作者:费言14/03/2010 湖北省长李鸿忠,因在两会期间抢夺女记者的录音笔,如今成为两会和网络大红人,“鸿忠夺笔”,成为“正龙画虎”之后的网络热门术语。 另一方面,我们看到台湾 (Taiwan) 那个可怜的法务部长王清丰,辞职后到法务部,流泪向同事鞠躬道谢道别,感谢他们这些时间对她的协助。为了挽救44个如“奸杀坏蛋陈进兴”那样“十足该死”的死囚犯,王清丰向立法院上书请愿提议废除死刑,甚至扬言为这些死囚下地狱,她也甘心。 比较两岸这两个大官,我们一边看到了谦卑,一边看到了傲慢,一边看到了无私(甚至只为了几十个该死的死囚),一边,看到为了顾全自己权力的威严和颜面,死都不低头,死都不认账,死都不道歉。为何有如此差距呢? 在大陆一边,可以看到令人厌恶的,对权力监督缺失的弊端,看到权力彻头彻尾的傲慢。在台湾一边,可以看到令人尊敬的,“权为民所用”的真正实践,对人权,对民主老老实实的认真尊重。 省长的权力有多大?湖北省长能对你做什么? 对中国不熟悉的人,很难理解在中国,一个省长的权力有多大。不如这么说吧,从管理面积看看,就如新疆、或西藏吧,随便其中一个,都比整个欧洲的面积还大。拿 人口看看,四川或河南省,随便都有一亿人,也就是说,这四川或河南的省长,管着25倍新加坡的国家人口。(新加坡算是人口400万) 人民网强国论坛上有人这么说:夺笔还是轻的啦,没将记者打成精神病,送进精神病院已经不错了,你们还想让李省长大人做检讨?那简直是白日做梦! 以前,许多人对人民政府充满着希望,所以在两会期间,从各省各市出发的冤民,都集中到北京上访村,等着向党中央,大官,温总理和各部门申冤诉苦。近年来,党 中央已经对这些问题厌烦了,也觉得作秀不必太认真,干脆让地方政府自己好自为之。地方政府得到中央的肯定默许,敢紧定下“上访有罪法”,让地方公安跟踪上 访者,半路堵截,或者到上访村将他们逮捕,送回省里给他们都搞个精神病的报告,让他们呆在精神病院里好好学习“中央关于尊重照顾人民尊严”的一号文件。 【对权力监督的缺失,导致权力的傲慢】 法务部长为死刑犯提出废除死刑法律,搞到要下台请罪,这种发生在台湾的事,绝对不可能发生在新加坡。因为他们不懂的珍惜执政者的面子脸皮,也不懂得如果人民 因此把政府看成跛脚鸭,或者让选民认为他们可以拿选票来威胁执政政策,这在台湾也许不是什么大事,在新加坡,许多人认为,那可是会导致亡国亡党的大事。 从另一角度看,许多权力所以会如此傲慢,从许多政策和态度都可以一览无遗,从这里,你也可以找到,当权力的真正监督缺失的时候,或者稍微监督无力就行了,掌权和施权的傲慢与跋扈是如何地可怕。 新加坡发生过头号恐怖分子从最严密监牢里逃脱的严重丑闻。如果这种事发生在台湾,那个负责的部长和官员,是绝对不敢幻想他可以再干下去的,因为,责任监督, 问责质疑,在台湾已经不是嘴巴讲的,而是一种当然深入人心的文化。无论执政党或反对党,都得把这个作为他们对国家,对选民负责的基本要求,就算犯错者想要 死赖狡辩,也不可能逃得过严密监督的社会舆论,和炮火隆隆、实力雄厚在野党的质疑。 反观新加坡,这样的大事,却在热闹的表演中落幕。直接间接的人,不咸不淡应酬几句,媒体装得煞有其事,其实在小駡大帮忙,来个信誓旦旦如何如何改进,发誓要亡羊补牢,这样子如果你们还看不爽?那还想怎么样?别说有部长会因责下台,就连个鞠躬道歉认错,你都别想。 议会民选制度,本来就为了政党轮替,政权优劣交替,为了民选权力监督。但无法“真正”受到确实监督的权力,也是傲慢的。表面上,嘴巴上也许表现得如何如何谦逊做做秀,其实,他根本有恃无恐,根本不会把你放在眼里,他很有信心,你绝对无奈他何。 没有监督的权力,是绝对的权力,绝对是傲慢的权力。 绝对的权力,导致绝对的无法无天,也绝对导致滥权和腐败。 越傲慢的权力,被滥用久了,根本就习惯麻痹了,认为一切理所当然,天下是老子的,傲慢嚣张到忘了收敛。有个贪官叫韩锋(广西自治区烟草专卖局销售管理处处长),贪得钱多了,用权玩女人玩到腻了,干脆在网上来个大公开,公开他每天在办公时间如何如何逍遥玩女人,如何如何逍遥应酬吃大餐,甚至把过程全程详细姓名全部记录上网。 傲慢的权力,是不容人家质疑他的权威的。越南的几个记者,揭发了一个部长动用交通部造路的公款去赌球,这个滥权腐败的贪官只是被调职,那几个假厉害的记者却被控以泄漏国家机密罪而被判坐牢。 越是不民主,不合法得到,越是不明确受委托的权力,就越对自己治管国家的道德权威缺乏自信信心,就越需要建立一种绝对不容质疑,绝对不容动摇的高姿态,谁敢于去质疑,去动摇这种权威威严,谁都要倒霉的。 本来,省长不爽女记者故意问他不爽的事,发怒抢了人家的录音笔,也可以道歉了事,这种事,不必在什么民主的欧美国家,只要在台湾,韩国,日本。。。都不难见 到,但是,在中国,这样的做法,无疑就是要让政府至高无上的权威,政府高官至高无上的威严严重地受到挫折,受到质疑,受到损害。为了维护这种丝毫不许动摇 的权威尊严,死不认错,是他唯一能够选择的出路。 当这种绝对的权威尊严,不断在这种公开的平台和公众舆论中被腐蚀殆尽,党政治国的威严日益遭受损耗,渐步荡然无存,那岂不是,迟早要宣布进入无政府紧急状态? 来源:大马论坛  Read More →

