新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

2025年大选结果无可争议,政府再次赢得了强有力的授权,稳固了其在新加坡政治格局中的主导地位。尽管选举结果并不令人意外,但胜利的过程却并非没有争议和复杂性。 值得注意的是,选区划分的变化在本次选战中发挥了重要作用。陈清木医生与徐顺全医生等资深反对派人物,因选区重划而受到显著影响——传统支持基础被分割或并入他区,无疑左右了某些关键选区的最终结果。虽然选区调整在新加坡选举历史上并不罕见,但其公平性与透明度仍持续引发讨论。 工人党虽稳守东北区的传统堡垒,但未能在本届大选中攻下新的选区。不过,该党仍获得两个非选区议员(Ncmp)席位,虽属安慰性质,却在象征意义上维持了国会内多元声音的存在。 更值得关注的是,本届大选所处的人口背景正经历剧烈变化。新加坡人口从2000年的约300万增长至2025年的超过500万。考虑到多年来出生率持续偏低,这一增长几乎可以肯定主要归因于移民流入,尤其可能在华人群体中增长显著。这一趋势对国家的社会结构和政治生态产生了深远影响。 展望2030年大选,各政党不仅要面对一如既往的选区调整与突发的全球事件,更需正视一个不断演变的社会结构。随着越来越多新移民成为国民,选民构成日益多元,政党在政策制定与信息传递上必须更具包容性与前瞻性。他们必须同时争取老一代公民与新加坡新公民的认同,回应共同关切,并跨越代际与文化差异的鸿沟。 在新加坡持续向前迈进的过程中,其政治也必须与时俱进——反映日益多元的人口现实,同时坚守国家的核心价值观:团结、韧性与务实。 Cwc-Ai

Ming Yi jailed for 10 months

Written by Our Correspondent Buddhist monk and former CEO of Ren Ci hospital Ming Yi was sentenced to 10 monts in prison for misappropriating Ren Ci's funds by approving the loan and lying to the COC in an oral statement about it. His former personal assistant Raymond Yeung, was jailed for 9 months on the same charges. Ming Yi was found guilty to have made an unauthorised loan of $50,000 on May 17, 2004. The loan was allegedly made to the Mandala Buddhist Cultural Centre but it was not reflected in Mandala's financial records. Before his conviction, Ming Yi was a highly regarded leader in the Buddhist community in Singapore. He founded Ren Ci hospital in 1994 to help the chronic sick, then the only such hospital in Singapore. Over the years, Ren Ci has grown from a small medicare centre at the old Tan Tock Seng hospital to a full-fledged community hospital with a building of its own. Ming Yi had appeared on the Ren Ci Charity Show on several occasions doing dangerous stunts to raise funds for the charity. Despite the guilty verdict, Ming Yi still have a group of loyal followers which explained PM Lee's visit to the Singapore Buddhist Federation yesterday to officate the opening of its new building in Geylang. In his opening address, PM Lee acknowledged the role of Buddhists and Taoists helping to maintain Singapore’s racial and religious harmony for 40 years: “Buddhists and Taoists are among the largest religious groups in Singapore. They have always shown tolerance, setting the basic tone for our society and the general mood of tolerance and understanding among the different communities,” he said. There were previously calls for Ming Yi to disrobe after he was convicted. The  head of the Singapore Buddhist Federation, Venerable Kwang Sheng said that it is a personal decision for Ming Yi to make.  Read More →

