新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

2025年大选结果无可争议,政府再次赢得了强有力的授权,稳固了其在新加坡政治格局中的主导地位。尽管选举结果并不令人意外,但胜利的过程却并非没有争议和复杂性。 值得注意的是,选区划分的变化在本次选战中发挥了重要作用。陈清木医生与徐顺全医生等资深反对派人物,因选区重划而受到显著影响——传统支持基础被分割或并入他区,无疑左右了某些关键选区的最终结果。虽然选区调整在新加坡选举历史上并不罕见,但其公平性与透明度仍持续引发讨论。 工人党虽稳守东北区的传统堡垒,但未能在本届大选中攻下新的选区。不过,该党仍获得两个非选区议员(Ncmp)席位,虽属安慰性质,却在象征意义上维持了国会内多元声音的存在。 更值得关注的是,本届大选所处的人口背景正经历剧烈变化。新加坡人口从2000年的约300万增长至2025年的超过500万。考虑到多年来出生率持续偏低,这一增长几乎可以肯定主要归因于移民流入,尤其可能在华人群体中增长显著。这一趋势对国家的社会结构和政治生态产生了深远影响。 展望2030年大选,各政党不仅要面对一如既往的选区调整与突发的全球事件,更需正视一个不断演变的社会结构。随着越来越多新移民成为国民,选民构成日益多元,政党在政策制定与信息传递上必须更具包容性与前瞻性。他们必须同时争取老一代公民与新加坡新公民的认同,回应共同关切,并跨越代际与文化差异的鸿沟。 在新加坡持续向前迈进的过程中,其政治也必须与时俱进——反映日益多元的人口现实,同时坚守国家的核心价值观:团结、韧性与务实。 Cwc-Ai

作者:《新加坡文献馆》 09年11月初,李光耀拥美制中言论引发了不少争议,其中有些言论认为李光耀数典忘祖,因为他们认为李光耀身为华人应该理所当然支持中国崛起。10月初,新加坡新移民回返‘祖国’参加中 国国庆检阅典礼的事件,亦引发沸沸揚揚的的争议。近日,另外还有一群人在呆头呆脑不亦乐乎的争议新加坡人傻不傻? 这三起事件可以分别视为新加坡人和中国人如何看待国家利益问题,如何看待效忠和国家意识问题,以及如何看待社会约束问题。 三者虽然各有不同但其间的共通性却可以归纳为一个简单的问题来探讨:新加坡华人是一个什么样的华人?解读了这个问题也就基本上可以回应这三起事件的争议原由。这是因为华人意识是发酵争论的基本元素。 新加坡传媒塑造的虚拟新加坡和真实新加坡之间有所落差。落差带来不实际的期待从而因认知偏差衍生出争议与随之而来的失望和不满。听凭局部与表面的报导,让好 些中国人其中包括研究新加坡专题的学者亦不免错误的认知了新加坡,其中包括新加坡华人形象和李光耀是一个什么样的华人。 刻意扭曲,诚实错误与无知都是错误认识新加坡的其中原因。在很大程度上这些错误都是不当讯息的必然结果,因为重复误导往往会以假乱真。 首先,中外学者与传媒以讹传讹徒然添知了不少外国人在新加坡认知上的偏差。上世纪的80与90年代,李光耀先后推出儒家思想教育和提倡亚洲价值观,让外界错误的把新加坡渲染为具有儒家特色的华人社会。实质上,前者的政治意图是约束自由主义思潮在新生代中滋长,后者的政治意图则是让一党专政一人政党的政治体制合理化。 儒家思想和亚洲价值观都只是李光耀的政治手段,不是政府用来指导政策的政治思维和价值观,更不是新加坡的文化价值观。这件文化礼袍只不过是新加坡功利务实社会的画皮。李光耀制定这种政策不能等同李光耀具有这种思想价值观。鱼目混珠模糊了外界对新加坡和李光耀的正确认知。 一名中国学者形象的描绘李光耀:‘儒家经典描状的“温而厉,威而不猛,恭而安”的圣贤风貌,中华先人推崇的“望之俨然,即之也温,听其言也厉”的君子风度,正是眼前这位老人的仪容气象’。如此的歌颂,对能够看懂这几个中文字的部分新加坡华人而言会特别的刺耳。新加坡华文知识分子即便是李光耀的信徒,在见证了 华校灭亡的历史过程是应该会有别是一番滋味在心头。 其次,新近出版的人民行动党历史故事书的出版者前言对新加坡大时代背景的一个历史论述就是一个典型的失真例子;新加坡人口虽然是以华人为主,但并不是以受华文教育者为主。这两者似是而非,差之毫厘失之千里。 1979年李光耀结束了百年老号的传统华文教育体系,1980年关闭了民办南洋大学,从此之后,新加坡就再也没有了新生代华文教育者。早年传统华文教育制度培育的华文知识分子,在后无来者的情况下已经可以归类为新加坡文化遗产。这也就是为何新加坡传统中华文化价值观走向消亡终点的基本原因。显而易见,新加坡华人并不是以受华文教育者为主,那么,新加坡华人是什么样的华人? 新加坡的社会现实是,新加坡华人尤其掌握政经大权的精英阶级都是受西 方教育,更以基督教徒为主;在精神文明上,创办新加坡东亚哲学研究所搞儒家思想的吴庆瑞亦坦白承认认同英国的维多利亚思想价值观。至于那些被精英教育制度 以分流淘汰出局的贫二代则多数是断线的风筝,在文化认同上无所适从。杂七杂八的新加坡式英语应运而生,是新加坡低层次大众文化的精神面貌。 在人民行动党政府的教育制度下,华裔学子的母语是英语,华文只是第二语文。学校教学媒介是英语,华文沦为语文课程。为了迁就精英阶级的英语家庭普遍缺乏学习华文华语的心态,简易版的B水准华文就是为这群官二代量身定制。被精英教育制度淘汰出局的新生代新加坡人,是具备洋泾滨语言文化特色的无根新加坡人,其中 包括新生代新加坡华人。 语文是文化传承的媒介体,所以新加坡在中华文化意识日益薄弱与日渐疏远的社会大环境下,新生代华人的香蕉化是一个必然的政策结果。 由此可见,中国网民认为新加坡以华人为主所以是一个华人社会的认知纯粹是一个美丽的误会。新加坡的真相是新生代华人社会是一个似华人而非华人的伪华人社会; 官二代以英语为母语崇尚西方物质文明,贫二代则选择认同日韩通俗流行文化。显然的,新加坡的新生代华人都缺乏或者完全没有中华文化意识。 