Singaporeans Are The Victims Of PAP Success!

Senior Minister Goh Chok Tong chided and urged Singaporeans who complain about public housing, crowded trains and lack of car park spaces to “think of the poor who struggle to make a living.” Singaporeans do not just complain a about just the few selective issues which GCT chided Singaporeans for without thinking about the “poor who struggle to make a living”. He is coloring the context of the vehement complaint lashed at the policy. Indeed many Singaporeans voiced out many issues beside those cited by GCT including championing for the care and welfare of the poor, the under-privileged and many who has voice or whose voices are helplessly ignored, snuffed out by ST Media. Citing selectively compliant issues to chide Singaporeans is evidently another of his crafty “rationale” to justify PAP act and design. His motive is to portray the “selfish character” of many Singaporeans who complain without regard for poor as if PAP cares so much for them. It is media distortion of the real issue, a diversion of their own failure to resolve the problematic immigration issue resulting in adverse ramification on housing, transport, employment and cost of livings. Or perhaps, ST media is gearing up damage control of PAP bruised image. GCT very aptly and swiftly cast away the policy failure by claiming we are the “victims of own success”. So it seems this is success which we aspire and the price we have to pay. No, we are the Victim of PAP design!-Sheeps as sacrificial victims of Lion! We do not want this unrelenting rapid influx of FT, FW and immigrants to satisfy PAP agenda. We do not want this success which creates a widening divide of Rich and Poor- the irony of rich having ever-increasing hard cash and poor ever-increasing debt financing the rich and ever-increasing uncertainty of future livelihood! We do not want this divide at the expense of the weaker and poor. We do not want to be the victims of PAP manipulation of their own ultimate success Who are the ultimate PAP beneficiaries! We are the real victims! MM said at the current low birth rate, population will halve in 20 years without acknowledging the population control and eugenics and policies that cause this dilemma. We have 20 years to carefully plan a sustainable population growth. What is this relentless, tantamount to psychotic fetish embrace and rapid surge of immigrants and FT over such short period? Apparently, their policies have backfired severely. They have miscalculated the ground reaction and are blinded by urgency of new immigrant votes. They know they cannot wait. They have ignored the noises and perturbations in their control equation of growth success but instead embed in it the factors to ensure absolutism of their rule. Let move “fast forward” onto the Future Shock of Singapore: What will it be? It is a successful “global city” good for the Elite, Rich, Powerful and ruthless business communities but a painful angst to current true-bred and future generations: It is reality of survival in PAP terms and dictates!