新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

2025年大选结果无可争议,政府再次赢得了强有力的授权,稳固了其在新加坡政治格局中的主导地位。尽管选举结果并不令人意外,但胜利的过程却并非没有争议和复杂性。 值得注意的是,选区划分的变化在本次选战中发挥了重要作用。陈清木医生与徐顺全医生等资深反对派人物,因选区重划而受到显著影响——传统支持基础被分割或并入他区,无疑左右了某些关键选区的最终结果。虽然选区调整在新加坡选举历史上并不罕见,但其公平性与透明度仍持续引发讨论。 工人党虽稳守东北区的传统堡垒,但未能在本届大选中攻下新的选区。不过,该党仍获得两个非选区议员(Ncmp)席位,虽属安慰性质,却在象征意义上维持了国会内多元声音的存在。 更值得关注的是,本届大选所处的人口背景正经历剧烈变化。新加坡人口从2000年的约300万增长至2025年的超过500万。考虑到多年来出生率持续偏低,这一增长几乎可以肯定主要归因于移民流入,尤其可能在华人群体中增长显著。这一趋势对国家的社会结构和政治生态产生了深远影响。 展望2030年大选,各政党不仅要面对一如既往的选区调整与突发的全球事件,更需正视一个不断演变的社会结构。随着越来越多新移民成为国民,选民构成日益多元,政党在政策制定与信息传递上必须更具包容性与前瞻性。他们必须同时争取老一代公民与新加坡新公民的认同,回应共同关切,并跨越代际与文化差异的鸿沟。 在新加坡持续向前迈进的过程中,其政治也必须与时俱进——反映日益多元的人口现实,同时坚守国家的核心价值观:团结、韧性与务实。 Cwc-Ai

作者:费言 【这个人花了几十年的时间来消灭华校和华校生,现在却说“如果我能活得更久,我一定会把它给改过来”,看来是以华文为筹码和死神讨价还价而已。】 请别忘了,这个人,当年谈起关闭南大 (Nanyang University) 的决定时,曾经咬牙切齿地说:“如果我有机会,其实更早的时候就想把南大关闭了。。。。” 所以我说过,老李当年因为急于反共,急于把牢牢盘踞在新加坡华校中的左派势力连根拔起,才会心出把新加坡华校彻底关闭的恶毒坏主意。 看来,这似乎是个在不得已情况下,因倒掉肮脏洗澡水而把婴孩倒掉的意外悲剧。 但从另外角度看,一个能因为在政治利益驱使下,而愿意把自己母族语文文化“弃若弊履”丢进垃圾桶的人,他到底又是个什么样的人?所以,我实在觉得,当年因为讲真话批评老李“数典忘祖”而坐了10年牢的李星可,真是个眼光独到,敢讲真话的神人英雄。 如果当年新加坡人认同李星可的判断,有勇气敢于出来和老李的“灭绝文化”政策抗争,今天我们的孩子,应该就不至于成为“被偷走而失去文化的下一代”。 这种文化灭绝的恶劣暴行,如果不是因为中国经济崛起而不得不和令人厌恶的“是不是华语”打交道,这种历史劣迹一般都会不了了之的,要这些人认错甚至道歉,除非太阳从西边升起。 老李这个蒙古大夫,终于承认新加坡的华文,是被自己一手医死的,一代人呀。。。。一代人的语文能力(包括文化内涵)就这样毁在这个“文化暴君”的手里。 虽然,没有如秦始皇“焚书坑儒”那么大的罪过,但是,老李怎么样都欠人民一个交代,欠人民一个道歉,至少他应该像陆克文(Kevin Rudd)那样,承认因为自己的专制和愚昧,为自己导致新加坡下一代成为“失去文化的华文文盲”而向全体人民道歉。 不为什么,至少能警惕下一代又可能出现的专制暴君,让他们不要以为大权在手,老子就是世界最聪明,最正确,最伟大的人,可以为所欲为。至少也让哪些愚昧的新加坡人觉悟,不要盲目让伟大领袖来决定你的一切,包括决定你的孩子应该丢掉华文还是应该丢掉英文! 需要为老李扛下这个历史包袱的,不是老李这个“行将就木”的老头,而是整个PAP政府,不知道下一个“蒙古大夫”,又要给我们开出什么药方呢? 来源:大马论坛  Read More →

