作者:新加坡文献馆 前些年,新加坡一所新大学的招生广告是以一个脚上头下四肢空中翻转的年青人图象,来传递创意思维看天下的新式教育模式讯息。 这所大学培育了一批更善于包装自已外表的新世纪时代的新生代大学生,从而给予传统大学模式的毕业生一些前所未见的新挑战。 近日,两所大学的法律系学生就争取就业培训合约一事相互争辩,事端之所以发生是因为旧有的不成文求职惯例已经让新来者彻底破坏。这说明了竞争有助于改变现状。改变虽隐藏着危机却能刺激新思维,总比一潭了无生机的死水来得有希望。 想当年,李光耀不也极力反对兴建赌场,扬言:建赌场?那必须跨过我的尸体,言犹在耳,赌场经济已经是推进新加坡GDP的重要行业,而如今李光耀还是悠闲的呆在总统府过习以为常的舒适日子。可见,改变并非是件难事。 李显龙自掌权以来,也不断呼吁新加坡人创新,以应付日新月异的新世界大环境。 诚然,在这个非改变无法生存的新世纪,新加坡的首要工作并非是维持旧有的政经体制与保护规划这些体系的政治思维,而是寻求新突破,简言之,是拥抱新思维。 如何培育新思维?满的杯子失去了装载新内容的功能,所谓旧的不去新的不来。在这一个变则通的过程中,必须重新与全面的认识社会现状,换言之,就是把当下的官方说法,倒转来看,通过改变旧思维来重新认识时事和其演化的背景。 以近日媒体的一篇反映主流观点的时评文章为例子,看看是否可以从不同的视野去重新认知社会现状。这是因为只有更彻底的了解当下政策的缺陷,才能掌握较正确的改变方向,让新加坡的明天更美好。 其一,‘不知将为何而战。他主要的申诉对象是外来移民。’ 一名涉世尚浅的在藉大学生没有分辨出社会问题的表症与社会问题的症结是情有可原的。外来人口问题只是当下社会矛盾的展现,并非产生社会矛盾的根本原因。 新加坡早年采取约束与控制人口增长的小人口政策,而国家的各种基础建设就是围绕这个政策去规划配套,这就是为何各种公共服务供不应求的根本原因。同样的,教育政策与经济政策之间的失调,也是造成人力资源与市场需求之间有所脱节的原因。 换言之,当年的小人口政策和当下的大人口社会现实,是造成社会矛盾的主因;新生代都是这种失调政策下的受害者,这应该就是他们为何置疑政策的原由。 ‘不知将为何而战’的这样一个大是非问题,应该是从国家政策的层面来探索,而不是从个人意愿的角度去解读。错误的定位无助于解决社会问题。 把丢失归属感看成是个人不爱国行为是不明智的。相反的,关心国家大事并将之提出质问,在枪打出头鸟的社会却乐意做出个人牺牲是一种勇敢的爱国行为。 在有关国民归属感的问题上,或许,当权者应该探讨的是两年半的国民服役有着何等的个人机会成本?在这个讲究功利的社会,国家是否足够的补偿了国民服役人员的个人牺牲。 自已需要拿百万年薪的当权者,是否可以理所当然的要求其他国人作出无偿的,或者不等价的贡献? 其二,‘两位作者都在多个不同的地方生活过,显然,他们的眼界是比较高的,因为他们有不同的亲身体验作比较,觉得新加坡是个好地方。’ 当年,裕廊就出现过隔壁的工厂提高1元的工资,就足以引起工人集体跳槽的现象。为此,政府在学校教导公民课强化道德教育,以遏止这种官方认为是不当的经济行为。 为了更好的经济利益跳槽到隔壁工厂,和为了更好的经济利益跳槽到另一个国家,其动机都是为了个人私利。理所当然,当现有的工厂,或者现有的居住国家,不再能满足个人的私欲,再度跳槽也是自然而然的事。 事实上,许多外来人口都只是把新加坡当成一个跳板,一个培训工场,当羽翼丰满就另谋高就;一些过河拆桥之流更是在网络论坛上讥笑新加坡何等的愚蠢。 此外,选择新加坡定居,未必是因为认同或者热爱新加坡,也许新加坡只是没有其他选择下的无可奈何的移居地。新加坡何必一厢情意的自我肯定很吸引外来人才? 其三,‘肯放弃原来国籍,落户新加坡的新公民,都深爱这片土地,效忠这个国家,因此,也会誓死保卫它。’ 媒休大事渲染一名英国银行家放弃英国国藉选择新加坡公民权。现实情况是,新上台的卡梅伦政府修改个人所得税,尤其对拿高花红的银行雇员不利,是‘推’当地人才外流的一个根本因素。