By Isaac Stone Fish from Newsweek The day before Hillary Clinton gave a speech last week about China's cybber-attacks and its threat to the free flow of Internet information, the Heritage Foundation and The Wall Street Journal released their 16th annual Index of Economic Freedom, which ranks countries according to the ability of thei citizen to work, produce, consume, and invest in any way they please. For the past 16 years, Hong Kong and Singapore have sat comfortably in the top two spots. Strikingly though, neither state boasts a high level of political freedom; they are often rated on a par with countries like Morocco or Moldova by indexes of political independence, and Human Rights Watch recently called Singapore a "textbook example" of a repressive state. While Clinton's speech had been scheduled before Google's announcement that it would stop censoring Chinese search results, she used the opportunity to prod Beijing on its restrictive internet policies, warning that censoring internet access would wall China off from "the progress of the next century." Yet this may not be the case. China hopes to learn from Singapore and Hong Kong on how to eliminate poverty, protect the environment, and raise citizens' per capita income, all with minimal political liberalization. So far, China's Communist Party has managed to sustain heady economic growth without sacrificing its viselike grip on the Internet or political freedoms. Dear Mr Iswaran, I refer to your comments as reported by Straits Times on 5 Feb 2010. You said that installing smart meters in homes will allow consumers to tune their usage of electrical appliances according to price signals.  I am not sure that is such a smart move.  Will higher electricity prices at peak hours dissuade households from watching prime time television and turn to watching television at four o'clock in the morning instead when electricity prices are cheaper?  Will cheaper electricity encourage students to wake up at 3 am in the morning to study?  Let us not be ridiculous, the money spent on smart meters can be better spent elsewhere. What could be done is solar panel installation on the roof tops of all HDB flats.  The initial cost may be high but this can be brought down with the use of light collecting dishes to funnel and concentrate sunlight onto a smaller piece of solar panel.  This can be combined with heliostats to allow the solar dish collectors to maintain high sunlight intensities throughout the day. Another possibility would be to provide legislature allowing individuals to install solar panels in their homes and to sell surplus electricity generated back to the grid.  