解读了真实新加坡华人社会现象,再回头看看三起中国人和新加坡人的争执就可以厘清其中引发事端的个中原由。 其一,新加坡人和中国人如何看待国家利益问题:在新帝国主义理论下,后殖民政体的新加坡是西方资本世界的亚洲代理。实际上,新加坡之所以晋升为亚洲四小龙之一是得益于美国资金,技术和市场,因为新加坡的经济政策只是必需而非足够条件。新加坡制造业在早年的电子电脑,以至今时今日的生物医学都是来自美资跨国企 业。新加坡的现代金融银行业亦源自亚洲美元市场。上世纪末新加坡兴建海军基地成为美军在东南亚的军事补给中心。 显然的,李光耀政权仰仗美国政经军的扶持,所以美国在亚洲的动向影响李光耀政权在新加坡的持续执政;美国撤离亚洲不利李光耀政权。新加坡在一党专政一人政党体系下新加坡国家利益,人民行动党集团利益和李光耀利益三位一体。不论从任何一点出发的政治考量,都和李光耀是什么样的华人毫无关系。换言之,华人意识并不是李光耀的政治考量因素。 中国网民认为李光耀有必要从华人意识考量和中国的关系是强人所难。根据文献,李光耀的祖父敬佩西方文明,要敎育李光耀成为西方绅士,所以李光耀自小受西方教育在母语为英语的家庭与社会环境成长。1950年代中期,李光耀为了争取华人选票才开始学习福建话和华语。1970年代末李光耀尾随中国经济现代化契机亦从积极反共转变为热烈亲共。这种政治立场的改变源自李光耀的功利务实主义,和中华文化意识完全挂不上任何关系。在这种框框下李光耀的拥美制中思维就可以一目了然。 其二,新加坡人和中国人如何看待效忠和国家意识问题:土生海峡华人的祖国是英国,效忠英皇所以亦称英皇华人。昭南岛时代,在日军暴力下海峡华人饱尝华人原罪因而加剧了反华人意识。这种反华人意识在今天的官二代还是普遍现象。二战后,新客华人在民族意识上认同中华文化,在国家意识上认同马来亚。1949年新中国成立后,殖民政府限制华人来往中国大陆,周恩来总理亦劝告南洋华人效忠居留地政府。在新时代的大环境下,南洋华人的本土意识日益巩固亦诚挚效忠居留地政府,所以东南亚华人的祖国并不是中国。换言之,新加坡华人效忠新加坡。 新 加坡在多元民族文化的社会架构下具移民社会的包容性,新加坡也没有台湾特有的外省原罪历史包袱。新加坡建国后,马来西亚,印度尼西亚,台湾和香港华人亦陆 续移民新加坡参与经济建设,除香港的1997移民潮持观望心态之外,许多新移民都能自动自发的入乡随俗融入新环境。这段时间新加坡没有新移民问题。 1819年开埠后的移民动机都是为了满足经济建设对人力资源的需求,外来人口对经济大饼的增长有所贡献,本外地劳动力按功领赏皆大欢喜。自上世纪中末期以来,外劳入口却主要是为了压低劳力工资,于是出现外来劳动力取代本土劳动力的普及化,是外劳蚕食本地人就业市场的失常现象。这是新移民带来社会情绪紧张的基本经济 因素。 09年10月19日,李光耀大专学生座谈会的答问对话中,李光耀把低工资归咎于全球化经济并认为是无法避免的现象。然而,李光耀在此转移了问题焦点,因为无可避免的只是全球化经济而非低工资现象。 高工资必须有高生产力垫托;新加坡今天的低工资现状主要是因为政府没有办法提高生产力。自1979年的以高工资策略推动第二次工业革命全盘失败以来,30年过去了,人民行动党政府却依然始终无法提升生产经济的附加增值。换言之,新加坡今天的低工资现象是政策失败的必然结果而非全球化经济造成。 政府把政策失败转嫁全球化经济于事无补,因为政府也一样无法纾缓新移民带来的各种经济与社会问题。在人民行动党政府无法有效解决社会困境的情势下,新移民带来的社会矛盾是滚雪球般的越来越大。 此外,在新移民的问题上,官民利益是对立的,人民行动党政府以经济增长支持部长高薪论所以是低工资政策的受益者。人民因为外劳压抑工资造成收入减少所以是政策的受害者。 在这一种背景下,新移民把新加坡当跳板的心态与行为是引发网上争议的原由。冰冻三尺非一日之寒,跳板现象由来已久。较瞩目而引发社会关注的是若干年前的一对中国年青姊弟,在拿了新加坡交响乐团的奖学金到西方的音乐学院完成训练后,在还未履行契约义务之前就不告而别消失无踪。一些中国学子拿新加坡奖学金完成学业在工作一段时间后再移民西方国家,他们不仅对新加坡毫无感谢之情却反而在网上论坛调侃新加坡何等愚蠢,这种有违常理的心态与行为确实败事有余,强化了新加坡官二代的反华人意识。这种过河拆桥的不当行为亦为难了留下的新移民,更加剧了社会和新移民的矛盾。 这一起争论在无意中反映了一个特别重要的非常新加坡社会现象:人民行动党政要和华文媒体在大力维护跳板现象的同时,亦充分体现了新加坡政府只有经济利益观念,缺乏国家意识观念。新加坡网民是为了抗议新加坡沦为外国人的经济跳板而争论,是全民防卫概念里头国家意识的具体表现。新加坡既得利益集团是站在新加坡网民的那一面?新加坡既得利益集团的效忠对象是谁?新加坡在国家意识上是否也是无可避免的反向两极化? 其三,新加坡人和中国人如何看待社会约束问题:《新 加坡人很傻》原本是一篇中国作者在比较了中国和新加坡两地人民的社会行为后,按捺不住向往情绪而赞扬新加坡人奉公守法的善意文章,但却因为标题不当而让护 主心切的新加坡媒体回呛,并且引发网民争议。在本质上,这是一场意气用事徒伤和气的无谓争论。 新加坡人有奉公守法的行为却未必有奉公守法的文化意识,奉公守法是行为制度化的结果,行尸走肉是以假乱真,即不能当真更不值得赞扬。 那么,新加坡人到底傻不傻?按鲁迅《聪明人和傻子和奴才》的定义来看,尝尽荣华富贵的精英阶层英明神武都是聪明人,当然不傻。护主心切害怕傻子在主人墙上开天窗透光透气的奴才亦不傻。主人吃肉奴才啃骨的财富分配让双方共生共荣。在新加坡以法治反的社会,只有很少数不识好歹的傻子会干些违犯法纪的撬墙打洞勾当,所以新加坡人很不傻。 总而言之,中国网民在明了了新加坡并不是一个华人社会的真实情况之后,对新加坡的期待就可以更为贴切,也就不会有失落或被新加坡华人背叛的感觉。新加坡神话只是传媒一厢情愿的杜撰。真假分明就不会有认知上的落差,也就不会出现纷争乱象。 后记:华人香蕉化是否是一个设定的建国政治目标,抑或只是一项政策的社会成本,那是另外一个有待进一步发掘和探讨的议题。另外,继峇峇文化之后,南洋文化如刘杭等先辈的南洋画风已有雏形,文艺方面亦有不少本土创作,但是由于后续无人这个具有华人意识的本土文化新品种已无疾而终。研究南洋文化的学者应尽快整理和编辑这类文献以避免流失。社会贤达亦有必要系统化收集并妥善保留这些南洋文物。  Read More →