作者:罗兆强博士 2008 年 11 月 29 日至 12 月 6 日,为了怀念华文教育的「尸骨」,在华侨中学举行了一个很特别的活动,叫做「华校校史展」。 1981 年开始,新加坡全国入学就读小一的华人子弟,除了华文科与品德科还用华文华语之外,其他科目一概以英文为教学媒介语,华文只占5%的课程。新加坡的华文教育从此全面转化为象徵性第二语文教育。而在这一年入学的华人子弟自然成了「英校生」,与华族学生的差别只在于家庭用语的不同:用方 言、杂菜华语或杂菜英语、英语。「华校」这个名词从此成为过去式,「华校教育」的坟墓早已被新加坡的杂菜文化广场覆盖了。 「看来,来听讲座的人 80% 都是 60-70 年代,甚至是更早时期的『老华校』」。这是座谈会接近尾声时,德明政府中学孙振伟校长的发言。这位 37 岁的特选中学校长以「在繁华中感到空虚,在朴实中感到温馨」与田径好手「向自己挑战」的两个生活实例,很好地回应了杜辉生校长向他提出的「向华中施压」的 建议,赢得了观众席上热烈的掌声。 即是总统奖学金得主、也是德明校友的孙校长在 33 岁时抱着「感恩的心态」出掌德明政府中学,可是他明白「凭着感恩的心态做事不一定就会成功」。他知道以他所接受的学校教育的背景来定义,他不是华校生,即 使他「很喜欢自称是华校生」;他肯定「维持特选学校是有代价的」。他自问:「特选学校的定位是什么?如果特选学校的使命是传承中华文化,那传承的是什么中 华文化?」孙校长没有给我们提供答案,然而他说的这番话,却敲响了新加坡民族文化的警钟。 在发言中透露了他的隐忧:「现在要教好华 语都有困难了,更何况是要传承文化?」不过,因为中国经济起飞,受到执政党务实政策的影响,许多新加坡华人家长还是希望孩子长大后能够使用华语,纯粹是为 了搭中国经济的顺风车。虽然民族的灵魂已经失去了,但是,起码可以为新加坡培养会说华语的二毛子。 华文教育的隐忧,除了入学华人子弟越来越多是来自讲英语的家庭外,还包括了学校华文老师的变化。其实,不用华文发简讯、不用华文发电邮、不用华文写博文、不用华语和校外的朋友交谈、不读 华文书籍,在好些新进的年轻华文老师当中已经是稀松平常的现象了。因为这些年纪二十来岁的华文老师,正是 80 年代华文教育退出新加坡舞台之后入学就读的孩子。他们有的是勇气与志趣成为华文老师,但是,肚子里缺乏的是文化的灵魂与尊严。 新加坡华族的家庭,从父母讲方言到讲杂菜华语到讲杂菜英语;新加坡的华文老师,从受正统华文教育到接受变相、不伦不类的双语教育,到习惯以母语传承中华文化的 父母与老师逐渐作古,而新一代的父母与老师又不再认识民族文化的语言与灵魂时,新加坡华文教育与南大被埋葬 30 年后,再回头来讨论对华文教育尸骨的展望,让人有「清明时节雨纷纷」的感觉。这是新加坡民族文化的悲哀,更是当年设定新加坡语言政策领导人──李光耀的内 伤。 华文教育绝后 1948 年殖民地政府颁布《十年教育计划》,正式以行政措施倾全力发展英文教育,极力压制民族教育;马来文、华文和淡米尔文的源流教育处于自生自灭的境地。然而新马华族社会在民营企业家的支持下,还有可以依靠自力更生、刻苦奋斗、努力不懈地创办学校。 行动党政府接管新加坡后,民办学校开始退役,华文教育更是全军覆没。进入英语学校读书的小学新生,1961 年为 51.8%,1970 年为 66%,1976 年上升为 80%,到 1985 年则高达  99%;而进入华语小学读书的新生则由 1961 年的 39% 锐减到 1984 年的 0.7%。1980 年南大关门,华校与华文教育被连根拔起,彻底消灭。 从华文的使用范围来看,英语已经取代华语成为主要家 庭用语。新加坡的人口普查表明,以英语为主要家庭用语的华族家庭,占华人总数的比重由 1980 年的 10% 上升到 1990 年的 21%,2000 年则达到了 24%。其中,5 至 14 岁的华族孩童在家常用英语的比例从 1990 年的 23.3% 上升到了 2000 年的 35.8%。 从人们的华文水平来看,真正掌握华文的人不多。口语不是语文,能听会说并不等于能读会写,口语的掌握并不等于对 语文的掌握。绝大多数通晓「双语」者其实只对听、讲和写英语比较熟练,而对母语的水平则参差不齐。他们当中大多数人能听和说华语,但阅读和书写能力则与小 学生没有两样。正因如此,近年来《联合早报》、《联合晚报》等华文报纸均不遗馀力地进行改革调整,以吸引杂菜文化诞生的年轻读者,然而,华文报的改革也无 法阻挡年轻读者群下降的趋势,30 岁以下的读者从 1989 年的 35% 下降到了 2000 年的 20%;而 2009 年后,随着老牌华校生陆续作古,华文报能够有 5% 年轻人看,已经对得起老祖宗了。 从华文的社会地位来看,华文替代华人方言,成 为新加坡的巴刹(菜市场)语言。新加坡学生一般对进一步修读华文的兴趣不大,认为华语是不成功人士使用的语言,会降低他们的专业身份,没有一点经济价值。 