By harnessing the collective buying powers of the entire nation, more solar panels can be installed.  The solar panels need not be a permanent fixture.  Many, small strips of solar panels can be incorporated into blinds so that when people go to work, they can draw down the blinds to generate electricity.  When they come back home from work, they can draw up the blinds to enjoy their window scenery.  The government can facilitate the coming together of major blind manufacturers and solar panel suppliers to make this come true. 作者:加拿大多伦多南洋大学校友会 4-2-2010 今年是南洋大学被关闭30周年,我们定居在加拿大多伦多地区的南大校友,又一次掀开对母校坎坷命运及最终被扼杀的记忆之窗,无不黯然神伤。可是,正当我们以哀悼的心情在怀念母校之际,新加坡政府资政李光耀 (Lee Kuan Yew) 又故伎重演,再次向外国记者发表他以前几次说过有关关闭南大的谈话。尽管《国家地理》杂志记者与李氏的 访谈(见该杂志2010年1月132-149页)中并没有直接提到南大,但李氏办事处于2009年12月28日发给媒体的访谈记录中,却详细记载了他对关 闭南大的谈话内容。 李氏的言论可概括为以下三点:一、他没有后悔关闭南大,但“后悔没有早点关闭它”;二、关闭南大是“因为当时的大学流失优秀学生,只能招收素质差的次等 生”,并“降低水平让他们毕业”,“结果文凭变得没有价值。当你找工作时,反而是把大学文凭藏起来,改以中学文凭取代。”三、他批评受华文教育者“一直都固执地把语言、文化和生活当成人生的全部,但我是个实用主义者,知道单靠华文你是不可能在新加坡过活的”。 我们虽然很熟悉李氏这些有关置南大于死地的言论,但当我们心灵上痛失南大的伤疤还淌血未止的时候,他这番老调重弹正如利刃一般,朝着我们的伤口上再重刺一刀,同时也再刺伤了千千万万 拥护和支持南大的新马华人的心。我们感到困惑:在消灭南大30年后的今天,李氏为何这样急不及待地要再一次告诉世人:他是关闭千千万万新马和东南亚华人支持和创办的南大的主谋以及重申他鄙视华人母语母文的言论? 多伦多南大校友会理事会最近召开扩大会议,就李光耀发表的上述言论交换意见之后,决定发布严正声明如下: 一、 南大是新马千千万万不分贫富、不分行业的华人寻求在他们的居留地种下他们的文化和语文的根的强烈愿望的产物。当年盎格鲁‧萨克逊族的英国人移居北美、澳 洲、纽西兰、南非等地时,不也是一样有这种强烈的愿望吗?他们在这些地区定居下来后的头件大事,便是兴建教堂和学校,因为教堂和学校就是盎格鲁‧萨克逊族文化和语文得以在这些新地方落地生根、并继续生存和发展的不可缺的渠道。因此,南大的创立,在东南亚华族的历史中便成为最得人心的华人集体事业之一。当年 创办南大的建议一经陈六使先生提出后,整个东南亚的华人社会便在一夜之间动员起来,献捐的浪潮此起彼伏,持久不绝。 对于这种维护和支持母语母文教育的强烈要求,是每一个族群事关其存亡的不可被剥夺的权利。可是,李氏作为华族的一分子,不但不维护和支持这种生而俱来的权利,反而以能粉粹这种愿望所产生的南大及将它从根拔起为荣。他自己在访谈中承认,他没有早点关闭南大,“主要是……担心在接下来的大选中会引起选民的强烈抗议”。因此,我们便看到他不得不花近20年的时间,在政治上,用不民主的内部治安条例,逮捕和放逐了无数反对他的不受支持的政策的人士,包括我们的在籍同学和校友。在教育的领域里刻意致力于为根除华文渊流的教育系统布局。我们记得很清楚,1964年,当人民行动党政府尚未达到一党独尊,未能对南洋大学进行全面控制之前,它曾经和南大理事会订过协议,保证华文作为大学教学媒介语的永久地位。可是,一旦它获得主宰南大行政权之后,它却派遣毫无大学行政经验的部长和公务员来代表政府,推行大刀阔斧的改制政策,旨在使大学英文化,并令南大停止向马来西亚华校招生。尽管如此,南大的中华文化气息,仍未能被全面熄灭,但到1980年终于被宣布失去生存的客观条件,在所谓合并的名义下,被裁定它是自然的寿终正寝。 从李氏这次重申的关闭南大的谈话,我们又一次清楚看到: 当年关闭南大的目的并不是在于要改善新加坡教育的质量,而是李氏经年处心积虑寻求以强权的政治手段铲除整个华文教育体系的最后结果;而他这样做的更深一层的居心,则是在于杜绝反对英文至上主义的潜在力量,为崇尚英文至上主义的行动党的长久独大独尊地位开辟大路。其实,我们还可以补充指出,马来文和印度文学校的遭遇,也没有好多少。在这30年间,英文的水平也在下降,因为据专家的解析,失去母语母文的人,并不容易学好另一种族群的语言和文化为取代。 二、 李氏一再强调新加坡是“靠贸易”的国家,外来的“跨国厂商”“都讲英语,所以受华文教育者吃亏了……”。同时,他还说:“我是个实用主义者,知道单靠华文 你是不可能在新加坡过活的。”在新加坡注重英文,谁都不会有异议(其实南大一开始就强调中英文并重,也大力鼓励学习作为本地区的通用语的马来文)。