The Guardian, 12 January 2010 Hackers calling themselves the "Iranian Cyber Army" paralysed China's biggest search engine this morning, sparking a bizarre online battle as Chinese hackers apparently retaliated by targeting Iranian sites. Last month the group attacked Twitter, which has been used by Iranian opposition supporters. But Beijing and Tehran are allies and it was not immediately obvious why hackers targeted Baidu, which commands over 60% of the search market in China. Some Chinese internet users speculated that it might be in retaliation against Chinese Twitter users who have used a #CN4Iran hashtag to express their support for reformists. Although Twitter is blocked in China, it is used by several thousand people there through proxies or virtual private networks (VPN). "It's the same warning showed to twitter.com … but I'm not very sure how you would connect this to #CN4Iran. Baidu is a very weird choice," said Michael Anti, an influential Chinese blogger. The search engine is widely regarded as having good relations with the Beijing government and has never been associated with sensitive content. That led other internet users to speculate that foreign hackers were attempting to discredit Iran. China's state-run People's Daily website reported that Baidu's website began redirecting to a site attributed to the Iranian Cyber Army at around 8am (midnight GMT). The People's Daily site published a screen grab showing a message reading "This site has been hacked by the Iranian Cyber Army", alongside a picture of the Iranian flag. Other users said they could not open the Baidu site, but it was back up and running by around 11.30am. In a statement, the company said: "Services on Baidu's main website www.baidu.com were interrupted today due to external manipulation of its DNS (Domain Name Server) in the US. Baidu has been resolving this issue and the majority of services have been restored." As news of the attack spread, other hackers targeted Iranian websites. On the room98.ir website, beneath a large Chinese flag, a message from the "Chinese Honker Team" read: "This morning your Iranian Cyber Army intrusion [sic] our baidu.com … Please tell your so-called Iranian Cyber Army … Don't intrusion Chinese website about the United States authorities to intervene the internal affairs of Iran's response … This is a warning!" A message on the iribu.ir website read: "The People's Republic of China long live … Oppose splitting Safeguarding unity." Other targets reportedly included the website of a national wrestling team. "They seem to be choosing them randomly – the content is in Farsi, so they don't necessarily know what they are," said Anti. 对“新加坡双语政策和华文教育”的思辨