许多优秀的双语毕业生也不愿意接受到国外大学修读中文的奖学金,宁可将来从事较有「钱途」的西方专业。许多华人家庭为了迎合政府的英文化政策,放弃方言 后,不但没有选择华语作为家庭沟通的用语,反而有憎恨母语的趋势,大多数家庭以选择杂菜英语与孩子沟通为荣,不想孩子在说英语的邻居面前抬不起头。 华文教育在新加坡的衰落,原因是多方面的,其中比较直接的与独立后的新加坡的政治经济形势、行动党与社阵的新仇旧怨、李光耀的语言背景及共产党统治中国等有关。 新加坡独立后,英语成为主导语言,华文等种族语言只是单科科目,提出的要求明显偏低。1993 年的《教育法》规定,学校教育要「使学生俱备能够准确、流利地在听、说、读、写等方面使用英语的能力,同时还要俱备依个人能力所能达到某种程度的使用母语 的能力」。为加速国家一体化和现代化的进程,新加坡实行统一中小学语文源流的政策,逐渐把其他语文源流的班级换成英文源流的班级。 语言和社会阶级挂钩导致华文教育受歧视。正如新加坡作家黄孟文指出的,「如果你是一个通晓华文的单语者,那么,你的就业前途就会受到莫大限制」,「即使你精 通华英双语,你在许多部门也还是会受到排斥的。因为他们总觉得,如果你的华文程度太深,你的英文一定不够水准,不能融入讲英语社群,而且思想上也多数会有 一些『问题』。反过来,倘若你只懂得英文,母语一窍不通,你仍然有许多获取奖学金到国外着名大学深造的机会,学成归来之后,:你的『官运』必然会亨通,以 『高飞者』的姿态出现,后来者居上,成为『精英』的一环」。 政府总理吴作栋指出:「新加坡政府的长远发展目标是把国家发展成第一世 界经济体,建设成世界一流的美好家园。而达到这个目标的关键策略是提高新加坡人民的英语水平。如果我们的竞争对手不讲英语,而我们能掌握英语,那我们就占 了上风」。李显龙副总理也指出:「多数新加坡人能讲英语,对我们来说是很大的竞争优势,因为它帮助我国吸引跨国企业,发展金融中心以及对国人制造就业机 会。」 在 50 年代,华社群策群力,各阶层上下一心,在先贤陈六史的号召下,华文教育看到了新希望。1956 年 3 月 15 日南洋大学正式开学,新加坡华文教育由小学到大学,终于有了一整套完整的体系;南大的诞生,为东南亚华人教育事业谱写了光辉的一页。 新加坡的经济成长,搭了一个顺风车。1959 年李光耀登台时,新加坡周边的邻国,还谈不上有什么经济成就;刚刚在 1963 年成立的大马来西亚,还有马共的威胁,而南门的印尼经历了流血政变后,元气大伤,东亚的巨龙──中国,文化大革命才开始、杀气腾腾,闭门的经济政策接近崩 溃,唯有新加坡,还有英国留下的深水港及法治社会。 当中国经济还处在落后的阶段,新加坡在东南亚,可以说是「呼风唤雨」,当周边的 邻国开始向西方学习国际贸易与金融的时候,新加坡已经是当地着名的自由贸易港;从金融业、出口加工业、旅游业、航运业等都在英国法律体制的护航下,井井有 序的发展起来,加上吸引了来自四方八面的移民人才,瞬间把这个弹丸小邦,推上亚洲四小龙的舞台。 但随着中国经济在 2000 年崛起,新加坡作为一个拥有不到 5 百万人口的弹丸小国,依靠英国留下的那点看家本领很快就嗅到「危机」腥味。当时英国撤退时,东南亚这个森林里,老虎已经不在了,正好乘周边国家还在摸索经 济发展的时候,新加坡这个猴子找到「称王」的好时机。90 年代,亚洲两大巨龙──中国和印度,都双双崛起,对于经济已经到了饱和点的新加坡来说,肯定有难言之隐。除了行政语言与中国不同外,新加坡到底还有什么优 势?在全球一体化的冲击下,面对「你能干的,我们早晚也能干」的趋势,新加坡如果还想靠一党专政来搞经济,在后李时代,肯定面对不少变数和隐忧。 1959 年,当李光耀登上新加坡政坛盟主宝座时,很多同胞对这位脸带客家笑容的华人政治家的出现感到鼓舞,特别是经历了 50 年代的殖民地统治,政府部门高层领导都清一色是洋人,市民到那里办事也很不方便。在那个时候,多少岛国的住民对寄人篱下的日子感到无奈,迫切希望有华人出 来参政,当家作主,在政府部门可以使用自己的语言,再也不要让英国人瞧不起。1959 年,他们的梦想终于实现了。李光耀的出现,代表新加坡的一个划时代转变,他是人民的希望与殖民地苦主的救星。 到了60年代中期,新加坡的教育发生很大的变化。政府为了削弱华校生对政治的影响力,推出混合中学的模式,把华校并入英校的校园。