Single mum with 16 year-old son stayed in police lock-up for 10-hours for not paying accumulated S&CC bills of $2150

Felt shocked to realise that a single mum with a school-going 16-year-old son was arrested at her office for not paying accumulated S & CC bills of $2150. She stayed in the police lock-up for close to ten hours before being release.

The S & CC fees were unpaid for 18 months since April 2018.

I told her that she is fortunate they didn’t put her in jail outright. Prolonged non-payment of S & CC bills can land a person in jail here and she still has to pay up the default after the prison discharge. It’s probable that the single mum may have ignored numerous court orders triggering a warrant of arrest as a result.

Out of the total default owed, a massive 40% or $937 went to other miscellaneous costs such as penalty charge $310 and legal fee $627. The town council is willing to waive the penalty fee of $310 but not the legal charge.

The single mum, who is working as a promoter with a monthly salary of $1000 plus, told me that each time she couldn’t pay the monthly installment of $159, the town council will send in a legal reminder which costs about $200 – further aggravating the S & CC default. It’s akin to paying a loan shark but this time it’s a legalised one.

With such atrociously high legal charges levied on errant defaulters, the law firm representing the town council must have racked in tens of thousands of dollars each month on legal fees alone.

Moreover, besides paying the monthly installment of $159 for the default owed, she has to cough up another $78.50 for fresh monthly payment for S & CC charges. This is on top of the many other bills Singaporeans are currently paying.

Our town council sinking fund has reached close to $2 billion and some estate has pooled resources to derive benefit from economy of scale but none of the savings have being passed to the residents so far. Residents also are rather clueless as to how the town council uses the S & CC fees collected which could run into millions for each estate per month.

We also realized that in the past, some town councils used the excess sinking funds to dabble in risky financial investments but they have now stopped.

As for the single mum’s financial trouble, I asked her why she didn’t rent out one of her room to alleviate the situation – she told me that she is uncomfortable living with strangers under the same household.

The small single-parent family does not receive any maintenance from the ex- husband and the mum is working 12-hour shift for seven days a week trying to keep up with all her bills especially the S & CC one which may invite a jail sentence if not properly paid.

    Confirmed plus chop, the single mum’s plight wouldn’t have been such if she’s living in Hougang or Aljunied GRC or any constituency managed by the opposition party. Oppo MPs have a heart. They’ll surely be compassionate towards people who truly need help.

    GE is coming. if you vote for the MSM again, you’re just looking for and heading towards the “road to death”.

    I am sorry. Although I empathise with her situation, she could have partially if not fully solve her arrears by renting out a room.

    To say that she is not comfortable with living with a stranger is, to me, not a good reason considering her predicament.

    She can specifically rent to ladies only if that would ease her discomfort.

    But whatever her feelings, she is in a jam and must first do what is necessary to find a solution and not hope for handouts from people like Gilbert Goh.

    how come not small claim leh (not even outright cheating and scamming in the ‘usual’ sense as it is fees / services imposed (mandatory and no choice of not wanting it) not even something that someone purchased and agreed on a price (even the latter is a civil matter addressed via small claim for non payment) ??

    S’pore Govt Institutions have no humanistic feelings for the lesser off, the mechanics totally geared against low income earners & penalised them severely as a show of excessive force if they stepped out of line.

    In truth & Financially Speaking, the govt aligned themselves with the rich & wealthy in the way they conduct themselves. Noticed the following:

    * A low tax eco-system (favouring companies & the rich);
    * A pro-business environment (low welfare expenditure, repressed union activities, etc);
    * Foreigners treated with special gloves vs locals;
    * Heavy Infrastructural Spending on White Elephant beauties like Jewel, T 1-4, GBTB to showcase S’pore to foreigners;
    * Legal treatment discrepancies between the rich vs poor (*case here);
    * Local Men perform NS obligation while foreigners bypass such obligation;
    * White Horse designation for those high & mighty sons of Cronies. Even long deferment; &
    * Corporatised medicine where basic healthcare are simply too expensive for the poor.

    But a country is not a country if they leave their people behind! At times, you wonder why the native born locals faced such tremendous hurdles to even reduce the wide disparity between the haves & the have-nots.

