新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

Eight cases of mutated swine flu reported in China

Agence France-Presse, 26 November 2009 The mainland has discovered eight people with mutated versions of swine flu but drugs are still effective against the new strains, a senior health official told Xinhua news agency. Shu Yuelong, director of the national influenza centre, said the first mutated strain of the A(H1N1) virus was detected in  “Mutations are almost inevitable in influenza viruses,” Shu told Xinhua on Wednesday. The mutation detected recently was an isolated case and the cases were not connected, Shu said. Scientists fear that mutations in flu viruses could cause more virulent and deadly pandemic flu. “This kind of mutant virus has been found in patients with slight and heavy symptoms as well as those who have recovered. The virus has not widely spread so far,” Yu Hongjie, an expert from the Chinese Centre for Disease Control and Prevention, told Xinhua. The World Health Organisation said on Friday that a mutation had been found in samples of the swine flu virus taken following the first two deaths from the pandemic in Norway. It said a similar mutation had been observed in Brazil, China, Japan, Mexico, Ukraine, and the United States, as early as April. However, it stressed that the mutation did not appear to cause a more contagious or more dangerous form of A(H1N1) influenza and that some similar cases observed elsewhere had been mild. Hong Kong’s health department has reported one case of the Norwegian mutation, in a young boy. China has reported 53 deaths out of nearly 70,000 confirmed swine flu cases but last week ordered more accurate reporting of fatalities after a medical expert said deaths were being deliberately underplayed. At least 6,770 people have died from swine flu out of more than half a million cases reported since the virus was first uncovered in Mexico and the United States in April, according to WHO figures. The WHO estimates that some 250,000 to 500,000 people die every year from standard seasonal variants of swine flu. 作者:冀居·谢 我看到这篇(团结党新竞选策略将紧盯部长所推行政策)报道时,我心有戚戚焉。使我想起当年詹时中获胜的秘诀,要时隔这么多年才有人悟出。当年詹时中 (Chiam See Tong) 驾着他的老爷福士维根,不管是自己的群众大会,还是替别人站台,他就只讲一件事,就是帮大家算政府租屋的本钱,讲来讲去就是这一回事了,后来真的在群众间发酵了,让他两次把马宝山拉下马,后来马大人才灰溜溜从 后门进入国会。 