Jobs for Singaporeans

Someone said that the govt prefers to have foreign workers to be employed, rather than locals.

I asked him to explain his remark.

He said that the govt receives a levy of between $300 to $950 a month for each foreign worker that is employed on a work permit or S-pass. They do not get this levy for a local worker.

The employer pays the wages of the foreign worker and the levy. The employer wants to control his cost, so he makes sure that the salary and levy for the foreign worker is lower than a local worker.

I learned that a foreign worker who works waiter in a club earns about $2,500 a month. If the club has to pay a levy of $500 for the foreign worker, the total cost is $3,000. Surely there are local workers who are willing to work for a salary of $2,500 plus CPF? Why does the employer not employ a local worker?

Maybe, there are other reasons. Perhaps, NS reservist duty is a factor. Perhaps the cost of maternity leave (for a waitress) is a deterrent. Perhaps the other benefits that are guaranteed to local workers add to the cost.

There could be several factors that make employers prefer foreign workers, even though they have to pay a levy.

But why does the govt not make the employer engage local workers? Maybe, the govt has a conflict of interest. They like to see the billions of dollars of revenue (from foreign workers levy) that goes into their budget.

If we want to have more jobs for locals, we have to remove this conflict of interest.

How can it be removed? Make the govt more accountable for allowing foreign workers to enter into the job market. Have more transparency in the issue of work passes for foreign workers.

    S$2500 for a waiter? I don’t think so lah. Maybe $1300 to $1800. And the levy the employer takes out from the $1300 salary to pay the govt.

    If the employer really pays $2,500, then like you said, might as well hire locals.

    I myself went for interview at a local seafood restaurant chain whose head office is in Ubi. The advertised salary for a management trainee is $2,500. The interviewer asked for my expected salary. I replied:”is it okay to ask for the advertised price?” Her expression hardened and she said she will see other candidates first.

    These places only list high salaries to make themselves look good but don’t intend to pay so much. Recall the hullabaloo about the $3000 dish washer position?

    Just wandering how much money were collected from Levies. S-pass, work permits, maid’s levy, employment passes etc etc.
    A few hundred here, a few hundred there.
    Yearly in the region of millions or billion? Just wandering.
    So far no news on levies collected. MOM keep quiet.
    I think besides LTA (MOT), MOM is very rich.

    Waiting in clubs was not paid more than $2000, but govt charge the levy regardless of pay. Employers don’t have to pay CPF. Employees on contract basis. Cannot get pregnant, no NS reservist. Anyway, foreign workers in the service sector were not a problem.

    The problem is in the PMET jobs. FTs can take a PMET at entry level of $2500.

    In an office of 11 people, 3 were Pinoys, 4 Malaysians, and 1 Hongee. All doing admin works. Because of S-passes, they are called executive. These people can send half their salary home. The Malaysians take their money home without spending a single cent in SG! Can Singaporeans survive on this?

    Singapore is an expensive city, we need to pay bills, a lot of bills.

    to upkeep the levy system they give you a very well oiled & well-run Building to go to…Cost of running that Building & Staff??? Chicken FEED compared to what they collect…

    Companies mostly cronies and quasi-govt owned will circumvent…another complex system with payout made OVERSEAS…

    locals also try their luck using retirees with CPF & Medisave contribution and the retirees will benefit from the Workfare and whatever SHIT the govt and Josephine the lady who can make babies in a small closet come up with…

    It would be an absolute injustice, … not to allow them to continue their great work in HDB, CPF, MRT, GIC, Temasek, healthcare, education, infrastructure, security, entertainment, media, ………..

    The take-home pay for the local will have to less off the employee CPF contribution(20%). So for the local to have the same take-home pay as the foreign worker the company will have to pay more than $3000.

    In addition, a take-home pay of $2500 is consider a good salary for many of the foreign workers if you consider their families living expenses in their home country. But for a local to support his own family and his parents on this amount would be very challenging.

Make a calcukation, 900,000 x $600. monthly collection is $540,000,000 x 12month collection is $6,480,000,000.So much money has been collected. yet they delibertely not to return the local their CPF money.     I know of someone who has decades of experience working as an Engineer. He’s already in his 50s. He says his boss, a naturalised citizen from India has always been hinting to him and another native singaporean colleague that they’re very expensive. The boss has also been making things difficult for them in the hope that they can’t tahan any more and would quit. Fortunately, they still have some skill and knowledge that their FT or new citizen colleagues in his company don’t have, otherwise he says his boss would probably have gotten rid of them long ago. Now he often wonder when will be his last day as an Engineer before he joins the group of PMET Grab drivers.

    I believe such is the common plight of many native singaporeans in sg now. Having to worry and stress about our rice bowls even though we’re working in our very own first world country. A few years down the road, many more native singaporeans will be replaced by new citizens, and then new citizens will be threatened by FTs in the future if pap is allowed to work towards their 10M population.

    Truth is that ever since PAP opened doors very widely for mostly mediocre foreign workers of any kind into SG many years ago, lots of companies became over-reliant on these cheap, disposable & average FW.
    PAP top millionaire ministers finally woke up juz few years ago… sayin we need to develop Sporean core skills & citizen in various industries.

    For many years, this arrogant govt ignore problem of too much FW in SG…replacing & forced citizens out of jobs!

    Whatevr wayang talk on jobs for locals… its too late.
    Open yr eyes & look 360 all around us, in this island

    We r surrounded by massive # of mediocre foreign workers. Many are now in supervisor or manager positions… so being biased, they wil prefer to hire their own country people 1st….over local citizens..

    LTA,Sla, BCA…. some departments are filled mainly by foreign workers!! And sadly, Sporean local citizens are the minority in those departments.

    If thats what this shitty govt want, to replace citizens, with more average foreign workers, give them PR n make them ‘new citizens’ to top up our population & to replace local, natives…

    but we do feel very good each time a local is jobless or loses his home. as long as 70% sheep gets hit, sooner or later they wake up. by this reasoning, the more local is jobless or homeless in own land of birth the better since the sooner shall New Government by a better group of Singaporeans correct all the current wrongs by clown pap.

    Last year I had a conversation with an acquaintance who is a well established accountant specialising in liquidation of companies. Well, she remarked that she had never closed down so many Singapore companies as she did in 2016 – more than during the SARS episode and the 2008 world economic downturn. She lamented that one of the contributing factors for business failure in the labour-intensive industries is the very high levies that MOM charges for every foreign labourer (as high as $1050/mth for unskilled worker). How can charging these absurd sums be a deterrent to the Singapore employer to employ a Singaporean instead; no unskilled Singaporean will labour on the roads or in the construction sites, not for 30 years now – so the government is plainly enjoying milking the poor local employers and towkays!

    What is that small sum of levy compared to millions “towkays” can make in a construction or other multi-million dollar projects? Otherwise, you won’t be seeing them driving around in their Mercedez, BMW, Ferrari, etc. They certainly don’t look poor. LOL! It’s supply and demand. As long as foreigners are willing to do the 3-D work which SGs will not do, there will be a demand for them. However, foreigners are not restricted to just the 3Ds; they can be found in almost every sector, except driving taxi. Maybe that day will come too.

    I used to believe that, too, that in any society, you may replace the locals in any industry you want with foreigners except for the taxi industry (or the transport industry at large) simply because the latter wouldn’t be as ‘grounded’ in familiarity of the roads and other landmarks as the home-grown, long-bred territorial road. That was in the 90s, up to the early and even mid-2000s.

    However, guess what?

    Along came smartphones and even smarter navigational maps, no thanks to Google & its do-every-evil friends. And we have an explosion of such smart devices.
