Level Playing Field, PMETs’ Dilemmas

In Singapore, we have a government that is creating opportunities for economic migrants and welcoming them with open arms to compete with our citizens for jobs. The government called them Foreign Talents or FTs in short, about 3M of them came since its inception and probably more than a million have become citizens or PRs. Instead of creating jobs for citizens, “new citizens” were created, categorised foreigners as locals (PR included) in job statistics. Rules of employment were constantly changed to pacify the angry disadvantaged locals and the various Ministers have stated the needs and justifications in importing these foreigners.

There are some real talents that have helped created economic values, but majority of them are brought in as cheap labour, the Employment Pass for PMETs have deprived the jobs meant for locals more than Work Permits. A level playing field is required!

For a local’s monthly salary of $6K with 13th month AWS, the company pays a total of $91,260 a year including CPF, he/she takes home $62,400 with the difference going into CPF and need to pay about $2,000 of tax. Highest 1/3 forced saving in the world, drawdown till 95 or dead do us part.

A foreigner with the same pay need not pay CPF with the company’s lower outlay of $78,000, cheaper by 17% without CPF contribution, and about $3,000 or lesser of tax with relief and rebates. (For the same income, need to pay about $17,000 on various taxes and social security in New York, slightly lower in other States, For China and India, it is 25 to 30% tax bracket.) Locals cost more! NS obligations, maternity & paternity leaves, etc.

For a business, one of the management’s objective is to keep costs low, foreigners are definitely cheaper, better is subjective. A government created situation taken advantage of by businesses and foreigners, locals lose out and still get insulted by our government.

Has the MOM’s policies encouraged companies to employ locals?

What about discouraging companies in dis-incentivise them in recruiting foreigners?

1) Implement payroll tax for foreign PMETs, say 17% (like levies, no more saving on CPF), and a personal income tax of 20%, well, it’s much higher elsewhere. Additional revenues to compensate locals, and a level playing field. Fair?

2) Real Talent required, talents that are not available locally, not $3,900 minimum. It can be $6,000 or $10,000 in selective sectors. It used to have Shop Manager for $3,600 with accommodation, overtime inclusive. Cheap labour?

3) Professionals, Managers, Engineers and Technicians are key to any business and formed the top 20% in the company hierarchy. Only Consultancy firms have higher percentage of PMETs, 40% would be max for quota. OMG! we have runaway of 75% employment pass holders in companies, MOM sleeping on the job. Need quota?

4) If an enterprise do not have a 60% core employment of locals, it’s not worthy to be based in Singapore. Statutory Boards the likes of EDB should not be attracting investments on low costs but value-added businesses, dishing citizenships to high net worth without measuring their commitments to OHQ and dishing out more citizenships with more imported PMETs required to manage instead of localising. The only jobs created by billionaires are drivers and cleaners, good paying jobs?

5) How did it gets to 400,000 foreign PMETs employed when we have 200,000 of our own unemployed or under-employed?

6) We need to guard our shores as much more foreign PMETs would invade our shores with international unemployment escalating. Recessions expected to last 2-3 years.

We have another 200,000 PMETs of our own overseas, many would want to come back to Singapore with the impact of Covid-19 internationally. Never mind about the pay, do we have enough JOBS?

Tone-deaf, an occupational hazard being Ministers or unbecoming of PAP’s inabilities to appreciate or understand the concerns and difficulties of we the citizens of Singapore; so out-of-touch, so heartless. Another excuse or justification for FT creating jobs for locals would get more middle fingers from locals.

    The chiefs are not tone deaf this time. They had to import or keep foreigner villagers because their reputations are at stake. They signed an Indie agreement called CECAdia without being able to show the villagers the benefits for years. All the freaking hot air that cannot be justified with solid numbers are still there.
    The rumour is out, getting louder by the day and carries elements of truths. If the chiefs don’t keep or import the foreigner villagers, they will be hauled to international village court and they will lose their stature big time.
    To prove the chiefs’ innocence, all they had to do is show everyone the exact terms of agreement in the CECAdia, but they don’t want to. Unfortunately, there are still 61% idiots in the village who think that this is not the case.

    Deal with the FTs issues and create a more level playing field for our local unemployed and underemployed PMETs.

    Exempting foreigners from CPF is a big mistake. PAP screwed Singaporean PMETs big-time with his policy. It made Singaporeans 2nd class citizens in their own country. PAP tried to fix the problem by emphasizing training. But this will not work because there will ALWAYS be a “cheaper” foreign worker with the same (if not more) skill at a lower cost to employers. PAP will not change the policy because it would amount to admitting it made a mistake. PAP hubris will not allow this. Did LKY (or PAP) ever admit they made a mistake?

    Ms He shared photos from the gathering, that showed that she was seated with some of the PAP’s fresh faces, Jurong GRC’s Xie Yao Quan, Tanjong Pagar GRC’s Alvin Tan and Pasir-Ris Punggol GRC’s Yeo Wan Ling…..

    Not only did the four MPs elect seem to enjoy having lunch together, all four also posed for photos at Parliament House. A photo Ms He posted showed the four politicians standing at the entrance of the House, while maintaining social distance:

    Actually, the ugly truth is Singaporeans dare not voice criticisms against policies out of valid reasons. But these valid reasons caused them to suffer further.

    For example, a girl say she let the bad guy rasp her because she was threatened.

    Another group of citizens are worse.
    They could not even discern it’s the policies issues.

    Another group of idiots assume that policies are well thought out . So they feel that the odds are against them if they suspect something is wrong with policies. They do not have confidence in their thinking.

    Need to change existing Policy…reduce the number of FTs here,by at least 50%.Many of such jobs can be easily done by our locals,especially underemployed experience PMETs.
    Sad to see them wasting their time and talent as Grab drivers,Security Officer,freelancing etc