竞选策略讲求的是主动权,不能随着别人定下的游戏规则起舞。要“选 贤与能”,即使是两个人旗鼓相当,选民还是比较偏向执政党;要“提出替代政策”,那是两党轮替制成型,经过二次论替的毕业礼之后才可以谈的事情,都没有执政经验,讲什么替代政策都是让人家看笑话。新加坡的政治局面需要的是植入野性,而不是展示驯服。 要把反对党带入国会,“人心可用”,主要就是对执政党的不满、质疑和失望。靠立法在国会中实行比例代表制,未免胜之不武,但是观念倒是要打入选民的脑海中,让它发酵,让他们逐渐觉得有三分一的选民投反对票,怎么国会却只有二十分之一不到的反对党是个奇怪的现象? 所以执政党部长的任何承诺跳票、敷衍、失责,道德和管理下属、家人的失误,都不可以放过。任何过去的事都要细数,重复再重复。詹时中当年的秘诀很合乎《易》的原理,就是“简易、变易和不易”,不要东拉西扯,次次都是那个要害,万变不离其宗,直到他们招架不住为止。 我觉得以下课题还可以发挥: 【组屋】 最近马宝山说建一间组屋的成本在二十多万到四十多万之间,我觉得那是把土地的市价算进去。当年政府向人们征用土地是晓以大义,为了国家的利益,为了建廉价的租 屋给国人,可是今天,他们却把便宜得来的土地,用市价把它算在成本里,甚至把所有的公共设施都算在组屋成本里,这其中的价差和转移负担应该够他们赚到人仰马翻了。 很多大集选区的市镇会都坐拥上亿的累计基金,可是从来没有看过任何执政党议员提出要设顶限的建议或者如何“泄洪”,这些钱如果不是上缴给国库,一直积存实在没多大的意义;因为放久了要不是亏掉(像张俰宾那样),就会变成一块臭肉引来苍蝇,迟早要出事的。 【世界第一】 新加坡好像年年都得很多第一,这是御用媒体故意要造成的印象,可是只要细细去研究这么多的“第一”,你会发现它们的调查对象似乎很单调,都是跨国集团的主管: 什么政府效率、经商环境、政策透明度、官员的清廉、最佳机场、亚洲最宜居的城市等等,都是外国人和大财阀的视角,可以说新加坡政府好像是为这些人竭诚服务 的。 可是关系到民生方面,新加坡的排名却往往掉到发达国家之外,有些还和战乱国家 争排名,如退休养老制度、医药保健制度、医疗系统、教育制度、对特别儿童的教育照顾、对残障的照顾,慈善福利系统、环保制度、垃圾分类、交通系统、言论自由、媒体自由、民主制度等等,最反讽的,这些半桶水的成绩和排名讲起来很malu,竟然是领世界第一公务员最高薪酬(不必查,绝对肯定)的政绩。虽然杨荣文烧钞票盖了间榴櫣壳,人文方面是交了白卷。体育方面全靠“中国制造”,电影业一开始就迈出错步,梁志强的电影要卖座,靠的是连新加坡教育制度都不能苟同的方言、粗言秽语和Singlish。 【移民】 最近 的一些事件,让新加坡人心中的直觉都证明是事实:移民来的太多、太猛了!吴明盛说自2000年以来,这9年里,移民人数翻了三番。副总理黄根成在国会证 实,从2000年到2008年,每年平均有7万4500人申请永久居留,乘以9就是总共67万份的申请。如果我是国会议员,我就要在国会里面询问黄副总 理:“议长先生,我要知道移民厅是个多大的部门?总共有多少公务员在里头工作?67万份的申请,这么大的工作量,每份是获得该局多少工时(man-hour)的处理才得以知道结果的?” 【丑闻加绯闻】 行动党标榜“贤人政治”,能够搜集到丑闻加绯闻,肯定是致命伤,所以不可小觑。在网络时代,应该发挥人肉搜索的精神,从部长个人一直到九等亲,稍有不慎,都应该严打。有个姓许的部长,据说父亲是个赌徒,做儿子每个月给他几千块花在赌桌上,不知道有没有把他划成“病态赌徒”去接受心理健康辅导?还有杜莱的NKF 被余福金的慈善机构委员会取消可以公开募捐的牌照,那个包庇他的人,目前还在当部长…… 毛主席说“革命不是请客吃饭”,反对党不坏,人民不爱。 来源:大马论坛 读者有如下评论: 【吴明盛】:“政策与丑闻〞 我赞成以事论事的方式去竞争,但是揭发别人的私隐这种缺德事我倒是有所保留,除非这会关系到行政上的偏差或公正。 当然,行动党会为了选举,怕输到用各种下三滥的手段来对付我们,但我宁愿输了选举而不愿为胜利而连自己的尊严也输掉。 【李卖蚬】:“人民不傻,政府不坏〞 也可以把上届“心连心、向前进”大选后的一系列“涨价行动”一一列出清单,让人民重温那种无能为力的“快感”。 丑闻或绯闻,只要不是刻意抹黑,而是揭发当政者讲一套、做一套的虚伪,反对党便有责任加以揭发。 = = = = = = = = = = = = = = = = = = = = = = = = = = = 。。都没有执政经验,讲什么替代政策都是让人家看笑话。 = = = = = = = = = = = = = = = = = = = = = = = = = = = 我们应该向行动党政府近年来对外来永久居民的宽松态度看齐。。让更多有素质的反对党人选有机会加入国会,那么他们的第二代领袖就能更好融入政府中为社会人民作出贡献。 【雷风雨】:“实话实说〞 除了已经破产的反对党成员,反对党即使掌握白衣人的私人丑闻,恐怕也不敢公开加以运用,原因大家心照不宣。反对党以前的优势是咖啡店的流言,吴作栋当年也认识到这点,并公开说行动党也应该搞一搞。咖啡店的流言之战,有时才是胜负的关键,吴明盛出自工人党,应该有所体悟。  Read More →