在行动党政府的构想中,这种混合 型学校,可以冲淡华校的色彩,取到以英校生来同化华校生的效果。可是,这种把鸡和鸭子关入一个笼子的教育模式,很快就被教育专家否定了。到了 70 年代,政府眼看混合中学收效不大,于是深夜调整战略,索性推出「去华校」政策,把华校淘汰、把华文降格为「方言」,取代华人的其他地方语言。这样下来,李 光耀不就像古代的秦始皇,统一了新加坡的语言吗? 在「去华校」政策下,首当其冲的就是华校生的大本营──南洋大学。从南大的兴衰史 可以看到李光耀确实花了很多心血来诊断南大的命运。南大生与大学理事会为了维护华文最高学府的媒介语,与政府发生很多过节。面对来自李光耀排山倒海的压 力,理事会成员被换血后,接受由李光耀提出的联合校园的过渡性方案,把南大新生送到新大在武吉知马校园上课,导致云南园变成新加坡西部郊外的临时招待所 (小酒店)。南大在政府政策的折磨下,到了 70 年代末期已经是「气血两枯」,经历了 25 年风风雨雨,终于在 1980 年卸下招牌。 1975 年,教育部长李昭铭走马上任南大校长,在政府的压力下将南大的教学媒介语由华语改为英语,南大从一间华文学府换上西洋的外套,成为副牌英文大学。1980 年开始,新加坡教育进入英文化的高速公路,除了母语科目外,其他科目一律采用英语。 南大关闭后,新加坡华文中学的末日进入倒计时。华校对李光耀来说,确实是「因不了解而结合,因了解而分手。」 1959 年李光耀登台时,新加坡人根本没有料到这位带着满脸「客家笑容」的华人政治家,竟然比殖民地的洋政府还厉害;英国人喜欢采用「西医」治疗新加坡的教育问 题,动不动就要「开刀」──动手术;而李光耀采用「中医」来推出英文化教育更高明,让华校不痛不痒,自然掉落。 1987年,残存华校按照教育部的计划,纳入以英语为主导的统一源流,华校的历史到此标上终止符。人们普遍认为,新加坡的英文与华文的使用,就像中国古代阳历与阴 历互补的角色一样,所谓:「世界行阳历,民间记夏时。」李光耀推行的概念,基本上把社会分成两个世界──上游社会与下游社会:上游社会使用阳历(英语), 下游社会使用民间的阴历(华语)。很明显的,华语在新加坡已经降格为方言,成为巴刹(菜市场)语言──低层主妇沟通的语言;而华文的社会地位,也从当年的 中流砥柱变成「不成功人士」使用的语言。 华语成为「巴刹语言」 当年首届亚太华语辩论会开幕时,新加坡的代表团背后有个秘密:代表新加坡国立大学的 5 个辩论员都是留新中国学生,代表南大的是 4 名中国学生和 1 名马来西亚学生。 占新加坡人口 77% 的华人,竟然要借助外国引进的人才组团出征,实在让人难以想像。确实,新加坡半个世纪来,在行动党一党专政统治下,还有很多难言之隐。行动党政府推行「去 华文」政策,已经悄悄把华校送上「断头台」;到了 80 年代末期,华校基本上已经被英校蚕食,华文沦为英校课程的附属品,占整个课程不到 5% 的份量;而南大在英文化政策下挣扎了 25 年,终于在 1980 年卸下招牌。尽管在辩论会的现场,对方选手看到新加坡派出的阵容,可能认为这个爱面子的城市国家,要借助外籍「枪手」来夺取锦标;其实,选手背后的真实内 情,需要了解行动党政府在 70 年代推行的语言政策,才能找到完整的答案。 据《星洲日报》报导:近年来新加坡人「语言自满」现象越来越严重。报导说,很多新加坡人认为只要掌握英语,就可以通行无阻,而华语只是不成功人士所应用的语言。的确,在行动党政府推行「英文至上」政策下,掌握了新加坡唯一的官方语言,不就可以通行无阻。 但是,许多人不知道,行动党政府所谓的「双语教育」,说到底就是「英文至上」的双语政策,它的简称为「双语教育」,而不是字义上的双语教育。在这个政策底 下,母语只是配角,可有可无,根本上没有实质性的社会地位。君不见在教育部规范的学校课程中,母语的地位只占不到 5% 的份量,凭这两种语言在比例上的巨大落差,很少专家会否认华文在新加坡已经沦为英校的点缀品。这种以英语为主、华文为点缀的双语教育政策,正是直接造成华 语沦为「巴刹语言」(小贩中心的低层沟通语文)的原因。 在新加坡华文教师总会举办的「 2003 年华文教学国际论坛」上,南洋理工大学中华语言文化中心顾问周清海教授在《回顾与前瞻;国际化环境下的华文教学》为题的演讲中,点到了行动党政府语言政策 的要害:「最令我担忧的,不是程度的问题,而是新加坡社会上将华语当作不成功人士应用的语言,这才是可悲的。」 