"For there to be a unity plan, it must be reflected in actions," said Datuk Seri Najib Razak, adding that many people were upset with what was going on in the MCA. MCA president Datuk Seri Ong Tee Keat yesterday dropped Youth chief Datuk Wee Ka Siong, Wanita chief Datuk Paduka Chew Mei Fun and seven others aligned to vice-president Datuk Seri Liow Tiong Lai from the party’s presidential council. Ong's decision to drop Liow's supporters has plunged the party deeper into crisis with a disputed EGM looming. The party president replaced Liow's men on the presidential council with supporters of Datuk Seri Dr Chua Soi Lek, reflecting a deal between the two men to fill party appointments with leaders aligned either with Ong or Dr Chua. “I will find the time to meet them separately," said Najib today, in remarks reflecting Umno's growing unease with developments in the MCA. When asked how he intends to resolve the crisis, Najib said: “Leave it to me," while adding that he would issue a statement when he was ready. He said unlike Umno which was now stable, the MCA crisis did not instil confidence and was hampering Barisan Nasional's (BN) efforts to resuscitate the coalition and to reforms its image in the eyes of the public. "The people now see Umno as stable as it has gone through a process of reforming itself. Written by our Correspondent Mr Ng Chun Kiat, the son of Madam Ng L.K, one of the victims of the KKH medication blunder continues to question the "professionalism" of KKH staff in his latest blog entry on 18 November 2009. The KKH blunder shocked the entire nation when chemotherapy drugs were infused into the bodies of two cancer patients over a few hours instead of days. In his previous blog postings, Mr Ng lambasted KKH for their "cavalier" attitude towards the incident as well as the two pharmacists responsible for the error. This time, Mr Ng questioned why KKH did not admit his mother into an isolation ward immediately and only on the second day after the error was discovered: "If right at the on-start, KKH were to place my mum in an isolation ward immediately due to their negligence, I would not question their sincerity and severity towards this matter. But