作者:王昌伟 (任教于新加坡国立大学中文系) 据报章报道,李光耀资政认为政府早年在推行双语政策时走错了方向,那是因为他错误地以为,只要智力相同,人们就能学好两种语文。 其实在我国,即使不是每个人都能精通双语 (bilingual),能学好两种语文的人为数并不少。根据个人的观察,在我们这一代受过大专教育的人当中,精通华文的人一般也能自如地使用英文,但精通英文的人却往往无法有效使用华文。问题的关键,不在于华文比英文难学,而在于我国华文教育的失败。 我们的双语政策的确是走错了方向,但我认为问题并不出在我们高估了学生同时掌握双语的能力,而恰恰是我们在华文的学习方面,太过“纵容”学生,太过为他们“着想”。 李资政经常以他学习华文的经历作为例子,说明一个人不可能同时精通两种语言,那我也想谈谈自己学习双语的经历。我的华文程度和李资政的英文程度一样,都达到母语(native language)的水平,但我相信我的英文程度应该比李资政的华文程度高。虽然不管是口语还是书面语,我的英文还存在瑕疵,但在日常的沟通之外,我还能用英语授课,能用英语发表演讲和与西方学者讨论高深的学问,也能用英文出版学术专著。 这绝不是因为我比李资政聪明,也不是因为我对英文有多热爱;相反的,因为家庭环境的关系,我从小对学习英文就有强烈的排斥心理,总觉得自己身为华人,为什么需要被迫去掌握一种不属于自己的语言。但在我们的教育体制下,不管你喜不喜欢,英文水平跟不上体制的要求,就随时会被淘汰。现实就是这么残酷,容不得你选择。 记得求学的时候,上英文课是一项苦差,几乎把上学的乐趣消磨殆尽。李资政说,双语政策所犯的其中一个错误是没考虑到讲英语学生的心理,但一直以来,我们的英文教育也从来没有考虑到讲华语学生的心理。不过现在回过头去,我反而感激我们的教育体制不但没有纵容我,还不断设立更高的标准,让我即使心不甘情不愿,但为了生存,还是不得不 设法达让自己的英文达到不断提高的要求。 取法于上,仅得为中 正因为如此,我才能够打下一定的基础,让英文成为今天发展事业的一大助力。可以想像,如果当年的教育体制对我们这群讨厌英文的讲华语学生特别“关爱”,处处为我们“着想”,只要我们一觉得困难就降低程度来迎合我们,那我自然会产生一种侥幸的心理,更不可能会认真学习英文,等到日后真正需要使用英文的时候,就会陷入“书到用时方恨少”的窘境。 这正是我们的语文政策的最大错误。和李资政的认知相反,我们的双语教育,从来就不曾假设一般人都能同时学好双语。当年除了在少数的几所特选中学,华文都是被当成第二语文来教授的。即使后来在更多的学校开设了所谓的高级华文,其程度之低落仍然是有目共睹的。 李资政说,目前的挑战是通过能引起学生的学习兴趣的方法,让他们喜欢上这门语文,并在学生身上打下一定的华文基础,让他们日后如果到了中国等需要使用华文的地方工作,即使一时生疏,很快就能重新掌握。 这话固然没错,但我们的华文教育,是否真能为学生打下一定的基础?我曾在《特选中学计划成功了吗?》(2007年8月8日《联合早报》言论版)一文中举 出血淋淋的例子,说明如果我们以为我们目前对学生的华文水平的要求,就能为他们打下一定的基础,无疑是在自欺欺人,更遑论继续顾及学生怕难的心理,进一步降低要求。 “取法于上,仅得为中;取法于中,故为其下”,这句话说明的道理显然是不难理解的。 利用富有创意的教学方式提高学生对华文的兴趣当然非常值得鼓励,但我们的错误,就在于以为降低要求是提高学生学习热忱的先决条件。从第二语文到华文B、到用英语教华文、到只需认字不必写字,这样一步步退让,也许当下能讨好学生,但等到学生日后需要运用华文的时候,他们是会恨我们耽误了他们的。 李资政还举出美国第二代中国人未必能学好华文作为例子,说明要学好一种语文必须先从抓住学生的兴趣开始。但我们的社会和美国其实存在明显的差异。美国华人学习华文缺乏有利的环境,而我们的学生即使出生在讲英语的家庭,在生活中,从日常的交谈到流行歌曲到影视节目到报刊读物,还是不缺乏接触华文的机会。新加坡社会有得天独厚的条件,让学生不管是出生在讲哪一种语言的家庭,都能随时随地接触双语。重要的是,我们不要通过错误的教育政策人为地去摧毁这样的环境,把新加坡变成一单语的社会。 我们常说,教育乃百年大业,肩负为国家培育英材重任的我们,能不慎思谨行? 来源:联合早报  Read More →