可是,假如注重英文是奉行英文至上主义,把英文当为“太上皇”语文,排斥其他族群的语文,那就大错特错了。 如果李氏的观点是对的,人们可要问:日文是国际商业语文吗?韩国文呢?日本用日文为何能成为世界上的第二经济强国?南韩也没有把韩文学校改制成为英校,为何在短短的二、三十年间便发展成 为亚洲四小龙之一?台湾地区的例子更加明显,它是道道地地的说华语写华文的社会,但是这并没有阻碍它发展成为亚洲四小龙之一;中英并重的香港这条小龙也没有把中文学校改制成为英校。中国大陆近30年来的改革开放政策对滨海和沿江地区所带来的快速经济成长率,也说明了华文并不是中国经济发展的绊脚石。反之, 中国经济和科技的飞速成长,却已经在西方掀起了学中文的热潮。正如越来越多的西方专家所说,21世纪将是亚洲的世纪,中国将成为一条“巨龙”,不懂中文的人将会越来越难在东亚做生意和在世界上进行科研的工作了。 其实,李氏应该感激南大栽培了那么多华文教师,在这些年来,在被视为二等公民的恶劣条件下,他们仍旧站稳岗位,继续为新加坡华文的存在而辛勤耕耘,若没有这批南大儿女的不懈努力,李氏的所谓双语政策,早就破产了,目前新加坡政府赶着训练一批能用华文的经贸界人才,也就难上加难了。如果南大还存在,现在不但不用特别想方设法去做这些事,而且更不用煞费周章地到中国去聘请对新加坡缺少感情和缺乏认识的非新加坡公民来帮忙。李氏一方面不后悔关闭南大而放弃培养自己的华语华文的人才,另一方面又得聘用非公民来教授华文,这种明显是互相矛盾的政策,说明李氏一向来就图谋把华文教育系统根除的决心。不过,李氏这次重申的关闭南大的言论明确而毫无疑问地再次确认,南大在1980年是被他关闭的,同时也全面否定了30年来新加坡官方所说的:南大不是被关闭,而是与新加坡大学“合并”成为新加坡国立大学的一部分。因此,在新加坡的历史上,对南洋大学的命运,不应该再有争议了。 三、李氏说南大流失优秀生,只能招收“次等生”,并“降低水平让他们毕业”,“结果文凭变得没有价值。当你 找工作时,你反而是把大学文凭藏起来,改以中学文凭取代。”第一,南大招收“次等生”这件事,如果是事实,到底是谁造成的?我们很清楚,新加坡政府 1960年代开始便刻意为斩断南大学生来源做出安排(即华文中小学改制为英校,大事无根据地宣传南大水平低落),后来又加上推行停止招收马来西亚华校毕业 生的政策,在此情况下,南大不发生招生困难才怪。可是,李氏却真假倒置,把南大难招收到优秀生说成是它本身的缺陷所造成。这种将所产生的刻意预先安排的后 果,说成是受害者自己弱点造成的做法,不但不公平和不负责任,而且是加罪于人的陷害。 第二,到底有几个南大毕业生不敢拿出南大文凭来申请工作?李氏没有提出数字,也没有说明这些人申请的是什么工作,是否需要大学资格,他们可能是少之又少的,在特殊情况下出现的几个例外,正如也有一些新加坡国立大学的毕业生,在媒体的读者来信中透露,他们经过母校大门时,会产生一种厌恶的感觉,迫使他们吐口水。其实,更不可思议的事是李氏却不能自觉地反省一下,在学位没有受到承认的情况下,出示文凭又有何用?可是李氏却对此兴趣盎然,津津乐道,但对于在新马以及全球各地的各行各业中取得卓越成就和做出辉煌贡献的众多南大毕业生,却视而无睹,一字不提。可见,李氏是在执意隐瞒事实,为对南大进行政治开刀制造藉口,显示出他不但不重视南大毕业生对社会已做出的 贡献,而且决心不让南大继续有机会培养出这样特出的人才,同时又装出他是因南大自身致命的弱点被迫关闭它,这无异是事后的猫哭老鼠! 四、 像任何族群的文化和语文一样,华族的文化和语文是它在发展过程中累积起来的宝贵的精神财富,是华族成员长期的共同经历和记忆升华出来的结晶。这些长期的共同经验和记忆产生了华族的语文和文化,这些语文和文化又反过来界定了华族成员的共同身份、划定其对内对外及对人对事对物的基本态度和行为、把他们凝结成为有别于不同族群的群体、促成成员之间的互相协助和合作等,以达致一代又一代地继续维持和发展其语文和文化的目标。因此,语文和文化是一个人最宝贵的财富之一,是一个人的人格不可分割的一部分。一个人若是失去其语文和文化,除非能吸收到另一族群的语文和文化的精华为取代,(但在新加坡的特殊情况下,实际上这是不可能做到的),他或她心理上便会体会到丧失身份的伤痛。随着身份的失落而来的,便是失去集体性的认同感和归宿(或归群)感,心灵上时不时会领会到空虚、孤寂、迷失、焦虑、生活无意义等的痛苦。这种人便会转变成社会上的“边际人”(marginal man or woman)或“游离份子”(floating element)而成为“不完整的人”,在迷茫和失落中寻找新的认同体和身份以确立新的归宿感。结果,这种人往往便易于受社会上或外来的各种虚浮、偏激或犯罪的势力所吸引和左右。 因此,新加坡华族文化和语文的根被李氏斩断之后,随着时间的过逝,越来越多的华族成员将会演化成为无根的“边际人”或“游离分子”,这类人的增加,将成为国家不稳定的一个渊薮。历史证明,各国的卖国者、见利叛国者或国家有难便先逃亡者往往都是来自这类无根的人。李资政鄙视受华文教育者“一直都固执地把语言、文化和生活当成人生的全部”,殊不知他把他们“固执”维护的语言、文化和生活价值观的根切断后,他已经为新加坡埋下不稳定、极端个人主义、金钱主义和不团结的祸根了。 五、我们呼吁全球南大校友通过各该地区的校友会,召开会议共商保卫母校良好 声誉的计划,展开最全面的收集校友在全球各行各业中的成就的准确统计数字。我们的母校和我们全体校友已经受够了有心人的蓄意诬蔑和污蔑,Enough Is Enough!我们要以事实,为我们的母校和全球校友,洗清加诸于她和他们的莫须有的污点和罪名。我们殷切期盼全球校友,给予我们的呼吁予以热烈的响应和合作,并准备在下届全球南大校友联欢会上讨论如何再进一步共襄义举。 加拿大多伦多南洋大学校友会 2010年2月4日 来源:www.nandazhan.com/toronto/toront53.htm  Read More →