作者:李明旭 (3-12-2009) 这两个星期来,我的注意力被吸引到“新加坡的双语政策与华文教育”的问题上来,原因是11月17日李光耀资政在为新加坡华文教研中心主持开幕式时发表演说, 公开承认新加坡自1966年来所推行的双语政策失败了,他认为错误在于不了解讲英语家庭的家长和孩童的心理,以为通过死记硬背的方法就能学好华文。他 说:“我们太执着于汉语听写和背写,那是愚蠢的作法。……我虽然学了40年官方语言(普通话是四种官方语言之一),但至今也不能讲得完美无缺。任何人也不可能同样完美地讲好两种语言。” 应该说,李光耀如此公开承认错误事属罕见,一时间让不少人感到错愕、惊讶,甚至不敢置信。不过,他悔恨交加的表示希望在有生之年能够纠正这项错误,人们从他的谈话中不难感受到其改变错误政策的急迫感,毕竟他年事已高,这又关系到他的历史定位,让他不免耿耿于怀。 新加坡当地的经济学家预测,中国今年将取代美国,成为新加坡最大的非石油出口市场。李光耀预言:普通话在两代人后将成新加坡母语。他接着指出:随着中国在东 南亚的商业利益的不断扩大,希望新加坡成为中国在东南亚的枢纽,为了巩固新加坡企业在中国的地位,学好普通话就显得尤为重要。 事实上,自六十年代始,李光耀所强制推行的“英汉双语政策”并非双语并重,而是向一方面倾斜,颇有“挂羊头”的味道,名实不符。纵然是宪法明文规定的国家语文(马来语文,或称巫语巫文),后来也仅仅成了“纸上尊贵”。除了重要节日我们还能听到国歌Majulah Singapura(前进吧,新加坡)之外,平时马来语在马来人的交际圈外几乎已成绝响。我每个月都到理发厅理发,理发师是一位马来人,在闲谈中我都用马 来语跟他交谈,他曾经很惊讶的问我:“你怎么能应用如此娴熟流畅的马来语呢?你所用的一些词语,现在新加坡许多马来人本身也已经用不来,用不上了!”在交谈中,他的马来语也参杂了不少英语,就像当下许多新加坡华人讲华语一样,没有参杂英语他们就无从表其情达其意了。 新加坡的所谓“双语教育”究竟是怎么回事,究竟如何失败,下面抄录三段文字,相信有助于大家粗略了解: (一)2003 年,有个在新加坡开公司的美国人曾在电视上抱怨这种双语制度,说他雇用了个成绩很好,精通双语的新加坡女孩做秘书,但上班第一天,这个女孩接到一个美国电话后就向他求助,表示听不懂电话里的美国口音。后来,女孩又拿着一份中国来的电报来找他,表示无法看懂该中文电报。值得指出的是,这个美国白人在叙述这件 事的时候,用的是真正流利的中文。 (二)2004年11月26日《新明日报》报导一位精通华文的洋人贝文凯(Michael Bailey) 跟一名华族的大学讲师交谈,发现他的英语语法有诸多毛病,贝文凯想,这名讲师一定还精通其他语言,怎么知道,这名讲师却是连华文字一个都不识,贝文凯感慨 地说:华人说的是新加坡式的英文,外国人听不懂,中文又不会,两头不着岸,真是可悲! (三)一位教了二十六年书的英文教师这么写道:“英语是被公认为国际语文,新加坡采用英语,吸收西方国家科技,引进外来投资,工商业,服务业 …… 样样做得天衣无缝,的确给咱们岛国带来了不少国际美誉。但是,采用英语并不是新加坡经济成功的唯一因素。华族移民先贤那种不屈不挠的创业精神,加上量入为出的经济美德,早就把经济成功的种子播下了。这一批创业的英雄好汉,他们当年讲的是英语吗?假设越来越多新加坡人不学母语,不讲华语或方言,一味迷醉于西方国家的生活方式,一个英语社会逐渐形成,过去先贤遗留下来的创业冲劲是否能够持续,亚洲经济四条龙之一的头衔是否能保留,我内心深处告诉我:值得怀疑。” 对于李光耀的所谓“双语政策”,在李氏强势管制下,四十余年来谁也不敢吭声,大家看在眼里,闷在心里,大家无不安分守己, 明哲保身。到了11月17日这一天,阴沉沉的天空突然出现了久睽了的太阳,大家似乎都看到了希望,看到了美好的前景,纷纷兴高采烈的在媒体上热烈讨论相关问题。不过,除了很少很少的一两篇文章外,几乎全都在应和着李氏的说法,大谈华文的教学方法和提升华文程度的途径。换句话说,大家好像都没有看到华文教育趋于式微的症结所在,都在各携搔痒,搔不到痒处。 看到这样的情景,我很自然的联想到当年赵高牵着一头鹿上朝献给秦二世,并说 这是千里马,秦二世不知其用意,笑问他怎么会把鹿说成马;赵高于是以阴险的目光扫向朝廷上的群臣,大声问他们这到底是鹿还是马?很多官员出于恐惧,慑于其淫威,只好顺其意说是马……这就是著名的“指鹿为马”的故事。另一方面,或许是新加坡人被管制得太久了,凡事都习惯于听任安排,自己不再动脑筋了,已经没有深入思考问题的习惯,完全丧失了思辨能力了。 说到新加坡华文水准低落的原因,教学法固然值得研究探讨,但却不是根本的原因。 应该指出的是:在五六十年代,那是一个红红火火的大时代,中国共产党在大陆夺取了政权,东南亚各地也掀起了反殖民地主义的风潮,左翼势力迅速发展壮大,而在新马一带卷入这一场斗争的先行者,绝大部分来自接受华文教育的群体。 1959 年李光耀领导的人民行动党正是依仗着左翼势力和华人社群的大力支持,在大选中赢得了全部议席,取得执政权。由于长期与受华文教育的人士并肩合作,他深切了解:要摆脱左翼势力的牵制,最根本的办法就是彻底铲除左派的温床——华文教育和华校。于是,李氏从1966年开始把新加坡的华校、马来文学校和但米尔文学 校从小学到中学逐步改为英语教学,所有课本都采用英文,华人只留下一本华文,其他种族亦不例外,只留下一本其本族课文。如此一边倒的“双语教育”会产生怎 样的结果,早已是预料中的事了。 到了1980年,新加坡政府一不做二不休,索性把东南亚华人社会辛辛苦苦创办起来的“南洋大学”移花接木,让它并入新加坡大学(以英文为主导),不久后又再分开,改为“南洋理工大学”,教学媒介当然也改用英文,自不待言。 早在英殖民地时期,人们想要在英国人的衙门里觅得一官半职,先决条件当然是必须通晓英文。当官,这被当成是一个铁饭碗,可以领取相对普通人高出许多的薪金,还可以摆官架子,高高在上,不免会有一种极其强烈的优越感。此外,想要成为专业人士,诸如医生、律师、会计师,工程师,等等,都必须学好英文。因此,有一部分华人就把孩子送进英校,望子成龙,望女成凤,李光耀的父亲就在这情况下把他送进英校。 不过,我们的先辈大部分都有很强烈的民族意识、民族自尊,不愿让后代变成“红毛”(洋人),成为“二毛子”,所以就在十分艰难的环境下,省吃俭用出钱出力办起了自己的华文学校来,像我们这些出身华校的人士,后来一般只能当贩夫走卒,或务农,或做小生意。