Tan Kin Lian promises Commission of Inquiry on ‘scandals’

Presidential candidate Tan Kin Lian, the “dark horse” in the current Presidential Election (PE 2024) has issued a statement promising that he will not hesitate to convene a Commission of Inquiry (COI) into scandals, presumably past and present, if he is elected.
In a statement that TRE received from his media team, Tan Kin Lian said:
… I wish to add another point to the real power of the President. Under section 3 (1) of the Inquiries Act 2007, the President may, whenever he considers it expedient to do so, issue a commission appointing one or more commissioners and authorising such commissioners, or any quorum of them therein mentioned, to inquire into:
(a) the conduct of any officer or officers in the public service of Singapore;
(b) the conduct or management of any department of the public service or any public or local institution; or
(c) any matter in which an inquiry would, in the opinion of the President, be for the public welfare or in the public interest.
Explaining the rationale for his decision, Mr Tan said:
Many people have asked for greater transparency and accountability. They strongly asked for an end to the approached described as “ownself check ownself” where the government appoints its own people to check on any possible misdeeds by its ministers or other senior officers. Many people do not trust the findings of these internal checks.
As such, Mr Tan said:
Under this Act. the President has the power to appoint independent and suitably qualified people as commissioners to carry out the inquiry and issue an independent report, which will hopefully be regarded by the general public as being more reliable.
I intend to use this power when the need arises, such as the recent events that are described as “scandals”.
Although Mr Tan did specifically mention the Ridout Gate fiasco, Mr Goh Meng Seng has suggested in a Facebook post that it may include the concluded “ownself check ownself” Rigout Gate fiasco.
President Tan Kin Lian has executive power to and will issue Commission of Inquiry on Ridout and other scandals.
It remains to be seen if Mr Tan will keep to his promise, should/if he is elected.

I doubt any of the 2 pro-establishment candidates would DARE to make such a statement that Tan Kin Lian just did.
This double-down, IMHO, would be very effective in winning over the votes of fence-sitters that are pissed, but not enough to vote for him.
HOWEVER, we know that there is nothing stopping the clubhouse from amending section 3 (1) of the Inquiries Act 2007 within a day to ensure that the President MUST get the approval of the CPA and the clubhouse can overide the President.
My dollar is on if Tan is elected, the party will do it.

SilkAir Flight MI185 crashed into the Musi River in Sumatra, Indonesia, on Dec 19, 1997.
When CEO Tan Kin Lian was made aware of the crash which had many Singaporeans on board, he instructed the Head of Claims Department to get confirmation of list of passengers boarding the plane .
The rule then was if bodies were not discovered or identified, claims can be deferred up to 7 years . But Kin Lian instructed NTUC Income claims to be paid as long as there is confirmation of passengers boarding the plane.
Mr Tan always had the welfare of policyholders top most. Such a man will definitely have the interest of Singaporeans top most and will have the courage to speak up.

I would like to hunch a guess that in and within a few hours, the party will get some very powderful big shot legal experts to come out and give the party’s version of their “section 3 (1) of the Inquiries Act 2007″ and say the President actually has no power to do this on his own, and that he has to ask the CPA and clubhouse and cabinet and the PM to agree, bla bla bla….
Or the party will wait for Tan to get elected (IF) and then change “section 3 (1) of the Inquiries Act 2007″ to make sure that except from going to the toilet, the President has to ask for permission from the CPA to do ANYTHING official.

The first thing that TKL should do is to commission a swim suit party at the Istana to thank his supporters. All pretty girls are welcome to participate in a contest and the guys can goggle the best ones like they normally do. He then decided to change lawyers after the work was done. LT should have been paid first before the client transfers the case to another lawyer. The ruling PAP can check the President. The President elected by the people cannot check the PAP government. So, the first thing an elected President should do, is to protect the Constitution to stop the government from any tempering of the Constitution to erode the power of the Presidential office from performing the Presidential rightful duties.
The President must be given the power to protect its own turf from encroachment of the government to protect the interests of the people from the present one dominant party ruling PAP.
The elected President has every right to check a government gone bad. Constitutions exist primarily to protect the people from government excess in all forms and shapes.