民族灵魂与尊严 80年代,华校生家长在孩子面前成为受过教育的「英文盲」,当孩子面对英文的压力时,一般都束手无策,基本上帮不了孩子的功课。当孩子长大后进入中学阶段,家 长更是有苦难言──面对说一口「杂菜英语」的孩子,简直就像没有受过教育的老人,连自己的孩子都瞧不起他们。 根据非正式调查,在新 加坡政府「英文至上」政策底下长大的华校生,一般都偏向自卑,更有自杀的倾向,许多需要心理治疗。当那些心理上有自卑感的华校生来到社会,那种低人一等的 性格早已定型。在工作场合可以注意到,他们一般都表现得比较低调,缺乏自信,很少发言。当然,行动党政府比任何人都清楚这个产物的由来。所谓「一将功成万 骨枯。」新加坡成功推行英文化政策,背后肯定有很多华校生要陪葬。 关心新加坡教育的学者认为,尽管李光耀主导的行动党政府刻意通过 「英文至上」政策来改变新加坡华人占人口 78% 的社会现实,但是,从 2008 年的情况来分析,经过行动党半个世纪的统治,政府不但没有提升年轻人的民族尊严与对国家的归属感,反而在「英文至上」政策外,有了「宫外孕」──制造了 「不三不四」的「杂菜语言」,教育政策乱伦孕育出来的「杂交文化」。这种新加坡「杂交文化」培育的年轻人,说一口杂菜英语,不但成为中国人不敢苟同的「假 洋人』,更让老外感觉「别扭」。就连英校出身的新加坡前总理吴作栋先生也对年轻一代使用的语言有「危机」感,几度在公开场合大声指责年青人讲的是「杂菜式 语言」。 根据了解,受到杂交文化感染的新加坡年青人的语言表达能力也比一般国家的年轻人来得迟钝──「慢三拍」:当外国电台或电视 台记者采访他们的时候,他们基本上都面对「两难──英语不流利,华语说的结结巴巴的;与中国青年的普通话来比,简直是「望尘莫及」;与欧美青年那种说起话 来「滔滔不绝」的气势相比,还有很多自卑的地方。 尽管生活在华人社会半个世纪,李光耀在市内最优越的华文老师的辅导下,学了四十多 年的中文还是无法用流畅的华语讨论严肃的政治课题,他每次在公开场合使用华语演讲时,时不时要停顿下来,然后在大脑里从英文的思考方式转为中文的句子后, 才能继续讲下去,其中还要依赖生硬的肢体语言来帮助。受到李光耀当年使用破裂华语(Broken Mandarin)演讲的负面影响,新加坡年轻人说起杂菜华语来肢体语言特别多,句型结构普遍断裂和粗糙乏味,比起在北京大学留学的「老外」的普通话水 平,还要逊色,大大破坏了这个国际金融中心的语言市容。这种杂交文化带来的尴尬,让新加坡人感到很无奈──特别是年轻人,在「老外」面前,感觉低人一等; 在中国人面前,又觉得自己是文化上的三级残废。 新加坡政府推行的杂交文化导致年轻人面对文化断层的问题,到了 90 年代已经出现明显的病症。尽管李光耀在自编、自导的回忆录里,把新加坡描绘成一个让第一世界国家政府都感到自卑的亚洲大都会,但是,人们要问的是,经过行 动党政府 50 年的统治,新加坡的文化成果在哪里?新加坡人真的有了自己的文化吗?有一点是不能否认的,在杂菜语言及杂交文化的腐蚀下,新加坡年轻一代基本上面对文化断 层带来的困境:新加坡有西方的建筑物,也有东方的王朝政治,但是,到了 2009 年,站在文化的十字路口,年轻人感到很旁徨。随着民族教育的消失,年轻人除了会说一口「杂菜英语」外,那些新加坡人所谓的「二毛子」,因为与上一代人缺乏 以母语为基础的共同语言,无法全面沟通,即使有沟通,也是属于鸡与鸭的沟通方式,早已失去民族文化的宝贵遗产及中华文化留下来的文化精髓。随着长辈陆续作古,那些杂交文化孕育出来的孩子,再也找不回民族的灵魂与尊严。 来源:大马论坛  Read More →

By Lee Wei Lian from The Malaysian Insider The nation’s mismanagement of talent could have serious repercussions not only on its ambitions to become a high income economy on par with that of developed nations but could also lead it to fall further behind even its counterparts in