作者:冀居·谢 李资政终于承认没有人可以同时学好两种语文,可是早报“竟然”没有在次日发表社论鼓噪支持,可见他们这群二丑一时也找不着应对的词语。难道道歉已经成为今年政界的时髦?随陆克文为“被偷走的一代”道歉之后,英国首相布朗也承诺道歉。 不过我听了李资政的话,突然想起TVBS方念华访龙应台,龙应台说在她闭关写《大江大海1949》的初期,她是大量收集资料,还特地跑到美国的史丹福大学图书 馆,跟着大学生排队入馆读《蒋公日记》,可是把日记和抗战史实对比起来,龙应台觉得“蒋介石的一个逗号或者句号,就关系到上千上万人的性命,更遑论毛泽东的半个逗号或者句号……”于是“读完后却决定不用‘历史英雄’做主角,因为‘小人物才是历史真正的主角!’他们背负的历史如此沉重,却轻到没留下一点痕迹。他们的故事不曾载入史册,亲如子女也未必清楚。”——华校生的悲情,又何尝不是因为李资政一个小小的“自以为是”呢? 但是受华文教育的人和英文教育的人对下面几段话会有不同的解读: “我要所有的年轻教育工作者都明白这就是我们下来的发展方向,要使用信息科技、透过戏剧及以任何一种能抓住学生学习兴趣的方法,不管他们掌握到何种程度,只要让他们喜欢上这门语文,认为这是好玩的,以后就会使用。” “在教育部门里,没有一个人比我更了解双语政策。因这是我一直都在坚持推行的,但我当初的前提是错误的。我原本以为只要智力相同,人们就能学好两种语文。” “渐渐的,我介入了教导语文的政策,并坚持要以我的经验来引导政策的方向。我是在冒险,我开始时做错了,但是我要将它纠正过来。虽然尚未完全纠正过来,但是如果我能活得更久,我一定会把它给改过来。” “我的结论是没有任何一个人能以同样的程度来掌握好两种语文。如果你认为自己可以,那是在自欺欺人。” 受华文教育者可能认为他承认错误,瘪了几十年的怨气可以申了,但是英文教育者则认为政府承诺不再强调华文,今后就真的B了。 这个人花了几十年的时间来消灭华校和华校生,现在却说“如果我能活得更久,我一定会把它给改过来”,看来是以华文为筹码和死神讨价还价而已。 从来没有官方承认语文政策的错失,如今老李把华文半桶水的失败往身上揽,是因为大选年吗?而且华文报、还是那些语文博士的帝师们向来都认为方向正确,语文硕果累累,现在回头去研究起来,一一细数谁讲过什么话,应该十分有趣吧。报纸也开始有“早知道”的言论出来救市: “对华文初学者,传统学习法仍最好”——对啊,英文不必fun、也不必酷,也照旧成主流。 “华文半桶水,错了”——I told you so。 “双语政策成功了吗?”——这样的标题在老李讲话前,我看编辑是不敢下的。 其实新加坡教育部向来都相信“浸濡”这样的教育方式,可是在华文教学上却从来不落实,一本华文的学校,根本就不是双语第一的学校,基本上还是英校。因为华文、 华语根本生存不来,举凡科技、地理、历史、政治、常识用语都无法用华语表达,怎么可以达到第一的水平呢?李资政如果“牙齿当金使”的话,应该马上恢复华校 和英校,让家长自由选择。然而这个也太迟了,因为很多年轻家长都是英校出生,很难再恢复当年华校的盛况。 本地华校在二战之后会兴起,主要是峇峇在日本占领期间因不懂华文进而无法理解日文而吃亏,所以战后自己都纷纷报读夜校和送孩子读华校,那时的夜间部是比日间部 的学校还热闹的。新加坡搞双语第一是自七十年代中期开始,可惜徒具形式,随着中国的崛起,最后连什么便宜的顺风车都没有搭上,我想这份满江红的成绩单还好 过千言万语;从功利出发,却没有功利的圆满结局。 宫部美幸在评论松本清张的《日本黑雾》时,曾提到Deus ex machina这 个名词,台湾中译本作“舞台机关送神”,看来有些莫名其妙,可能直接采用日文词汇。我上网查了下,其实这个拉丁词用英文说就叫做god from a machine;在欧洲的古典戏剧里面,往往在故事发展到无法收拾的时候,就会拉来一个解围的人物,这个人物通常就是天神,祂的出现,把所有的不合理的世间法都摆平,故事就能圆满大结局。而这类天神,如《西游记》里老是为孙悟空解围的观世音,往往要在舞台上从天而降,当然都是机关或者吊秤吊下来的,所以是 “机关(machine)送神”。 嗯,看来是大选年,摸蛤仔兼洗裤,一兼二顾! 来源:大马论坛 读者有如下的评论: 【雷风雨】评论: 这是每届大选前必然推出的剧目。记得古早古早前某个大选年,李光耀就悔恨不已,还说如果时光倒流,会让华族子弟都受传统式的华文教育,打下华文的基础,到中学 才转攻英文。在当时要改变教育政策简直易如反掌,以李的行事作风,真有诚意早就付诸实行了。多少年下来反悔归反悔,完全不见一点实质的改革,只一味归咎教学法,设立个华文教学改革委员会之类的玩意,改来改去,今天还是同一个说法,华文教师倒了八辈子的霉,每到大选年就要作代罪羔羊。 以英语教华文早已展开试验,李光耀却在这时旧戏重演,只是预示着大选迫在眉睫。至于双语政策华文教学等等一切按计划进行,最终在大学里选修中文的新加坡人都会像学汉语的老外一样,都有着一种学习“外语”的热忱和认真,当然大体水平也与在西方汉学系拿一两PAPER混学分的老外不相上下,对华族文化的认识也不外如此。 【吴明盛】评论: 他们改来改去,倒是使一两代人变成了现代中文文盲! 如果他们还是以“fun”为主,到最后他们的误人愚人政策就会变成文盲政策。现在的学生不会认读中文字,只会读汉语拼音的洋字,更不用说写中文字了。连认字都不会,怎么能写中文字呢?所以说他们一错再错,简直是误人子弟,导致中文文盲教育教出一代代的学生,我怎么可能让我下一代在这里受教育呢? 说华语又不标准,读写也有问题,这样还敢和中国人打交道?真的是不理解。  Read More →