for my mum and Mrs Yip, they were only transferred to an isolation ward on the second day, perhaps after some assessment by the higher management/authority of the hospital Anyone undergoing chemotherapy would have their immunity level lowered due to the drug effects and the hospital knows that better than anyone, no?," he wrote. Mr Ng also expressed his unhappiness with KKH senior onocologist Dr Soh Lay Tin who tried to reassure the family that it is "ok" for the chemotherapy drug doxorubicin to be infused over a few minutes: "If a medical professional and senior oncologist, Dr Soh Lay Tin, can go on to ask us if we prefer to have the drug administered over 6 minutes when her initial prescription was over 3 days due to lower risks, how can my family now trust Dr Soh and KKH for days to come?" According to reports in the state media, doxorubicin, the drug given to Madam Ng, can be given over 15 minutes, but the doctor who ordered it was more "comfortable" to have it infuse over a few days. High doses of doxorubicin can lead to heart failure. KKH told Madam Ng and her family during the inquiry called only 5 days after the error was discovered that they would only accept responsibility if a post-mortem done showed that the cause of heart failure (if Madam Ng develops it in the future) is due to the drug. The other victim Madam Poh is not so lucky. She received more than 5 times the permitted dose of 5-Flurouracil and is still not out of the danger yet. Health Minister Khaw Boon Wan had yet to apologize for the blunder which has rocked public faith in Singapore's much vaunted healthcare system. In an interview with the state media, he laid the blame squarely on the manufacturer of the pumps for making them too "similar" in appearance. No photos of the pump were shown to the public and neither was their manufacturers mentioned. The state media has stopped reporting on the matter for the last two days. It is not known if the victims are recovering. Mr Ng wrote on his blog that his mum is now "experiencing discoloration of her tongue and finger nails." KKH has called one press conference so far to explain the matter to the public. There are no further comments from it at the present moment. The CEO of KKH is Prof Ivy Ng, the wife of Education Minister Dr Ng Eng Hen. She has kept out of public sight so far. KKH said investigations are still undergoing. It is not known if its findings will ever be released to the public.
