How does LTA decide on ERP charges?

Have you ever wondered how LTA decides on ERP rates during its quarterly review? I've long suspected that such decisions are arbitrarily made. LTA's latest review of ERP rates on the CTE proves my suspicion right. LTA has now raised the ERP rate from 7AM to 7:30AM from $1 to $2. I feel this is totally unjustified. Let me explain...