    Why this treatment? Financially Speaking, S’pore is a Feudal System controlled by a few decision makers. The Mechanism is geared towards enriching a certain family & their cronies. All others are either debt serfs (working class, incoming foreigners borrowing to live) or wage slaves (elderly on hand-to-mouth existence).

    Education resources are spent on Foreigners in order to create a Vote-Banking core of New Citizens. According to certain sources, only 30% of local students are given places in local tertiary institutions.

    A foreign acquaintance remarked when told of this, “How can a country fulfilled their economic potential given such a policy?”. I have no answers myself.

    The PSLE scandal was an example of how the poor suffers under the system. But 70% are blind & tone-deaf to poor people’s plight. What’s the outcome? Do we have to face the Apocalypse before we wake up?

    A shocking sentence in its simplicity and power, and a poignant summary of a very basic truth about what it means to be poor in Singapore.

    When even the office (Town Council) created to help you ends up punishing you, one has to ask what new lows are we reaching. And more importantly, how are we going to take steps right now to preclude this from happening again and happening systemically?

    Compared with the bulk of the population of this planet, the poor in Singapore are not doing so bad. Is it a bed of roses to be poor here? Well, no. But they apparently have cell phones, refrigerators, TVs, air-con and a plethora of wealth.

    My reaction is “so what?”. They’re poor, and poverty sucks. There will always be relative poverty in any society – this is unavoidable. The main issue is that globalization has made many Singaporeans less economically valuable, hence “poorer”.

    We, as a society must care for our poor, our children, our elderly, if we are to be a good society. We allow our politicians to be lazy, stupid and beholden to profits and corporations rather than the people they are supposed to represent and serve.

    We are a country in really big trouble. It is time to wake up and demand that real change be made now. We need leaders, LEADERS, not politicians, leaders who are educated, intelligent and actually care about the people in this country. I’m so tired, just sickened beyond words, at the obvious idiocy that is paraded around by politicians and their ilk.

    How did we get so far astray from the ideals of morality, ethics, intelligence and vision in our leadership?

    Do not judge the poor preference of staying alone and with love ones with comments like “if she could have partially or fully………….”
    It’s not about renting out to solve your problem.
    Do you know the real physical issues with co-tenant?
    One’s dignity and honor must not be compromise too.

    The problem is not hers alone. It’s a NATIONAL PROBLEM.
    Why the need to outsource to lawyers as “Tai Yi Long”.
    Compounding the arrears is not the solutions, where’s the interest earned on estate funds being used for. I’m not suggesting hands out. But surely, these interest earned cn be considered for real cases. Not losing millions in stocks and bonds. Is this right?
    MPs needs to do more & be full time. If continue, these MPs should be paid on hourly rates.
    PAP incumbents and high paying civil servants, come down from your ivory tower and serve the citizens.
    Don’t take our peace & abandencce for granted.
    Malaysia & Hong Kong are living examples of incompetent and some corrupted (leegally too) office bearers.

    This has been a “great” long standing practice. Some years back, an old woman was arrested for a few days for the same “offence” of having no money to pay TC.

    A very bad long standing practice. Won’t change until a very top person expresses dissatisfaction. Just like the long standard practice of MOE in shaming PSLE students.

    How do those lawyers sleep at night? They are blatantly profiting from the very poor, providing basically no legal services. If other gov departments don’t need lawyers to chase for unpaid money, why do TC need lawyers? Totally brutal and unneeded.

    we do fork out in times past S$2 here and there.

    after GE2015, we only fork out S$100 any time there is funding for OPPO but we have not ever since forked out even S$1 for any other since we don’t know if that person has voted pap or OPPO.

    anyway if voted pap, asked for it. if voted OPPO, can still ask pap MP for help but unlikely to get any since it is pap.

    Her discomfort is perfectly reasonable. Even if she rented out to a woman who know what the renter would do.
    I find it absolutely pernicious that Singaporeans are often compelled to rent out rooms to make ends meet.
    It’s also unconscionable that in the 21 st century debtor’s prison still exists in Singapore.
