I have been trying to understand why Vivian Balakrishnan is such an unpopular and ineffective minister. I have no doubt he is a good eye doctor. I also have no doubt about his debating skills. After all, he was a well-known school and varsity debater. I also heard he is quite a hardworking MP who took his duties seriously. So...
