A better-governed and politically more inclusive Singapore in the years ahead

Like many observers, I had also underestimated Singaporeans’ (especially younger Singaporeans’) desire for fairness, accountability, and decency in our political system. The results, as many have pointed out, bode well for Singapore. I think we can all be proud of the way we seized the opportunity this GE offered to send a signal on the kind of politics, and the kind of PAP government, we would like to have. The prospect of having a courageous, young, and likeable WP team in Parliament (Leon, Gerald, Jamus, Tingru, Raeesah, and possibly Nicole)—capable of questioning and scrutinising government, demanding accountability and checking potential abuses of power—must have been one of the reasons the WP did well in this GE. (Btw, the WP’s overall vote share in the places it contested was higher than 50 percent.)

But we shouldn’t get ahead of ourselves. The PAP is still dominant and fully in control of the levers of power. The results also do not necessarily mark the start of a transition to a fairer, more democratic system. There is nothing inevitable about democratization.

Older Singaporeans like me know that we’ve been here before. In 1991, the PAP also performed poorly in the first GE after Goh Chok Tong became PM, winning 61 percent of votes and losing two more seats to the Opposition. PM Goh had gone into that GE promising a kinder, gentler style of government. The PAP’s main response to the 1991 GE results was not to make Sg’s political system more representative, competitive, or diverse. In fact, it did the opposite. For example, GRCs were enlarged from a maximum of 4 seats to 6 seats. Gerrymandering became more blatant; in the following GE in 1997, Marine Parade GRC stretched all the way to Serangoon Gardens. The use of law suits against political opponents, often bankrupting them, became almost routine.

Likewise, after the shock of GE2011, the PAP responded with a combination of social policy reforms (this explains Tharman’s popularity) and (especially after 2015) hardball and repressive politics (attacking the WP’s management of the town council, the reserved Presidential election, POFMA, the vilification of political opponents including private citizens, etc.)

Nonetheless, I’m hopeful that this time would be different. For one, unlike 2011 when people voted against the PAP because of its lapses on bread-and-butter issues (housing, transport, immigration), I think the signal that (younger) voters care about more than bread-and-butter issues could not be any clearer in this GE. The PAP went into this pandemic elections promising that it would look after our jobs and health—you really can’t get more salient reminders of the PAP’s appeal in terms of reliability and a safe pair of hands. Paradoxically, it was possibly because voters were confident that the PAP would deliver on these issues that they could signal that they wanted more from our political system—that fair process matters as much as good performance.

Second, I think voters are coming round to the idea that diversity in our political system and humility in our political elites are virtues. The PAP went into this GE assuming that people would rate its handling of the pandemic as world-class or at least above average. When confronted with criticisms of its pandemic response, it has been prickly and defensive. (A senior 3G minister even haughtily characterised such criticisms as “dyspeptic”.) In short, the PAP probably underestimated the deep undercurrent of discontent and scepticism at the government’s management of the pandemic; it really should not have assumed that people would rush to give it a strong mandate simply because this was a serious crisis. Legitimacy has to be earned. In this GE, enough Singaporeans indicated with their votes that it’s precisely because we’re facing a crisis of historic proportion that we need to tap on a wider array of ideas in society, and that political elites should always remember that they are servants of the people. (I had earlier written a piece on why diversity and humility are the real lessons the Singapore government needs to draw from this pandemic; see link in the comments below.)

Beyond the style of governance, I’m also cautiously optimistic that we might just see a substantive change in policies in the next few years. Of course, this initial optimism is justified only if the PAP does the necessary housekeeping to remove, or reduce the influence of, its hardliners and to elevate the role of reformists in the party. This is also why I think the PAP should press on with the transition to its 4G leaders (especially those who did relatively well in this GE, eg. Ong Ye Kung, Lawrence Wong), rather than delay it any longer. (I wrote another piece on the thinking that should inform our policy reforms to deal with a pandemic-disrupted future; see link in my comments below.)

For these reasons, I’m hopeful we’d see a better-governed and politically more inclusive Singapore in the years ahead.

    The PAP will continue to make the same mistakes over and over because the 3G will never, ever change. It’s as simple as that. If they really wanted to change they would have done so after the 2011 GE but what did we get? We bloody got an announcement in 2013 that they wanted 6.9 million people in 2030, that’s what!

    So to the out of touch 3G this is but a small setback and nothing more. Lost only 4 monkeys mah, not 40 turkeys what. Still can do things the old way they are used to and ramming policies down our throats and telling us they know better than we do and of course, letting in more aliens onto the island in the coming years. Do you really think the PAP won’t go past the 6 million mark by 2025?

    Change is very hard and it’s even harder when you are forced to do it. The PAP has already shown on numerous occasions than we care to remember about just how arrogant it is. There is no way in hell we are going to get a humbler PAP, most definitely not while the 3G are in charge since they do not know what humble means and they see it as a weakness.