有关新加坡生产力的怪历史

作者:“王先生如是说”博文 译者:冀居·谢 我想新加坡目前最夯的新词应该就是“生产力”。部长们都在吹嘘这个新创意将会帮助新加坡的生存和持续发展。 这真的很好笑!因为生产力对于新加坡根本不是什么新概念,事实上它已经很老了。回溯七十年代和八十年代,生产力运动是我们最爱的全国运动之一(此外,还有“讲华语运动”和“只生两个”的家庭计划运动)。 这个运动还产生了自己的吉祥物(叫做“群蜜”小蜜蜂)。甚至还有一首运动歌日夜在电台和电视台播放。歌词我还依稀记得是这样: "Good, better, best,  (好、更好、最好) never let it rest, (永不言休) If it's good, make it better  (好了,还要更好) If it's better, make it best!"  (更好,还要最好!) 听到的时候,那时我还在念小学,它就是这么简单、朗朗上口,所以特别吸引小孩子。当然,按今天的标准,这样的歌词很土,但那时也是一个单纯到有点天真的世界啊。 无论如何,在七八十年代生产力的确是件大事,它甚至有了自己的法定机构。诸如许多和公众密切的机构——HDB(建屋发展局)、URA(城市重建局)和 CPF(中央公积金局)一样,我们也有NPB(国家生产力局)。顾名思义,国家生产力局的功用就是要提高新加坡的生产力。事实上,那时专注研究的是日本的 劳动力,因为他们对自己有很高的要求和极高的生产力。 生产力运动何时消退? 我说不准一个日期,我知道国家生产力局是在1996年寿终正寝的。那年的4月,国会撤销国家生产力局法,所以从那时起就当然停止运作了。 大概就在那个时候,也不知道是不是巧合?新加坡又提出新的国家策略。从此大谈要如何把国外的人才吸引到新加坡来,就在那一年,“外来人才”第一次在我们的国家语汇里上榜。 后来的故事就不必我多说了。然而,随着日月的流逝,“外来人才”这词的定义却越来越松垮。 “外来人才”原本是指外来的高技能专才,这些人拥有新加坡较少见的专业知识,如心脏外科医生和科学家。 随着时间的推移,“外来人才”也慢慢包括护士、工程师、资讯系统分析员、主厨、足球员、巴士司机、银行家、建筑工头、女售货员、中层经理、接待员、摄影师、教员。实际上阿狗阿猫谁都欢迎,国门从此洞开。 2006年李总理在他的国庆群众大会讲演里,提到人力政策时,小心翼翼地把“人才”(talent)二字剔除。他不再谈“外来人才”(foreign talent),他只说“外来人”(foreigners)来泛指在新加坡工作和生活的那群人。 这里头有诚实,也有不诚实。诚实的部分,当然是他亲口承认外来的未必个个都是人才,很多都是平庸者。这是我们国策大开方便之门,无任欢迎的必然后果。 不诚实的部分是他故意遗漏“人才”二字,却没有向国人做出清楚合理的解释。这是在修辞上耍花招,很多人都不曾觉察的。然而政策已经演化,从小规模的引进技术专才,到大规模的无任欢迎,李总理想承认却说不出口,政策实质上是变质了。 无论如何,引进太多低技能劳动力使我们的生产力直线下滑是政策所使然。目前正在发生,也引起无数的讨论,这里我就不多赘。 最后我要向“群蜜”这位老朋友致敬,纵使他们机关算尽,或许回到最基本才是上策。 星期日,2010年3月14日 来源:http://mrwangsaysso.blogspot.com/2010/03/strange-history-of-productivity-in.html  Read More →

Written by Our Correspondent Actress Foyce Le Xuan had lodged a police report at the Tampines Neighborhood Police Post this afternoon against her former employer Jack Neo for sexual harrassment. Shin Min Daily reported that Foyce had passed the police the SMSes purportedly sent to her by Jack. In addition, she also made a police report over a male stranger who had been harrassing her with phone calls and SMSes over the last few days warning her to "be careful as they won't let her off". Foyce claimed that she had nothing personal against Jack and she is lodging the police reports for "self-protection." Jack Neo was embroiled in a series of sex scandals lately which had rocked the entire nation. After his affair with a 22 year old model Wendy Chong was leaked to the press, Foyce stepped forward and accused him of sexually harrassing him six years ago which he denied and challenged her to provide the proof. Foyce showed two of the SMEs sent to her by Jack to Lianhe Wanbao: 1. "Thinking of you now" (in Chinese) 2. "i am on the way to jB doing e album promotion last 2 days were in KL. Miss u." In an interview with The New Paper yesterday, she described Jack as being "inhuman" and "devil" and insinuated that they had some sort of sexual contact. She appeared to take a softer stance against Jack today, telling the media that she understood why he refused to admit making sexual advances against her in the past. Foyce added that she would not speak to the media about the matter anymore after being advised not to do so by her church pastor and friends. "I feel it is God's will that I do not speak to the media again after today," she was quoted as saying. When Wanbao reporters tried to contact Jack Neo, his manager picked up the call and told them that Jack does not wish to comment further on the matter.  Read More →