the region. Head of research at Corston-Smith Asset Management, Lim Tze Cheng, recently did a tour of South East Asian countries and came away sufficiently impressed that he feels Malaysia may soon be found lagging behind its neighbours that it was once ahead of. He cited a recent visit to the Philippines, a current major supplier of maids, where he visited a company, International Container Terminal Services Inc (ICTSI) and he drew comparisons to local port champions Westport and Port of Tanjung Pelepas. He said that ICTS now draws 50 per cent of its revenue from eight profitable ports outside the Philippines, and noted that no Malaysian port company can boast of similar achievements. “I give it a 70 per cent chance that Malaysia will be exporting maids in 20 years. I wouldn’t be surprised if that happens unless we get our act together,” he said. Lim says that the issues plaguing Malaysia includes its “problematic” education system and distressingly low ability to retain talent. “Whoever manages to excel in our education system will be courted by Singapore,” he points out. Lim is not the only one who is worried about Malaysia’s talent issues and there has been warnings from other parties as well including the World Bank and the Malaysian Employers Federation (MEF). “The (Malaysian) economy seems to be caught in a middle-income trap - unable to remain competitive as a high-volume, low-cost producer, yet unable to move up the value chain and achieve rapid growth by breaking into fast growing markets for knowledge and innovation-based products and services,” the World Bank said recently. Prime Minister Datuk Seri Najib Razak appears aware of the problem and has been stressing the need for the country to embrace innovation to escape the “middle-income trap” as well as attract overseas talent, Malaysian or