Speaking at the annual public service leadership dinner at Shangri-La hotel on Friday (17 Jan), Prime Minister Lee Hsien Loong said that the the public service needs to work with a first-class political leadership for Singapore to succeed.

“Leadership does matter, and political leaders play a specific, vital role in… our system of government”

PM Lee explained that if the country is politically divided, or if the political leaders are well-meaning but mediocre, then a competent civil service would only be able to keep the country going on “autopilot” for some time.

“The civil service, under these circumstances, cannot launch major policy initiatives, set new directions, or mobilise the population to mount a national response to major challenges”.

Additionally, if the political leaders are not quite up to the mark, the public service then could not function well.

“I hope these values will endure beyond the next political generation and continue to be upheld by successive generations of political leaders in Singapore” he concluded

The decline of our civil service under his incompetent watch is all too clear to see. When I was growing up, I often heard of legendary names like George Bogaars, Sim Kee Boon, Ngiam Tong Dow, Philip Yeo … These are men who dared to speak their minds because they were valued for their views even if they differed from the political bosses. But now, name just one prominent civil servant. I cannot even name one. Which Perm Sec dares to speak up in contradiction to their ministers now? Now civil servants spend their time second guessing the ministers – out of fear for their careers. So do you think they have first class political leaders to work with?

Absolutely spot on PM Lee, we need first class political leaders, not 5 cent leaders who are always absent, or sleeping and being yes men in parliament and are more interested in their private sector life than the people. We need those who are genuinely devoted to serving the people rather than those who cant even empathize with ordinary working folks but think they are entitled to be paid in the millions.

One netizen Choon felt that the current batch of leaders were not critical in their thinking:

Most political office holder comes from where? What was their last position? What was their pay? Who dare to reject or do otherwise if leaders of the day ask them to do something? Most have become ‘Yes’ men, and in fact so obvious to all except themselves .. Lack of ‘entrepreneur’ spirit that those pioneer leaders had..really a concern to many.

    I find it absolutely ridiculous that there is so much emphasis on political leadership & on civil service in S’pore. In a real economy, it is the Private Sector that takes the lead while the govt & civil service takes a backseat role in the economy.

    S’poreans have been mislead by Lee Kuan Yew’s authoritarian mechanism using MNC manufacturing investments enticed by tax incentives & by favourable wage levels (suppressed unionism & repressed low wage eco-system). The other factor is S’pore State-owned Enterprises which were started with seed monies created by CPF savings.

    There isn’t any significant Private Enterprise in S’pore capable of Global dominance in the Global Economy unlike the Japanese (Toyota, Honda), South Koreans (Hyundai, Samsung, LG), Taiwan (Foxconn, Taiwan Semiconductor, ASUS) & China (Huawei, AliBaba).

    This omission is so glaring to those who understand business & economics. No Private Sector strengths are a serious economic weakness in any economy.

    Without a strong Private Sector, S’pore’s Economy is like a boat without an engine to power out of an economic recession. S’pore is an intermediary economy dependent on others for it’s survival. When others fall, S’pore can only fall harder!

    S’pore sovereign wealth was achieved off the backs of all S’porean’s blood, sweat & tears. As successive generations had their wealth transferred out of their pockets, into govt treasury. There is now a need for more incoming fresh blood to suck from re: Population Growth Policy.

    The preference for foreigners in S’pore’s Economy is to entice silly foreigners to come in for “extraction” services. And that is why the reluctance to reveal Statistics on job creation distribution.

    The Govt Narrative is topsy turvy – placing the govt & it’s civil service as the “Engines” for Economic Growth.

    What other economies does that besides Communist regimes who enacted State-directed economic initiatives.

    The last I’ve heard, they have all disappeared replaced by Private Enterprise systems after late 1980s to early 1990s.

    Add on fake statistics which show that 80% of jobs went to Singaporeans, their own arrogance and unwillingness to be accountable and you can judge for yourselves if these idiots are truly up to the mark.

    At the end of the day you can call yourself whatever nice sounding high handed impressive names you want but your work performances already have shown you come nothing close to being a first class political leadership.

    LKY deserves certain credits. But I think the main error he did was choosing the wrong successor. The second prince LHY would be a much better choice. Also, he silenced all critics and surrounded himself with Yes-men/women, who have no real world experience or accomplishment.

Regrettably, he deviated in the 80s into developing the very wealthy “businessman-politician” personality; thenceforth the institutionalised cronyism under which the people are suffering today.

    Why?
    1)They pay themselves the highest pay for politicians in the world. Many times more than the second highest. Some say their pay is more the combined pay of the 2nd to the 10th.

    2)They managed to brainwash 80% of the voters to believe in them. Why 80%? We know 70% voted for them. But many of the oppo voters still want PAP to be gov. Even the oppo politicians only want to be back seat drivers or to ask questions. No one there want to lead the country.

    Dictatorships know this trick very well, CCP commies always say 亡党亡国 not without reason. History will point out that this is not true. ruling parties will come and go, dynasties will come and go, but the Chinese civilization has already survived for more than 5000 years.