在这群人的眼中,或许,新加坡只是一个避税天堂。 更重要的是,根据英国的移民法律,原英国公民因居留地的法律而必须放弃公民身份的人士,可以在将来的日子重新要求回复英国公民的身份。 识时务者为俊杰;因时制宜,有必要时,英国人还是可以再次还原为英国人。新加坡何以如此天真的期待这些在吴作栋术语中的外国逃兵,会效忠这个国家,誓死保卫新加坡? 2009年,不就有一位新移民回到自已的‘祖国’当女民兵,显然的,她的国家认同和新加坡人是不一样的。 其四,‘美国应该是接受外来移民最多的国家…这样的移民政策,成就了它的大与深。如果美国一开始就时刻都在怀疑新移民的效忠,它的移民政策就不可能成功。因为,世界人才不可能涌向一个排外、疑外的国度。’ 此一时,彼一时。早年的美国确实是开放大门广纳世界各地的人才。但今非昔比,此刻的美国为了保护自已国民利益已经改变了原本的宽松移民政策,其中对最可能留在美国工作的第三世界国家的学生签证也变得更为严峻。 这种保护主义早已有之。1880年美囯为了保护本囯人民的就业机会,于是立法阻止中囯劳工进入美囯。这是因为1869年当美国鉄路竣工后,中囯劳工流入其他劳力市场,引起了美囯人的恐慌与抗议。翻阅美国历史,应该是可以看到不少的排外与疑外的社会心态。 今时今日,排外心态在第一世界依然普遍。2009年7月间,伦敦BBC1台的时事节目就播放了英国房东如何拒绝租房子给波兰移民的真实记录片。 排外与疑外的社会心态固然有其负面的意义,但这亦是社会的一种自我保护的生存意识。人民行动党政府的大力排斥异议份子,也是这种社会心态的表现。 如果卅官可以放火,何以不许百姓点灯?利益受到伤害的新加坡公民为何不可以有这种排外的自我保护生存意识?保护新加坡利益不就是爱国行为? 其五,‘只要我们温习一下新加坡从开埠到立国的历史,我们就可以认识移民对新加坡发展的重要性…开国元勋的第一代内阁部长中,外来人才所占的比例之大可以说达到惊人的地步…如果把这些人都排除在建国的进程之外,历史肯定是要改写的。’ 这种历史观有待商榷。在英殖民时代,新加坡是马来亚政体的一部分,大家都是英属马来亚居民,因此,第一代内阁部长是由包括新加坡在内的原英属马来亚居民组成。历史上,新加坡人的国民概念与区分是在新加坡成为独立政体后才逐渐成形。 另外,在建国过程中,先辈们的共同语言是反殖民运动,这一种时代背景,岂能和今天的外来人口为了个人经济利益移民新加坡的时代背景,相提并论? 其六,‘人才逐水草而居,择良木而栖,…新加坡…人才的吸铁石,是备受外人欢迎的定居地。’ 新加坡是新加坡人民的国家。新加坡是为本国人民,而不是为他国人民服务,理所当然,政策是以本地人的利益为先,所以只有新加坡人民才有资格担当国家政策良劣的试金石。因此,受外国人欢迎的政策不能等同是好政策。 世界上没有一个国家会优先考虑非国民的利益,那么,一个不受本国人民欢迎,却迎合外国人利益的政策,不是一个可以让新加坡人民放宽胸怀去维护的良策。 新加坡人民有必要追问,这是谁为谁开发的水源?这是谁为谁种的草木?新加坡人种树,非新加坡人乘凉?新加坡在鼓励鸠占鹊巢?难怪非新加坡人会讥笑新加坡人愚蠢。 末了,‘盖洛普…显示新加坡是“潜在净人才流入指数”最高的经济体…希望移民我国的受高等教育的外国人数目,远远超过考虑移居海外的本地受高等教育者。…新加坡在世界上算是鹤立鸡群。’ 如果说指数表示外国人肯定了新加坡的门户开放政策,那么,这是否也肯定了这个指数所可能反映的社会隐忧:在全民防卫理念下新加坡的经济结构是令人担忧的。 新加坡经济严重依赖外来因素。2010上半年经济的大幅度增长是来自医药业与赌博业,这些都是外来资金,外来人力资源和外国人的海外市场:反映了没有外援就没有增长。换言之,新加坡缺乏对外来经济危机冲击的防卫能力。 这一种经济现象反映了本土经济的衰弱。这是因为政府廉价征用私有土地清算了小资本家,城市重建消灭了原有的低成本生产环境,以及政策歧视本地中小企业。此消彼长,这也应该就是为何造就了新加坡是指数最高的经济体。说白了,这是新加坡经济结构的严重缺陷,值得沾沾自喜吗?