只有一小部分凭着智力和本身的奋斗,后来总算也当上了专 业人士,闯入上层社会。 英国人强力推行英文教育,这是理所当然的事,而李光耀执意把华校变成英校,则是出于政治原因,这将使他的 历史定位蒙上严重的污垢。俄罗斯教育家乌申斯基曾经说:“语言不仅仅表现为一个民族的生命力, 而且它正是民族生命的本身。民族的语言一旦消失,这个民族也就不复存在了。”可以说,文化是民族的标志。一个民族要存在下去, 必须从整体上保持自己的民族文化。而对于民族文化的保存而言,民族母语教育至关重要。 1951年联合国教科文组织会议的议决指出:“学生一开始上学就应该以母语作为教学媒介,并且应尽量将母语的使用,推向教育的更高阶段去。” 由于华文一路来长期受到鄙视,许多人都觉得只要学好英文就能升官发财,高高在上,又何必辛辛苦苦去学什么华文呢?让华人子弟从小接受英文教育的结果,四十年来培养出I hate Chinese(我讨厌中文)的一代又一代的华族子弟来,实在不足为奇。——谁该为此负起责任呢?历史会做出公正的判决。 为今之计,我们不应该单纯着眼于华文的教学法,更不能过分强调华文教学的fun, cool, 和什么amusing……,否则,严肃的语文教育将变成一场毫无意义的嬉戏。认真地看待问题,找出错误的根源,然后对症下药,方为上策。 专栏作者刘培芳的话,很值得我们参考:“要使到新加坡华人真正掌握自己的母语,并通过母语的学习来保存传统文化价值观,最治本的方法,就是应从学校的母语教 育著手。同时重新肯定华文教学中文化传递功能的重要性,而非视之为单纯语言能力的训练。这是一种细水长流般的工作,语文教育和文化价值的灌输与传承,是任重道远的。只要我们的母语教育政策推行正确和得当,长远将来,华语必能成为所有新加坡华人的共同语,那时,我们也许再也不须年复一年举办什么推广华语运动 了。 李光耀曾经在不同的场合一再强调必须继承“不怕牺牲、自强不息、艰苦奋斗”的“南大精神”(“南大”即“南洋大学”),但是,把新加坡变成了“伪西方社会”,把新加坡人都变成了“伪洋人”,“南大精神”还能继续存在吗?还有谁来继承呢?皮之不存,毛将焉附? 前总理吴作栋在1997年国庆日群众大会的英语演讲中这样说:“假如华族语言、文化、价值观和传统不再是我们这个大都会社会的一个主要部分,那将是新加坡的灾难。” 来源:http://blog.huaxia.com  Read More →

Bernama, 12 January 2010 Police need to investigate further the recent church attacks before making any arrest as they have to ensure that the suspects really committed the offence, says Home Minister Hishammuddin Hussein. Asked by reporters why the police had not made any arrest although there were indications, he said the police needed to look at the bigger scenario, whether the church attacks were a conspiracy by certain quarters with a hidden agenda or just isolated cases. "So far, it seems that these are isolated cases. God willing, they can be curbed. What is worrying is if the acts were coordinated by certain groups," he said. Yesterday, Hishammuddin was reported to have said that police already had some indications or information to identify the suspects who committed arson at the Metro Tabernacle church in Desa Melawati but declined to elaborate as the investigation was ongoing. Hishammuddin said until this morning, there had been no new incidents reported but monitoring would continue to prevent anymore such attacks. On the statement by opposition leader Anwar Ibrahim that the church attacks were politically motivated, he said this aspect was also being monitored and action would be taken against opportunists who politicised the issue including Anwar himself. He said the incidents must not be turned into a racial issue which could create tension and threaten national security. On the suggestion by social activist and International Movement for a Just World (JUST) president Chandra Muzaffar that a national harmony consultative council be set up to discuss sensitive religious issues, he said he would discuss it with Chandra before a decision could be made by the authorities concerned.