    Has one wondered why the subject of History is deemphasized and marginalized by hardcore sciences? Why the learning of world history of 10K years is replaced with local one of 300yrs? The convenient excuse is that the country needs engineers and scientists for the economy, while “local” history is more relevant.

    One core difference is that one is a study of things and nature, the other is a study of outcome of human actions. It is to the ruler’s advantage that citizens are not interested in politics and not politicized or not well informed of man’s past actions in this world, so few could ponder and question their rule.

    A good government needs to have a good portions of both, not just technolocrats.
    To be good politicans, one must have a firm grounding of history.
    Most critics and dissenters have a good grounding on history and social sciences.

    Learn history, be aware of global affairs and their historical contexts, so that history would not repeat itself.

    It is for the same reason that I have doubts about China which has the same tendency of PAP to use state enterprises as drivers of economic growth, and as instruments of unnecessary intervention to capture the economic narrative for CCP purposes.

    Since President Xi, the shift of bank credit to private sector fell from 57% to 11% from 2013 to 2016 (last official data available). Hence, more and more private companies in China are shifting their capital needs away from China.

    While, the narrative about the slow down in China is about the trade war with US, the truth is that squeezing the credit for the private sector is more significant and more damaging long term. The private sector accounted for 126 of 165 bond defaults in 2018 (NY Times 2019).

    And when the Chinese government ease credit for the private sector, it also demanded that its officials are embedded into these companies. You would have notice the relinquishing of executive roles by Jack Ma, Pony Ma, Robin Li recently.

    But unlike Singapore, China wants a cohesive Chinese narrative, about the ‘One China’. But HK and Taiwan have shown otherwise. It is not as easy as eating chicken rice, the ‘domestic’ rebellion is not just China but a global phenomenon.

    Hence, it is inevitable that the domestic political process in China itself would and must go through some ‘chaos’ in the next decade. And the natural talents of the Chinese not that of the CCP bureaucrats must come to the fore.

    In Singapore, I think, we are having a generation that is already more entrepreneurial. It is dangerous to make continuous blanket categorization without ever visiting their projects or talking to them. The question is, do we have the political ecosystem for them to flourish. And that is certainly lacking.

    And as Ngiam Tong Dow said, we have many more ‘yes’ men in government. This is the unfortunate inertia and biases built by having PAP in power for so long. And, it is not a bad thing to shake them up by voting in…

    I’m left with more questions than answers here. China has low levels of hard currency debt – doesn’t this mean they can keep the investment game going for longer? also, doesn’t one belt provide more investment opportunities? ie: it’s not all a waste if it’s capturing low hanging fruit in Cambodia for example. also, it’s the consumer now levering up, so the whole economy going in the right direction, albeit slowly?

    What the outcome will be….. no-one also knows. Not even the best critics of capitalism, from 1848 onward, have yet accurately predicted its future. But it’s on the way for the western world. The core dynamics of capitalism, leading to its self-destructive, wild oscillations, ever-bigger with each cycle, are fully in play.

    But things are changing, rapidly, and those who can ride the change, will survive, if the results are not finally catastrophic, as they often seem to be.

    Those who resist it – Trump and the US — likewise Singapore are doomed.

    China State enterprises own 50% of debt, but contribute 22% of GDP (2016). China corporate debt is highest among Japan, US and Europe (2016). Rural banks collapsed late 2019. China rose on capitalism, including its wild gyrations.

    Things are always changing. The Logarithmic law of changes, means it changes in unexpected ways. I don’t believe BRI will be that significant. I believe in China rise but not from the dull narratives of CCP or grandiose schemes. Ultimately, the Chinese ppl will do it in their natural ways.

    There is a inherent danger beyond the Democracy-Socialism-Marxism political categorisation & static arguments. Much has changed over the years!

    Democracy is not democracy but free-market neo-liberialism (Corporate power, wealth disparity, 1% percentile).

    Socialism as practised in Scandinavian welfarism are stuck with huge govt debts unable to pay itself forward. Negative yield, open borders, stagnant EU economics are clues.

    While Marxism is actually Centrally directed Pseudo Private Sector Economics with subtle shifts, not using heavy handed guidance.

    China has become adroit using Strategic Planning intelligence to dominate the areas where the West vacated – Mobile technologies, Alternative Big Tech to US Dominance, etc. Focus on STEM subjects to dominate the technology sphere.

    The West failed to see the benefits of Intelligent Central Planning Initiatives being embroiled with political pork barreling & serving greedy Corporate masters. In the process, they failed to see the dangers of their own hubris & arrogance.

    Western economies are playing with fire using currency debasements & uncontrollable debts in the field of finance & debt leveraging tactics to eke out returns to the 9th power (It is called Financialization).

    Where is the hard work, the accumulated savings & the capitalism that the West was famous for?

    When the end game hits, blood & gore will hit the ceiling fan!