otherwise. He noted recently as an anecdote that half of the medical specialists working at the Mt Elizabeth hospital in Singapore were Malaysians and two weeks ago hosted a dinner for about 100 Malaysians in Singapore and told them that the government would make Malaysia a better place to live and work in, to bring back its citizens who are residing overseas and also attract global talent to the country. “We will create more opportunities, more excitement and more buzz in Malaysia to attract the Malaysian diaspora and expatriates to the country,” said Najib. Lim says that revamping the education system could take years and one fast way to lure talent was to open the Malaysia My Second Home programme to talented individuals such as scientists and researchers instead of limiting it to just retirees. Haji Shamsuddin says that the government needs to put in place the right policies and structures to retain local talent. “Otherwise, we become a training ground for others,” he said. MEF executive director Haji Shamsuddin Bardan says that Malaysia is currently a net exporter of talent with outflows exceeding inflows. According to Haji Shamsuddin, Malaysia has only about 38,000 expatriates as compared with seventy to eighty thousand in the 1990s even while some 785,000 Malaysians are working abroad, two out of three of which are professionals. “Our ability to attract expatriates is quite challenged,” he said. If Malaysia falls further behind our neighbours in the next twenty years, it wil be a case of history repeating itself. Lim points out that Malaysia in the 1970’s was once economically on par with Korea. “Electronics will be dominated by Thailand and Philippines, plantations by Indonesia, financial services by Singapore and our oil could be depleted in 20 years,” Lim predicts. - The Malaysian Insider  Read More →