-you die your own business. For heaven sake, treat the nation syndrome with conscience and compassion. Let go the authoritarian rule. Accept, listen to and address the voices and cries of the citizens and the opposition. Stop “kissing” and glorifying the FT as if they are “king and queen” above the citizens and make citizens appear second-class. If Singapore has a premium, FT will come and some will eventually reside as citizens as long as the leaders are compassionate and caring to its citizens. Let loose the iron-clad fetters that shut the voices and inspiration of the young generation. They are the voice of the future-their future. The citizen spirit is ALL THAT counts. Kill it and you kill this Nation. No matter how formidable PAP is, PAP will go down together with this Nation. He said he and a local friend were queuing up at the Uzbekistan Pavilion at around noon when a man in his fifties shoved him aside roughly and cut into the queue. Shortly afterwards, his daughter and wife tried to do the same, but the STOMPer refused to let them. This let to a torrent of physical attacks and verbal abuse by the mother and daughter on not only the STOMPer, but on Singapore. The mother and daughter called the STOMPer a ‘fatty’ out loud in Chinese and said, “Will he die just by letting one person pass?”. When the STOMPer ignored them, he said the mother and daughter continued insulting his ‘manhood’ and refusal to let them pass. When the STOMPer couldn’t take it anymore and told them off and identified himself as a Singaporean tourist, the daughter replied: “Oh! You’re Singaporean! We are Singaporean ‘flatulence’ (the girl has attempted to say ‘PR’ for Permanent Residence, but her ridiculous pronunciation has tagged herself as the Chinese pronunciation for ‘flatulence’) we understand you very well! You speak Singlish bad English *sic* and shamelessly speak it all day long!” They then continued with their insults: “Yes! Singaporeans are miserly, stupid and inflexible; can’t even let others cut queue for a bit! You deserve to work hard without earning much. You’re all poor blokes but pretend to be so high and mighty! 无根的新加坡民主与法治

作者:faguowutong2006 无根的民主与法治:有感新加坡的政治制度 虽然今天主要任务是讨论新加坡的政治制度,但有关文献很多,大家一看便可知晓新加坡政治。因此我不是就事论事,而是通过回答两个有争议的问题从一个新的侧面来认识新加坡政治制度的特点和实质。此外我还会在文章最后部分简要回答新加坡政治模式是否适合中国这一问题。 一、新加坡是民主国家吗? 一些学者认为新加坡不是民主国家,但也有些学者持相左的意见,有些学者则属于中间派,认为新加坡是一个缺民主(或威权)的国家。我在这里支持第一种观点。 民主是指一国主要领导人“通过公平、诚实和定期的选举产生,在这种选举中候选人可以自由地竞争选票,而且基本上所有的成年人都可以参加选举”,这是来 自熊彼特的经典的程序性定义。一般认为该定义只机械描述了民主,而我认为此定义体现了民主的精神:即选举过程是公平、自由和诚实的。好的定义都是明确而可 操作的,它犹如一把尺子,可以准确测量我们所要考察的对象。下面我们根据此定义来观察新加坡的情况: 新加坡容许反对党合法存在,如工人党和新加坡民主党;有着五年一次的大选,大多数人都有选举权。