    And oh yes, you can also forget about them apologising for any wrongs they have done or any they will do in future. Sorry isn’t in their vocabulary and it’s seen as a sign of weakness to them too. As far as they are concerned, only weak opposition like WP apologise, the PAP never needs to because they are never wrong after all. Arrogance once again on proud display there fellow Singaporeans.

    Another good thing to look forward to is when the next election is held in 4 to 5 years time there will be even more younger voters too. By then everyone born in the last century will be able to vote and even a few from the early 2000s too. And who knows what else these millenials might want?

    Hope the Government will be more accountable to the people and the Opposition MPs will do a good jobs to make Singapore a better place for all.

    Too bad for the pap. Time is running out for them. Unlike older singaporeans like us, our fellow young voters have no patience to wait for the pap to change lah.

    Past elections have shown the younger generations that each time after singaporeans have given the pap a strong mandate, the pap would betray voters’ trust. If anyone is not convinced and want proof, just go and watch Dr Chee’s videos.

    So, instead of waiting and hoping for a miracle to happen – for the leopards to change their spots, our wiser, braver and impatient young would rather vote for the WP or other oppositions to see the real change that they want to see.

    Many, if not most, commentaries attribute the swing against the PAPie to the younger generation of voters, citing the Sengkang GRC as THE example.

    From what I’ve read, most voters in Sengkang are young meaning they are below 45 years old. I do not know the % of young voters in other constituencies. BUT the swing AGAINST the PAPies of around 8.5% is quite consistent across all constituencies.

    And that such swing is NOT indicative of the support for the oppos, but more against the emperor without clothes whose epic failure in his mismanagement of the COVID-19 is just one manifestation of his incompetence, arrogance and conceit. The example that Singapore’s arguably most qualified expert, Prof Tambyah, was NOT even consulted or appointed to advise the PAPie on how to handle the crisis must have rankled sinkies.

    It just goes to show the emperor without clothes self-serving interest of not doing right for Singapore and sinkies…….wanting to claim all credit to himself and the PAPies.

    All I can say, and I am repeating this, is I am concern about Singapore and sinkies’ future, even with Sengkang GRC being won by the wayang party.

    The only way out for PAP is to ask Lee to step down and let Tharman to take over, then meaningful and sustainable reform can take place.

Retirement on our savings has turned into a pipe dream for the majority of Singaporean elderlies even at 65, as you know very well sir. We have many young peoples who are new voters. Never insult their intelligence.     The performance of ALL those taking part in the 1st televised debate: Vivian Balakrishnan (PAP),Francis Yuen (PSP), Chee Soon Juan (SDP) and Jamus Lim (WP) clearly vindicates my frequent comments as to why we are becoming SINKaPOOR.

    Chee Soon Juan resorted to the broken record criticism of VB overspending $276 million on the YOG (altho Chee did not state the actual figures)

    What EVERY so-called oppos should have attacked VB & therefore the emperor without clothes regime was the foreign policy failure when China refused to invite the emperor without clothes to the 1st Belt & Road forum. Subsequently the emperor without clothes was invited by President Xi showed his disdain by putting the emperor at the back right end for the photo-op.

    As for VB, he should have attacked the wayang party’s manifesto for lacking in details like what kind of “maths” and what kind of “well paying” jobs & how these could be created, rather than term the wayang party as PAP-lite….

    People can aiyoh for the rest of their lives and get nowhere …..ditto those who bury their heads in the sand thinkinyohg too highly of themselves………..only to see SINKaPOOR sinking even further………even as the results of the GE vindicate my comments all along………..dun tok about leopards not changing their stops…….talk about dumb and self-serving red idiots keep spouting aiyoh for the rest of their lives………and ignoring the true character of Chee Soon Juan with nothing but chut pattern responses.

    Even self praised Tan Kin Lian has echoed my view that the GE2020 results would result in SINKaPOOR sinking even more……….I doubt the so-called oppos like PSP would be given another opportunity at the next GE for it to lose. See also my reply to Great Asia as follows, but before that Lim Tean has acknowledged that there could be no unity/alliance of the so-called oppos because of “self-interest”. I would include Lim Tean himself as standing on “self-interest” ground, rather than for the overall good of SINKaPOOR and sinkies.

    Tharman for all his brilliance cannot be considered as alternative to the emperor without clothes because he had FAILED to call out the emperor's epic failures due to the PAPies' culture of "collective responsibility".

    Another more prominent person not belonging to any so-called political or any political entity, would be ideal………he was once slated to stand as the PAPie candidate in the mid-1980's but decided to withdraw because, in my opinion, he would have posed a threat to the eventual emperor without clothes

    Pappy machine will never give up their power – it will just get worse and worse to hold on to what it has and will try to get more by hook or crook.
    Wait for the rise in all taxes, ERP and basic essentials to fund their high cost retirement.

    Until they are kicked out nothing will change. The question is – will this slow and steady ‘quest’ be overtaken by the new migrant wave? We cannot undo the past 30 years.

    It is very likely the $G we know is already dead and buried. The migrants will be the new owners in a few years and they will not want bite the hand that feeds them.
