Pass law but do not enforce it

Why do we have laws that are NOT exercised? How is it possible for a minister to appear to be “above” the law of the country by claiming he does not plan to prosecute offenders? Then why do we have the law in the first place? Would it lead to abuse as to who they choose to prosecute? No wonder we are timid as a rabbit and we are poor as a church mouse.

Singapore has no plans to fine those who display the national flags beyond Wednesday (30 September), said Edwin Tong, the Minister for Culture, Community and Youth.

In a post put up on his Facebook page on Wednesday, Tong addressed recent media reports that those who continue to fly the national flags after 30 September will risk being fined up to $1,000 under the rules of the Singapore Arms and Flag and National Anthem Act.

“Let me assure you: as far as I know, no one has ever been fined for this, nor do we plan to do so,” he wrote in his post.

“There’s no reason to ‘punish’ those who treat it with respect and dignity, and are proud to showcase the Singapore spirit.”

I do not agree with the approach of the minister. It is a bad practice to pass laws and not enforce it. After a while, people will not know if they should respect the law.

If the government decides not to enforce the law, they should pass a law to suspend it for the time being. At a later date, they should pass a law to remove the suspension.

Under the rule of law, there should be certainty on the law.

The law should not be administered on a arbitrary basis, i.e. for the law enforcer (or the government) to decide whether or not to enforce the law. This “flexibility” could lead to corrupt practices – i.e. the law is not enforced if the offender pays a bribe.

    PAPIGS have been the Judge and Jury all these past decades, making laws to suit their agenda.
    Inside 200M is not within 200M, and breaking GE law is not an offence for them.

    @ Tan Kin Lian is right of this posture. Passing law without intent or with intent to be selective of application is POLITICAL CALCULUS of law partisan abuse.

    It opens the door to corrupt law practices and enforcement.

    The law is two edged sword – used for good(reward/favor) and evil(against rival/disobedience). On the surface, law can be set to discretionary in circumstantial context.

    But when we say the ministers are above the law is because they create the law, like gods(in their interests base on their vision or views – reptile’s wisdom).

    That is one of the major problem nations and people are facing- abuse of the law(with severe consequences to people and the world).

    The script says … do not tempt the Lord thy God(read with discernment in the context of world affairs). The strong man is above the law.

    Hence, LKY “prophecied”, demolish his….House(understand with discernment).

    But the reptile says no. Hence, popcorn everyone.

    Laws are made to be broken, @Tan; you may not know, there is an un-written law for PAP only; “Law is not meant for them, that’s the certainty on the law”!!

    Once upon a time, crooks joined the army to avoid the police, now crooks join PAP to be protected by the Police!!

    Didn’t you see there are laws on polling station, but PAP was the first to break it!!

    There are laws on cooling-off day before election, PAP was the first to break it!!

    There is law on GRC to ensure minority race representation, PAP was the first to break it!!

    Also PAP’s Minister suggested hara kiri for wrong doing, but not for themselves.

    POFMA is meant to protect PAP’s lies and prevent truth from others. Isn’t this very clear???

    As with so many other aspects of life, rights and entitlements are pushed with a view to the benefits vis-a-vis the costs. It is simply not possible to enforce every law to the full extent in all circumstances. There is a cost benefit trade off if we go down this road. And the cost will outweigh the benefits by a very long stretch.

    It is such a ridiculous thing for anyone to say, much less TKL.

    TKL can often be so wedded to theory. I can barely comprehend how someone like this could be head of NTUC Income for so many years.

    I wonder if there is/are any other countries in the world that has a law that charges its citizens for failure to remove the national flag on request ?
    Shame to our so-called first world country with rich millionaire politicians, also, the highest paid in the world, so to speak. The Cantonese say: Mo Ngan Thai !

    I AGREE WITH THE VAGARIES of law justice or injustices often of your notation.

    BUT @ TAN KIN LIAN is right of his protest on this one. Corrupt law practices arises from TWO FRONTS

    - abuse of office (power) of selective targeting of punishment.

    - abuse in office ( using “Deep State” of taxpayer-funded establishments to apply the full onslaught of power abuse to oppress and decimate dissension or critique.

    PASSING LEGISLATION WITH DECLARED INTENT not to apply (BUT IT WILL BE THE CONTRARY WHEN SELF-INTEREST PROTECTION OF HEGEMONY AND LONGEVITY is primary calculus) OPENS THE DOOR WIDE OPEN AND “OFFICIAL” OF “justified” use of alleged law violation in UNLIMITED ABUSE of both “of office” and “in office”.

    It is like carrying an well-sharpened ax in a cul-de-sac when no one else is allowed in an unfair fight.

    The distribution of TraceTogether tokens will be progressively expanded to about 100 locations islandwide, such as in malls and community centres.

    More than 100,000 tokens have been collected since distribution kicked off on Sept 14 at 20 community centres and clubs in the Jalan Besar and Tanjong Pagar areas, the Smart Nation and Digital Government Group said yesterday.
