobless or wound up driving cabs or for GRAB.

    Singaporeans should NOT trust what PAP says. It is “TRUST BUT VERIFY”. The latter requires openness and transparency. IF PAP does not trust Singaporeans then Singaporeans should not trust PAP. “TRUST IS A TWO-WAY STREET” – “TRUST TO BE TRUSTED”.

    If Singaporeans do not trust PAP then they should vote for REGIME CHANGE at the coming GE.
