PSP’s Statement on Ministers backtracking on their TraceTogether promises

At the party launch in August 2019, we emphasized the need to have a government that is transparent, independent and accountable to its people. These are the cornerstones of our party’s political ethos.

We are deeply troubled by what is happening in our nation today – the PAP is backtracking on its words and since Monday 4th of January the Singapore Police Force is empowered under the CPC to obtain any data, including TraceTogether data for criminal investigations.

Such a move is not aligned to our idea of dealing with the current healthcare crises. The government asked us to adopt TraceTogether apps and tokens to deal with the pandemic, but today, it allows this very data for investigations under Criminal Procedure Code.

There are deeper implications to their actions. Backtracking is not good politics, and it erodes the confidence and social compact of our citizens in our political institutions. There is much disquiet on how the government is handling sensitive information and we are concerned that the TraceTogether apps unnecessarily expose users’ locations and infringes on their privacy.

We are also concerned that the government’s overreaching powers will discourage people from using the TraceTogether app or token altogether and will set us back in our efforts to fight the spread of COVID19. There are new strains of the virus and as long as COVID19 or the new variants are around, the fight to contain the virus is not over yet.

We need to be singular in purpose when it comes to contact tracing and in our fight against this pandemic. We fear that the government’s latest move may result in a loss of confidence in our systems.

The Smart Nation and Digital Government Office (SNDGO) issued a press statement on Jan. 8 acknowledging its “error in not stating that data from TraceTogether is not exempt from the Criminal Procedure Code.” SNDGO listed seven categories of serious offences in their list after the minister was queried in Parliament earlier in the week.

Firstly, this raises the question of fitness of purpose of the TT systems for the use of tracing nefarious activities. It is conceivable that a terror suspect could very well forge a different set of meta data (i.e Name and NRIC) or the user might even carry several handsets to throw the investigators off the scent.

Secondly, the system was designed to store data for only 25 days – in the case of tracing terror suspects, would the government be storing the data for a longer period because the current period of 25 days may not be sufficient?

Thirdly, does the government have any intention of actively monitoring data for those who are in the watchlist of the Internal Security Department? If so, what are the parameters or modalities of such a surveillance?

We like to reiterate that extending police powers to TT data is not aligned to the original spirit of what the dataset was intended for. The move shared by minster Dr Vivian Balakrishnan to establish guidelines for the use of these data under CPC will not ease the mind of people nor help to rebuild trust.

Covid tracing data must solely and strictly be used for fighting the pandemic and nothing else. Hence the Progress Singapore Party calls for the government to protect the privacy, the integrity of our contact tracing systems and restore public confidence.

    We were made to believe we are owners of our HDB flats, which we are only leasees, so we needed to pay property tax!

    We were told that our HDB flats value can only be going up, until somebody said it will be zero nearer to 99 years.

    We were told GRC was to ensure minority races representation in parliament, but ended up only useless Chinese majority race MPs used GRCs to enter parliament. Whereas a minority entered parliament without using GRC. We were told that GRC minority requirement only for election period only.

    We were told “increase GST is to help the poor”, but we still see elderly poor pushing trolley of cardboards for survival.

    What about your CPF? What about our Universities places given to foreign students fully paid by taxpayers? What about the 6.9 million population white paper, which the PAP denied?

    So continues believe this PAP government at your peril!!!!

    TraceTogether was launched in Singapore on 20 March 2020. It is the first national Bluetooth contact tracing app in the world, and uses the OpenTrace code to implement the BlueTrace protocol.

    Thanks to Dr Tan of PSP for raising the issue of backtracking by the Party Against People on the “the puppy tags are purely for contact tracing ONLY”, but shocking to hear now that the police can make use for investigations against individuals. The trust or the promise to the citizens has been broken into pieces, just a glass dropping on the floor ! And now they still insist on certain offences will be covered by the contact tracing devices instead of make good the promises given earlier. The citizens are fooled by them by trusting them too much. The whole saga is a shameless act. When will they ever learn ?

