新加坡民主党的生活成本政策倡议新加坡民主党的生活成本政策倡议 环顾新加坡众多政党,在选举前,都不见任何政党提出政策倡议。抱着开放的心态,我研究一下新加坡民主党的主张。 过去五年以来,新加坡一直是全球生活指数最高昂的地方,就此,民主党在今年三月,提出十点蓝图去减低生活成本。尽管李显龙总理及其团队,在上届大选不断地安抚国民,但生活成本仍然上涨,让政府在过去三年从中获得近200亿的盈余。 减低生活成本十点蓝图中,大都不是新构想。新加坡民主党秘书长徐顺全博士,其实早在2015年大选已经提出。有些国民会质疑为何这些政策并没有执行,有指,这归咎于新加坡民主党在国会内并没议席,以致难以推动改变,结果新加坡的生活成本持续上扬,难以逆转。 一如所料,主流媒体甚少跟进报导此议题。就如网上的其他话题,较关心的意见大致分两派:亲人民行动党的,及亲反对党的。本文仅聚焦分析反对蓝图倡议观点,并逐点回应。 例如,减低生活成本十点蓝图中一项是,削减内阁部长的薪资,节省下来的将用作为贫苦大众提供经济援助。有评论担心,削减部长的薪资后,会影响政府效率。 上述评论假定了,我国管治人才就只能靠钱一个要素去推动。显然,这并不是事实。实际上,很多有能之士更不屑于现时着重利用薪酬去吸引、激励的做法。反之,他们更认为现时制度,只能吸引到一些为利是图、却欠缺其他优秀领袖要素(如同情心)的人进入政府。 此外,亦如前公务员首长严崇涛所言,丰厚的薪酬抑制了内阁官员质疑现有政策中的漏洞,会因此而变得「唯党是从」,并享受荣华富贵。 明确来说,新加坡民主党所提出的减薪,最后合计,还是跟相近经济体领袖的薪金看齐,削减后的薪酬,仍然非常可观。 另一项新加坡民主党建议的是,豁免日常用品的销售税销售税,同时间,增加对奢侈品的课税。部分评论显然并不知悉世界各国亦奉行类似政策,而且在推行上亦不困难。 最低工资亦是另一个问题。有评论指,出由于最低工资只保障外地劳工,其实不然,仍然有很大部份的国民未能获得足以支付生活所需的薪资。 新加坡民主党亦提出,恢复对高价豪宅(价值2000万新币及以上)征收遗产税。...
