Is there a need to ban PMDs on pavements?

I wish to give my views on the decision to ban PMDs from using the pavements.

I think it is a wrong decision. We can find a better solution to meet the need for safety for pedestrians and the need for riders to use PMDs for mobility or to make a living.

This is how it can be done.

We have to recognize that PMDs are small and light and are the most convenient devices for food delivery. The alternative is to use motor cycles but they are bigger and need to have special parking spaces.

We also have to recognise that food delivery is for short distances and the use of slow devices, such as PMDs, are appropriate.

There is also the need to ensure that the PMDs are used in a manner that are safe for pedestrians. This can be achieved by installing a mechanism to limit the speed of the PMD to 10 kph, which is a safe riding speed, and a buzzer that is sounded when the PMD is moving.

PMD riders may wish to have a higher speed, but their wish should be balanced with the need to have a safe pavements for pedestrians.

The riders can be severely penalised if they ride beyond the speed limit, or if they make unauthorized alternations to the PMDs to increase the speed.

All new PMDs should be licensed and tested that they have a speed limiting control and a buzzer. Existing PMDs should be given a certain period to install these devices and get the license.

Walkways can be expanded by removing the grass verge and creating separate sections for mobile devices and pedestrians. Where they cannot be expanded, the users should exercise caution.

I hope that the authority is open minded in considering an alternative approach.

    the food panda or the bosses?
    the gov authorities will only know how to collect the money.
    but some of these suggestions are good ideas n do-able.
    all need to get together to make it happen..for all round ‘happiness’.

    But I never wanted to share it so that PAP has no solution.

    But I think maybe old man wants trees.
    That’s why HDB flats full of trees and birdshit and noise .

    TKL please refrain from putting into public domain solutions untill PAP is replaced.

    Singapore can easily be better than now.

    But I do not want to disclose the solutions until PAP is destroyed.

    I wonder what will happen to you -TKL if you walk at 4kph and a PMD crashes into you at 10kph – bare flesh against metal? You may not die but I am certain you will be seriously injured. How was food deliveries done before the introduction of PMDs? By bicycle, motorcycle, car? And because PMDs have become available, this is now the new norm for food deliveries.

    In the first instance, PMDs should never have been introduced in Singapore. Whoever thought of this “last mile” from bus stop/MRT station to home in motorised transport, should have his head examined! What’s wrong with walking from bus stop or MRT station to home? Singaporeans will benefit from this much needed exercise.

    Clearly, this is a case of the Minister in charge accepting an idea without thinking through and weighing the consequences of such an action. Not unlike the CECA!

  • Pedestrian Safety First:

    If food delivery riders must insist on using e-scooters then they should keep to the roadways and ride safely. Even at slower speed, a moving bicycle/scooter can cause injuries to pedestrian in a collision. Besides, there is no one to enforce speed limit on cyclists/scooterists. Speed limit device can be tampered with. In this business, speed is the key to making more income for the riders; the drive and instinct is to go faster, not slower.

    PMDs must be banned from sidewalks. Period.

    Not likely the Government will pay for a separate new paved area on the sidewalk just for PMDs. Also, not likely PMD’s will stay out of the sidewalk reserved for pedestrians.

    Those who have not almost been run over and killed by mad and reckless PMD riders, and those who use PMDs to make a living often are the most sympathetic to the continued use of PMDs.

    If PMDs ever leave the cycling paths, it had better be licensed in the same way motorcyclists are licensed. If PMDs are not licensed, and people get hurt, the victims should sue the pants off the PMD riders and the Govt. You can be sure most of the PMD riders ride without insurance.

    The same motto has to apply to PMD riders. It cannot be one rule for cars/motorcycles, and a double standard for PMDs when people get hurt. For PMD users, you break it, you pay for it. If the PMD riders feel they shouldn’t pay for it, then don’t ride.

    Mr Tan KL, your suggestion is great if the PMD community mostly comprise law abiding people, who are willing to fork out a bit more money for safe devices, with a low propensity to soup up their wheels to effectively get a motorcycle at the price of an expensive bicycle.

    The PMD community has been given chances over the past 2 years, and blew it. Because so many of them flouted one rule and good practice and considerate behaviour, one time after another.

    What’s more, if your suggestion is taken on board, you’d have more and more PMDs and riders who can hardly be identified. And how to severely punish people when the authorities are going to have such a hard time identifying and locating them? Your suggestion would end up being very expensive and ineffective.

    Also, if it catches on, they have to contribute to the maintenance of roads and pavements. The same goes for bicycles.
