Thanks to the PAP, only in Singapore do we have oddities like NCMP, GRC and REP

What kind of a species is the Non-Constituency Member of Parliament (NCMP)? The answer: one of a kind, which cannot be found anywhere else in the world.

An MP that is not elected by the people? An MP without a constituency? An MP who can speak in Parliament but cannot vote? An MP that ranks among the “best losers” in an election?

You have to hand it to the People’s Action Party. If there’s one thing they are good at, it is coming up with such oddities and paradoxical gems.

The NCMP scheme puts the Opposition in a bind. Support it and they endorse a veiled attempt at having mock Opposition, at giving a semblance of more Opposition than there really is.

Reject it and the Opposition risks being sidelined if they cannot get into Parliament by the front door, as elected representatives.

So it’s quite a clever one.

The Group Representation Constituency (GRC) is yet another of those things. Voting in MPs as a bloc rather than as individuals? Where else but in this country do the leaders come up with such an idea?

You can essentially get into Parliament without making a speech, with all those walkovers. You can get in by the back door, if you are in a GRC nobody will touch or go near even with a 10-foot pole.

The one that gives the NCMP a run for its money has got to be the Reserved Elected Presidency (REP).

First, presidents were appointed by Parliament, then they had to be elected, and then they came up with the idea of stamping “reserved” on the elected presidency.

The beauty of it all is that the elected presidency ended by being reserved for someone of a different race than what it was intended for.

So it’s not only an oddity, it’s a head scratcher.

We haven’t even begun to talk about stuff like COE, ERP and ARF. Not to mention specially created positions with high sounding names like Minister Mentor and Emeritus Senior Minister.

Our leaders do channel some of their thinking and execution in ways that are unique to this country.

Just think NCMP – isn’t that a good one?

    99 year HDB lease gets my vote for being creative. Something you lease for 99 years or until you sell it off/die can become something you own……………mandated by the government that you can only own it for 99 years.

    And the government keeps telling you that you own your HDB…….despite it being on a 99 year lease.

    Please do not blame PAP. It started the moment PAP realized the kiasu and kiasi Sinkies like to KPKB or having someone to KPKB for them and yet voted PAP.

    Therefore, they just give these Sinkies what they wanted. So, don’t blame PAP, blame you know who.

    As the saying goes, “when you find a turtle on a fence post, you can be pretty sure he/she didn’t get there by himself/herself”. You can also be pretty sure he/she doesn’t stay there without help. So, instead, we get the crop of beholden do-nothings that we have now. Well, Augustine has summarized the situation. What do we do about it?? The NCMP system is based on a complex web of interests by many segments of society. It says a lot about the allure of being an NCMP in our Parliament — a very good living by most people’s standards — without holding elective office, they will not put their (life & limp) at risk by standing up and protecting our nation. How seducing the ‘perfume’ of elected office must be! I mean crisp dollar notes. Ha-ha-ha….

    Please do not thank the PAP. Not all the fault lies with the PAP….really.

    Half of the blame can and should be attributed to the Sinkies.
    It is the Sinkies mentality of deference to absolute authority without reason, that has allowed and encouraged the PAP to become the late-stage CANCER it is now.

    If you are communist country like in North Korea or China, where there is no such thing as a democratic vote, then yes, ALL the blame lies with the leaders since the people has absolutely no say at all in such a political system.

    However, when you have universal suffrage in a democratic system and YET refuse to use your reason and exercise your right to check and balance the powers-that-be against obvious greed and exploitative policies over a span of half a CENTURY or more; then sorry folks, the fault also lies with the balless Sinkies too.

    Sinkies fully deserve their government. Unless Sinkies grow more hair around their balls or their veegina, then there is really nothing much more to say to naive little Sinkies except to grow up.

    WE ALSO HAVE CPF/HDB – all scams of crashed dead cow instead of old age cash cows. Blame this on the 70% daft too stupid to even begin to discover they are stupid to impossibility.

    PAPpys are frantically m*sturb*ting very hard both to keep them awake to preventing them from slipping to comatose deaths. CPF have no money for retirement needs for seniors and HDB needs HIP2 and VERS cash contributions from peasants who DON’T OWN that property in common law applications.

    Well written but missing the main issue.

    These oddities could not have come about if not for the 70%.

    So to say it’s due to PAP is like saying the IT system was hacked because of the administrator and not the management who never ensured the administrator was properly trained .

    It’s like saying the country lost a war because of a soldier and not the commander in chief.

    As many have said, PAP gave the people a chance to vto every GE and the 70% gave them mandate . Without the 70% they are powerless.

    If wp kept an eye on them, how can there be magic? The show participant is not part of the show leh!