这成为支持新加坡是民主国家的主要论据。但我认为这只表明新加坡具有了民主外衣,而无法证明其具有民主精神和实质民主。 新加坡执政党(人民行动党)牢牢控制了选举委员会,这一委员会主要职责是制定选举规则。整个新加坡选区被划为集选区和单选区,集选区面积和人口是单选 区的几倍,各政党选出五到六人作为候选人参加竞选,某一政党只要获简单多数就可在国会中获得相对的多数;单选区每个政党只能派一人参加竞选。 当选举临近时,一旦反对党在某个选区可能获胜时,选举委员会就会改变选区的划分,或将某选区分成几个小选区,或将某选区的一部分并入别的选区,这造成 反对党几乎无法取得选区选战中的胜利,甚至是连在一个选区获胜也是及其困难的事,因此反对党根本不可能撼动行动党的执政地位。以2001年选举为例,八十 四席的国会议员席中反对党只获得了两席。此外行动党控制的法院和财务部门也会对反对党施加种种限制,使他们在还未正式参选就处于失败的境地。 可见反对党只是点缀,形同虚设,对反对党的种种打压都与前文所说的民主精神不符,公正、自由的民主选举在新加坡并不存在。因此在新加坡表面上多党制,实际上是一党制,形式上民主国家,实质仍是专制国家。 下边再回答第二个问题。 二 、新加坡是法治国家吗? 关于这个问题争议要少一些,我在这里不介绍争论,主要阐明自己的观点。 主张将民主和法治概念分清的学者大都认为新加坡是法治国家,我同意并在这里采用这种两分法。还是从法治概念入手,因为概念即方法。 法治从实质和精神的角度看,是指法的权威至高无上,政府要依法办事;从形式看,法治是指分权制衡,以权力来监督权力。从法治的结果看,法治保障自由,即言论、集会、出版、结社、游行和示威的自由。 支持新加坡是法治的学者都会说:新加坡的政府官员大都很清廉,鲜有以权谋私的现象,同时对下层百姓来说,执法部门很少讲人情,只讲法律,政府做到了有法必依,执法必严,违法必究,因此毫无疑问,新加坡是一个法治社会。 这种观点看似合情合理,我曾经也深信不疑。但通过查阅有关资料,再加上对法治概念的深入理解,我发现事情远非如此简单,这仍然只是表面现象。 首先看新加坡的政府是否达到了法治精神的要求。前文已说过,在选举来临前夕,执政党控制的政府机构总会制定有利于行动党的法律,但选举法是具有宪法性 质的法律,在健全的民主社会具有极高的权威性,决不允许轻易改动,即便对其修正,程序也极为繁琐。显然,每到大选,行动党控制下的选举委员会见风使舵的改 变选举规则的做法本身就是对法治精神的一种亵渎。更重要的是,修改法律的出发点并不是出于对法律的敬畏,而是为赢得选战的胜利,也就是说是在为集团谋私 利,这更与基本法权威至上的法治精神背道而驰。据此,我认为新加坡很难说是法治国家。 再看,新加坡是否具备法治的形式。人民行动党不仅把持着选举委员会,还控制了高等法院,就是说司法部门居于从属政府的地位。在选举中,人民行动党屡屡 利用法院系统制裁反对党领袖就是很好的证明。说到这结论不言自明,显然新加坡的政治体制不存在真正的分权制衡,至少在关键时刻,法院的独立性是肯定会被打 破的。本该独立的司法部门被行动党控制,是新加坡最基本的政治环境(执政党和政府的关系)所决定的。新加坡是一个党政一体化的国家,“人们常常把行动党和 政府看作一回事”。既然如此,高等法院被行动党控制也就不足为奇了。据此可以看出,没有民主是不会有真正的法治出现的。据此,新加坡还算不上法治国家。 最后再看,新加坡是否有法治的果实。由于时间所限我没有翻阅更多的资料。因此只能举一个别人引用过的例子为我所用。在2001年选举中,一位反对党领 袖当面质问吴作栋借给印尼总统苏哈托一百七十亿新元的下落,这在法治国家真的算不了什么,言论自由吗,但执政党却小题大做,扬言要控告这位反对党领袖诽谤 政府领导人,此人慑于先例,不得不先后三次公开道歉。诸如此类的例子还有很多,但单单此事例即可直接说明,言论自由在新加坡是很有限的,而没有言论自由, 又哪来的其它几种自由。法治的果实没有产生,也可以从反方面证明新加坡根本就不是什么法治国家。 写到这,还想提出一个不清楚但又非常想知道的问题:假如执政党没有在选举过程中采取一系列打压手段的话,会有多少选民投票给行动党,或者说在平时人民 对行动党的支持率有多少?有这方面的调查吗?因为有可能像缺乏言论自由的中国明星村那样,许多人是敢怒而不敢言,不得不表现出恭顺的。而言论自由并不仅仅 指法律允许人们随便说话,更重要的是指人们在表达批评意见时没有恐惧感,而这是一种精神,一种健全社会的健康现象。 最后再简单分析一个和中国现实联系最紧密的问题。 三、新加坡政治模式适用于中国吗? 尽管我认为新加坡不是民主国家也不是法治国家,但并不否认高素质政治精英治理下的新加坡所具备的独特气质:官员清廉、社会稳定和经济繁荣。而这也成为学界支持将新加坡政治模式引入中国的主要根据。 我同意学者萧功秦的观点,即这种模式不适和中国。关于不适和的原因,萧功秦有着很具体深入的分析,在这里我只是就我比较看重的原因做一简要分析,同时提一些我对政治制度改革前景的看法。 我认为中国的执政党很难有把握在引入多党竞争后仍然维持一党独大的地位,更重要的是很难在政改过程中确保政局和社会的稳定。因为中国在改革开放过程中积累了很多新加坡所没有的矛盾。 新加坡执政党的治理既保证了社会稳定,又带来经济的繁荣和人民生活水平的提高。虽然中国经济增长很快,但腐败、贫富不均、农村等问题都已严重到了尖锐 化的程度。只是因为政府对社会的严密控制,使这些矛盾还没有机会爆发并发生连锁反应。而一旦引入新加坡式的政治模式,这看似是在走一种渐进式民主道路,却 很可能点燃积蓄以久的矛盾。虽然不能否定中国民主化的渐进道路,但至少可以说新加坡的模式在中国不可能取得新加坡式的繁荣。而新加坡呢,这些矛盾要么没有 要么很小,比如农村问题新加坡根本不存在,因为新加坡只有城市没有农村。 那么中国该走什么路呢?许多学者都给中国政治体制的未来设计了各式各样的近乎完美的道路。但我不相信预言,更相信经验,相信别的国家走过的道路,发生 过的事情。当然,不可否认,如果承认民主是相对普世价值,承认民主是现代化必经之路,理性的民主化道路必然应以保持稳定和经济增长为前提,不过这往往只是 理论上的乐观之路。 假若从历史经验看改革的前景,尽收眼底的多是悲观和失望。因为任何国家都都很难逃脱两条道路的宿命:英美法式流血和苏东式剧变(伴随巨大经济倒退和社会动荡)。至少可以肯定地说迄今为止还没有哪个大国是平稳过渡到民主社会的。 ——获取应有的自由是一定要付出代价的,而这种代价往往是一代人所不能承受之重。 来源:天涯时空(转载) http://www.tianya.cn (15-4-2007)  Read More →
