If conditions in the dorms are not the cause or main cause or whatever-cause of the outbreak, then the govt would not have to build more dorms, as it announced today. The fact that the govt has to do so means THE CONDITIONS IN THE DORMS ARE A FACTOR AND OBVIOUSLY THE MAIN FACTOR! Why else is the govt going to spend so much money...
