PTC, why keep having annual fare review exercise?

The Public Transport Council has embarked on its annual fare review exercise, and public transport operators can submit their applications for a fare review (" 'Keep public transport affordable' "; Thursday). I would be surprised if they do not apply for an upward revision. What I find baffling is the need for this annual exercise....
