政府拿着国家的税收，种种民脂民膏办事，所谓取之于民、用之于民，本来就没有“津贴”这回事。况且，税收所得，在全年的财政支出里，不管是哪个政府部门，都有几成民脂民膏成为公务员的薪水。这样一来，用在国家和人民身上的资金就更少了。 但是，政府死要面子，从民众里头抽取了10元，回过头来将6块钱回诸社会，而曰之为“津贴”...
