Dear Mr Mah, I refer to your speech as reported by Straits Times on 29 Jan 2010. You said that it is not possible for the government to set resale prices.  Even without setting resale prices, the government asserts a strong influence on resale prices.  By controlling the number of new flats being built, the government indirectly controls resale prices. As each generation of 'unhappy' buyers turns into a generation of 'happy' sellers, the 'unhappiness' gets passed on to the next generation.  But as the price gets higher and higher, the level of 'unhappiness' also gets higher and higher until it becomes totally, totally unbearable. You said let the price be set by willing buyers and willing sellers.  But everyone knows that when there are more buyers than sellers, price will go up.  By importing so many immigrants without correspondingly building the necessary units to house them, you have tilted the balance of power towards sellers.  This is unhealthy and could have been controlled by the government. You said that the PRs only buy 20% of flats and so do not have such great impact.  But what about the other 80% of PRs?  Are they sleeping on the streets?  If they are renting flats, the rented flat becomes unavailable for sale and consequently the supply of flats reduces.  If they bought or rent condos, again less becomes available for Singaporeans who will then join in the fray to buy from the resale market and thus prop up resale price.  No matter how you look at it, you cannot make the other 80% PRs disappear into thin air. 作者:新加坡文献馆 30/01/2010 2010年1月25日李显龙在公共政策学院的透视新加坡研讨会上指出,经济、人口和政治是新加坡政府的三大关键和优先事务。其中在人口方面,政府虽不断鼓励人民生育,但新加坡生育率持续下降使到新加坡人口萎缩。政府透过移民政策,补足下滑的人口和人才库,宽松的移民政策导致新加坡人的工作被新移民和外劳取代引发社会不满。 2009 年3月21日,李光耀在新加坡国立大学校友会中心开幕的对话会上,说明了新加坡的人才政策:由于生育率低,新加坡必须透过发奖学金给外国学生等方式,广纳外来人才,这对经济发展很重要。李光耀预料,因为新加坡人生育率低,无法达到替代人口所需比例的老问题,将是新加坡长期面对的重大难题,也意味着新加坡的外来人口政策必须不断适时调整更新。 这两则新闻分别指出人口问题是影响新加坡政治与经济发展的最主要内在因素,以及外来人才政策是解决人口不足的重要方案。这般的社会现象解读把人民行动党政府的人口政策失败转焦为新加坡生育率持续下降,以及新加坡必须引进外来人才以持续扩张经济大饼;然而,前者仅是表面症状,后者亦只是舒缓病害的临时配方。实质上,制度失调才是祸害根本。 新加坡自1819年开埠以至上世纪50年代的移民浪潮一般上是依社会与经济上的需要自动调整。在市场机制的自然调节下,本地人口与外来人口之间可以持续维持其社会与经济上的均衡点,所以这两个社群鲜有冲突。 二战后的新加坡面对失业与住房两大难题,当年李光耀的对策是以约束人口成长率来控制并缩小社会困境。此外,李光耀的社会工程(social engineering)亦把新加坡当成一个可以任意塑造的社会,其中对多种政策的矫枉过正却是造成近年的社会问题的根源。 根 据 Saw Swee Hock (2007: 187)的新加坡人口一书中的记述:1960年代中,新加坡政府采取了一个强烈的限制人口出生率政策。