Work passes revoked for 2 who entered Singapore without MOM approval

Two work pass workers have had their passes revoked by the Ministry of Manpower (MOM) for entering the country without prior approval from the ministry.

MOM announced that it has also suspended the work pass privileges of their employers, for breaching the entry approval requirements currently in place.

Since the outbreak of the Covid-19 in the country, the MOM had regulated on February 9 that all work pass holders with travel history to mainland China within the last 14 days and planning to enter/return to Singapore, are required to obtain MOM’s prior approval before they commence their journey.

The employers of the 2 workers had sought approval for them to enter Singapore on February 11, but their applications were rejected,  as part of MOM’s efforts to ensure a manageable and orderly return of such workers.

Even though the employers were informed of the outcome at least 12 hours before the workers’ intended arrival, they still made the journey and entered Singapore on 11 Feb 2020.

The employers have been instructed by MOM to repatriate the workers within 24 hours. The workers have also been permanently banned from working in Singapore. As for their employers, MOM has suspended their work pass privileges for one year.

In the meantime, MOM is reminding employers to seek approval using the online facility for work pass holders with recent travel history to mainland China to enter/return to Singapore.

Employers should inform their employees not to make travel plans to Singapore until approval has been obtained from MOM.

Upon the employee’s arrival in Singapore, they will be required to serve a mandatory 14-day Leave of Absence (LOA). Employers and employees have a joint duty to ensure that employee behaves responsibly during the LOA.

MOM will not hesitate to take enforcement measures against errant employers or employees who do not comply with the requirements set out above, including the revocation of work passes and suspension of work pass privileges.

    Look at this simple case in more details:

    1) MOM rejected these two persons from entering Singapore.
    2) ICA allowed them into Singapore.

    Either MOM failed to inform ICA or ICA system not working. Either way, it not good for a digitally advance Singapore, does it?

    Even before this specific case, doesn’t ICA have the full list of people that need MOM approval to enter?

    The gov systems are just not functional. Only good at bullying locals.

    The chances are they were stopped by ICA at the airport and are now awaiting repatriation back to where they belong.
