受强对流天气影响，这两日，福州、泉州、漳州、三明、龙岩等地下起了冰雹。冰雹又叫“雹”或“雪弹子”，是从积雨云中降落下来的固态降水，常发生在夏季或春夏之交。当云层内的上升气流带着水滴和小颗粒物上升到足够高的高度时，温度下降，水滴逐渐冻结形成冰粒子，这些冰粒子会在云层内被强烈的上升气流反复抛起和冲击，不断增长，直到其重力使其落回地面，变成冰雹落下。一次冰雹过程持续时间约为2分钟至10分钟，影响范围多为几十米至几千米，冰雹持续时间短，局地性也强。据介绍，一颗鸡蛋大小的冰雹从1000米的高空落到地面时，能量相当于3千克的物体从10米左右高度下落，就像从3层楼的地方将一个带土的花盆砸向地面。因此，气象专家提醒， 遇到冰雹的突然袭击时，一定要迅速寻找遮挡物。如果是在开车途中遭遇冰雹，先把车靠边停下，但不要着急下车，以防被砸伤。

四川省公布2023年退休人员基本养老金调整方案
认真贯彻国家规定的退休人员基本养老金调整办法，实行企业和机关事业单位退休人员养老金调整办法相统一，定额调整、挂钩调整与适当倾斜调整相结合。定额调整体现公平原则，挂钩调整落实多缴多得、长缴多得激励机制，对高龄退休人员、艰苦边远地区退休人员和企业退休军转干部进行倾斜调整，适当提高调整水平。
我省退休人员调整的基本养老金，按我省公布的调整办法和标准执行。实例如下：
例1. 张某，69岁，我省非艰苦边远地区退休人员，缴费年限35年，2022年12月基本养老金为4200元，其调整增加的基本养老金为：定额调整33元，缴费年限挂钩调整15年×0.7元/年+20年×1.9元/年=48.5元，养老金水平挂钩调整4200元×1.1%=46.2元，合计：33+48.5+46.2=127.7元。
例5. 唐某，91岁，我省非艰苦边远地区退休人员，缴费年限42年，2022年12月基本养老金为6300元，其调整增加的基本养老金为：定额调整33元，缴费年限挂钩调整15年×0.7元/年+27年×1.9元/年=61.8元，养老金水平挂钩调整6300元×1.1%=69.3元，高龄倾斜调整100元，合计：33+61.8+69.3+100=264.1元。

China’s top court has urged courts nationwide to crack down on companies that lure customers into prepaid purchases without delivering services, aiming to strengthen consumer protections and promote business integrity.
The Supreme People’s Court issued a 27-article judicial interpretation on handling civil cases involving prepaid consumption on the eve of World Consumer Rights Day, which takes place on March 15 each year. The move responds to public concerns and seeks to ensure the healthy development of advance payment models, said Chen Yifang, chief judge of the court’s First Civil Division, at a news conference on Friday.