并在随后的日子里执行着一个全方位的人口控制措施来加速人口生育率的下降以压抑人口增长率的发展趋势。这些措施包括4个元件:家庭计划,合法堕胎,自愿节育和一系列与生育相关的激励与惩罚规章。这些措施使到生育率快速下跌,到了1975年时人口生育率已经下跌至自然替代率的水平。由于人口生育率持续下跌的结果,迫使政府在1987年开始大幅度调整政策鼓励生育。这期间的1984年政府采取优生生育学政策来提高人口素质。 从此段文字可以知道,新加坡的人口不足问题确实是来自李光耀的政策失误。显然的,李光耀的外来人才论只是用来包装新加坡人口不足的解决方案,并非人口不足的原因。新加坡人口不足的确实原因是政府的4项政策以及其他一些相关的配套措施,比如以家庭人口数额来决定组屋分配优先权等等的不良制度结果。 家庭计划在1960年代末如火如荼的推行,政府在医院与诊疗所开设专柜提供服务,并以海报,电台广播与影视广告来推广节育。当年以多种口号呼吁人民进行家庭计划,比如新加坡只要小家庭;两个孩子的理想家庭;男或女两名子女就足夠;生育越多分享越少等等来灌输小家庭少生育的思想。这个家庭计划组织在1986年解散。 合法堕胎法令是在1968年推行。当年,宗教人士特别是天主教从道德伦理的角度强烈反对堕胎合法化,然而,政府以必须让贫穷妇女和富裕妇女享受同样的医药服务的表面措 辞强硬推出法令。实际上,堕胎合法化的目的无非是要减少不必要的怀孕,从而达到减少新生婴儿的人口政策;贫穷妇女的福祉并非政策的考虑因素。 自愿节育法令是在1969年提议,1970年执行。原本有相当约束规范条件的自愿节育计划过后变得日益宽松,最终成为个人的行使权力。在这一过程中低教育水平的个人受到更多的激励进行节育手术;当然,这就是优生生育学的思维展现。政府也以激励的手法鼓励妇女节育,比如让节育妇女的孩子有优先的入学资格。此外,政府也以节育为外来工厂女工取得工作准证的先决条件,来防止外来的低教育水平妇女在新加坡生儿育女。把这种断子绝孙的手法当成行政工具是新加坡人口政策中最缺德的一面。 此外,为了惩罚多生育,政府也修改雇用法令减少妇女分娩的有薪假期和立法提高多胎生育归女的生育,住院与相关医药费用。显然的,这种财务上的歧视只会影响低收入家庭而不影响富裕家庭;换言之,新加坡的上等人还是可以多生育。 从新加坡人口历史的简述中可以知道在1975年,新加坡已经处在人口无增长的关键时刻。可是要在等待12年之后,到了1987年政府才开始大幅度调整人口政策。然而,为时已晚,政府已经不能单纯的从人口政策的调整,比如其中最主要的激励是所得税回扣,来影响人民的生儿育女计划。 此外,李光耀的社会工程亦成就了一个斤斤计较与自私自利的个人自我中心的务实社会,人民的价值观只相信眼前的金钱利益,成家立业与无后为大的华人传统思想亦早已随着华校的消失而荡然无存。在这种制度大环境下,新加坡人口不足的现象日益严重,不得不大量吸引外来劳动力以维持新加坡的经济增长率。 根据统计局的人口普查:1990年新加坡的人口是300万。2000年新加坡的人口上升为401万。10年间增加了100万,主要是永久居民和外国工人大量流入。其中,非居民人口增加最多,占过去10年总人口增长的将近一半。新加坡的非居民人口是指持有工作准证、就业准证和长期社交访问准证的外国人、外国学生以及短期逗留新加坡的外国人,但不包括游客和过境者。 统计局2009年人口趋势报告显示,新加坡人口升至499万人。本地公民 320万人、永久居民53万人、非居民125万。与2000年401万人口相比,新加坡在9年里增加近100万人。外来人口是新加坡人口增长的来源,其中2008年的新公民人数有20000名,另外接纳了55000名新的永久居民与57000名新的非居民。新加坡的人口生育率仅为1.29,远低于2.1的 自然替代率;2008年只有40000个婴儿出生,但新加坡必须至少每年有60000个婴儿出生,才能抵销自然死亡的人口。 由数据所见,新加坡公民在新加坡人口当中所占的比例日渐减少,1990年是86%,2000年下降为74%,到了2009年则再下跌至64%。这也就是说,到了2020年之后,每10名在新加坡的人口当中只有5人是新加坡公民。 按李光耀的说法,新加坡的人口不足是一个久久未能解决的老问题,那么,新加坡这个老问题又是谁的责任? 移民政策固然有其历史和地理因素上的必要性,但近年来大幅度增加新移民的最主要原由却还是因为制度不当的不良结果。所以近日李光耀在《國家地理雜誌》发表的新移民有干劲国民愚蠢论是完全忽略了不当人口政策所累积的社会成本。 回顾历史,当年如果李光耀的远见能够正确无误,那么,新加坡的人口政策是鼓励而不是惩罚多生育,新加坡的教育政策是培育而不是淘汰学习能力一般的学生,新加坡的文化政策是提倡而不是压抑自由与创意思想。更直接的说法就是,李光耀崇尚的优生生育论,精英教育论以及社会工程论都是不正确的,因为这一种政治思维塑造的制度环境就是造成当前新加坡社会困境的最主要因素。 积重难返,新加坡要走出当前这一个社会困境已经不能单靠现有制度上的局部性修整,而是要来自政治思维上的全盘性方向大改变。换言之,李光耀政治思维的使用有效期已经届满,无益后李光耀时代的新加坡社会发展。21世纪的新加坡应该有其新颖的前瞻性大思维,其中贯彻一人一票民主精神,政治多元化和维护个人基本权力等等新元素可以激励开放创新社会,从而塑造一个更合时宜的新环境。  Read More →
