If you read carefully from the latest MOE's rule, Singaporeans DO NOT have absolute priority over PRs yet for P1 registration. The recent announcement by the MOE that Singaporean would get priority over PR is long overdue. In fact, MOE should not even be apologetic to seek the understanding of foreigners a that priority registration should be given to citizens. Having diversity is not an adequate reasons to give priority to foreigners as Singaporeans...