    No one really knows what kind of code the regime is really using. They can say one thing but in reality who knows? It can be a reverse-engineered protocol or some other type of spyware.

    Unless someone can hack into the app and look at the code and find out exactly what it is doing we will never know. It may act normally – but one simple command from the app can turn it into something else. This is how malware works.

    Do we want to trust the regime – again? How many times must they kick us in the nuts?

    Ok, so the intention is good. But we know actual practice can be very different. #3 is definitely different from reality. The police will get the info from anyone, whether the person is infected or not. The person’s choice is, eh, a possible crime.

    In Singapore’s law, if you refuse to pass the phone/device to the police, you can expect a big team to tear your house apart to get the device. Tio bo? You likely also get charged for hindering police work and other crimes on the spot.

    Picture this wild scenario:
    1. You are having a meal at a hawker centre, thinking happily that you have “no brush with the laws of this country.”
    2. A group of people sit at a table near to you. They are involved in terrorist activities.
    3. A few days later, the police burst into your house at 4 am and drag you away blindfolded.
    4. They interrogate you for days asking you questions that that they say you pretend not to understand.
    5. They demand you confess, or your wife and children will also be interrogated.

    Most people may be asking, “Does 95% protection means that the chance of me getting the virus is only 5% after the vaccination?”

    Most people may assume this to be the case.

    They are wrong. Happily, the chance of getting the virus is far less than 5%, given Singapore’s community situation.

    1) Firstly, it is 95% “efficacy”, not 95% “protection”.
    What does this mean?

    The number comes from a vaccine trial. As in the above link, they trial the vaccine in 43,000 subjects, people. Assuming half get the vaccine and half get water. The water group has 162 confirmed cases of symptomatic COVID-19 while the vaccine group has 8. 8/162 is about 5%. So the efficacy is 95%.

    Note that the chance of getting covid in the water group is 162/21500= 0.75%. The chance in the vaccine group is 8/21500=0.037%.

    Note that the 43,000 subjects were not locked up in the lab. They went about their normal lives.

    2) Back to Singapore situation.
    There are no locally infected cases reported the last few days. If you are not traveling overseas, the chance of you getting infected is basically ZERO.

    Vaccination with 95% efficacy means that you get a 95% reduction of ZERO percent, basically nothing. With or without vaccine, your chances of getting infected is ZERO, giving the current situation. Well, not absolutely zero, but close to 0.

    For dorm workers and overseas travelers, the numbers will be different.

    The way the whole saga had happened clearly, in my view showed the farcical and lack of good faith nature of the emperor without clothes regime in introducing the tokens.

    What can we expect from 25 days? Verify this;

    Hint;

    The Apps not only require Bluetooth, it actually also requires the internet connection to regularly obtain TempID or forward dated TempID from the health authority backend.

    It is this data exchanges and internet connection requirement that users were NOT specifically informed though it is covered in the technical papers. This data exchanges with the health authority back-end could be the “Joker Card” with your phone while the software is resident in your phone. For those not technically inclined, it is like a Trojan horse, but the authority will say that it is a good horse but to the community, any horse in your phone is a BAD UNSAFE horse.

    Using the Apps is therefore pronouncedly unsafe in this regard for the basic reason that such “secret” communication with the govt body is largely unknown, not guaranteed and the public were not informed of its requirement.

    Please inform this to all your READERS and ask the alternative parties to question the authority in the Parliament.

    I would advise everyone to delete or uninstall the Apps from their phone and only use the token. I think there is a reason why it is always out of stock – YOUR PHONE AND DATA “could” be the prize.

    It’s quite hard to choose the best vaccine now.

    Firstly, the efficacy numbers come from different clinical trials. Each trial sets its own procedures and it’s hard to compare the outcome with just one number.

    Secondly, when it comes to real world vaccination, the results are likely to be different. There are many more factors to consider.

    We need trials by the same group of people using different vaccines. Example:
